Rwanda’s first bond attracts US$3.5billlion on debut

When Rwanda’s first dollar bond was announced last year, little did government economic planners know it would sell like cake on international money markets. The issue rate was set at $400m, but at today’s debut, investors put together more than US$3.5billion.

The successful issuance of Rwanda’s first international bond is a sign that the country is on the path to economic maturity, said Finance Minister Amb Claver Gatete in a statement Thursday evening.

“The bond, which was oversubscribed, signals that international investors have confidence in African beyond the usual commodity growth story.”

The US$400 million bond, which is payable beginning May 2023, carries a coupon (interest rate) of 6.625 per cent. The oversubscribed order book developed momentum over the course of Wednesday to hit $3billion, and later closed at over US$3.5 billion with 250 investors participating, officials announced.

Previously, the yield (interest return) had been set at 7%, but massive enthusiasm from investors settled it at 6.625%.

Government engaged US banking giant CitiGroup and France’s BNP Paribus to work on the bond issuance. The bonds were distributed to investors globally, including in the US, Europe and Asia. Rwandan officials met key emerging market fixed income investors in Boston, Frankfurt, Hong Kong, London, Los Angeles, Munich, New York and Singapore.

Ratings from agencies had given the bond minimal backing. But a roadshow launched last week allowed Rwandan officials from the finance ministry, central bank and Rwanda Development Board to convince investors that the only place to put their money was Kigali.

Fitch Ratings however gave the bond a clean bill of health affirming that as a result of political and economic stability ushered in by President Paul Kagame in the past decade, investors had nothing to worry about as their money would be in the right hands. Economic policies set in motion by planners with IMF backing have allowed the country to live tough but within its means.

“Rwanda’s intentions are to invest in infrastructure as part of building a modern, dynamic, service-based economy that is connected to international markets and that allows for rapid development,” said minister Gatete.

A large portion of the bond proceeds will be used to complete the construction of Kigali Convention Centre. It will also help finance the 28 megawatt Nyabarongo hydro power project, which will allow Rwanda to switch off diesel generators currently in use and reduce the country’s import bill.

 

The issuance of the bond reflects Rwanda’s push to become less dependent on international aid, say officials in Kigali.

 

Having grown consistently at an average of 8.2 per cent over the past five years, the government’s ambition is to become a middle-income country by 2020.

 


Govt names career journalist to head public broadcaster

Arthur Asiimwe elected public broadcaster BossThe cabinet meeting of April 24, 2013 has approved veteran journalist Arthur Asiimwe to head the newly formed Rwanda Broadcasting Agency (RBA) which comes to replace Rwanda Bureau of Information and Broad­casting (ORINFOR).

Asiimwe was until last night the Rwanda Health Communication Center Division boss, an arm of the Ministry of Health, a position he has held since 2011. He replaces Willy Rukundo who has been the Acting Director of ORINFOR for some time.

Asiimwe who is also the current Board Chairman of the Media High Council was Managing Editor of the English Daily, The New Times before heading to the Ministry of Health.

He comes in to head RBA at the time when the institution is being revamped to become a public broadcaster which sets a broad challenge ahead of him to transform the former ORINFOR.

Following the announcement of his appointment, many congratulatory messages poured in via Twitter where a big number of people expressed optimism for Asiimwe’s administration at RBA.

According to available information, the bill that puts in place RBA has been approved by the senate and is awaiting the president’s signature to become a law.

Orinfor which is being replaced by RBA has been a gov­ernment run institution which means that its content and editorial policy were set and closely watched by government.

According to the new RBA law, the institution will be autonomous. Article 5 of the law says that the agency’s responsi­bilities will include being a broadcaster providing the pub­lic with impartial and accurate national and international news as well as recreational programs.

RBA will according to the law have its own bud­get, hire workers without gov­ernment influence as well as broadcast content for public rather than government inter­est.

Kamonyi District focuses on promoting good governanceIn order to promote good governance among local leaders in Kamonyi district, district authorities are visiting and talking to sector leaders advising them on good governance.

The event was started in Runda and Rugarika sectors on April 22nd 2013.

The visiting team included the district mayor, Police and Army chiefs who held the talks with sector council members, presidents of the cell councils, sector and cell workers and heads of public institutions.

During the meeting Jacques Rutsinga, mayor of Kamonyi district had with higher authorities, he told them that good governance is delayed by the cell leaders.

“A king is judged by his army,” the mayor added.

Superintendent Francis Muheto, the district Police Commander said that some cell executive secretaries do not report in time in addition to bad customer care and corruption.

Superintendent Muheto reminded them to work for development and change the way they serve people because local leadership is the foundation of good governance.

Members of Rugarika sector and cell councils were cautioned over not following up on workers performance when it’s their responsibility.

The district mayor reveals that this program is carried out once a year before celebrating Labour Day on May 1st 2013.

Every member of the district administrative council is accompanied by some of the workers visits 4 sectors out of 12 sectors that make Kamonyi district.

The world’s most dependable population (workers) have celebrated Labour Day this 1May 2013, a day that Rwandans find as the most momentous due to the fact that the country’s fast growing economy has been a lecture among other developing and developed countries.

This year’s Labour Day is being considered one of prospects for Rwandans to improve productivity in the country, an economical significance that will be manifested if Rwandans prefer to increase working hours especially in the government and private sector according Anastase Murekezi; Rwanda’s Minister for Public Service and Labour. The Minister remarked while standing as the guest of honour during the workers day ceremony that held at Remera Amahoro Stadium.

While it was earlier declared that the average working hours among workers in both formal and informal sector is 39 hours per week, the International Labour Organisation suggests that the average number of hours worked per week, over the number of weeks covered by any such agreement, must not exceed 48 hours.

It is estimated that Rwanda has about 280,000 employees, having about 85,000 of them in public service, and education field particularly teachers are approximately  more than 50,000 active workers.

Following massive applauses about the country’s improvement in fighting child labour and emphasis in Youth and women empowerment, solving unemployment crisis through programs like Hanga Umurimo (Job creation), SSACOS and such initiatives, The government is not happy with the statistics that more than 89 per cent of employees work less than 26 hours per week, a factor that is a hindrance to the required speed of nation’s development according to the Public Service and Labour Ministry.

Minister Murekezi who previously addressed miners in Nyabihu District located in the Western province of Rwanda, elaborated why every Rwandan need to review the working schedule. He suggested to Rwandans to work at least for a period between 35 and 45 hours a week, arguing that development of the country’s economy depends on hard working.

Rwanda is committed to the DRC peace framework – Mushikiwabo

UN Great Lakes Special Envoy Mary Robinson meeting the Foreign Minister Louise Mushikiwabo

The Minister of Foreign Affairs and Cooperation, Louise Mushikiwabo has said that Rwanda is committed to the successful implementation of this peace framework that will bring peace and stability not only in the DRC but in the whole region.

Mushikwabo said this following a meeting with the UN Secretary General Special Envoy to the Great Lakes Region of Africa, Mary Robinson.

Robinson was in Rwanda on Wednesday in her continuation of a regional tour to encourage the implementation of an 11-nation peace agreement she has called a “framework of hope” for ending the conflicts and suffering in the eastern Democratic Republic of the Congo.

The framework known as the Peace, Security and Cooperation Framework for DRC and the region was signed in Addis Ababa in February this year. Signatories to the framework include; Angola, Burundi, the Central African Republic, Congo, DRC, Rwanda, South Africa, South Sudan, Uganda, Tanzania and Zambia.

According to Mushikiwabo, what is good for the DRC is even better for Rwanda and the region.

“We will work very closely with the Special Envoy and other regional partners to see the implementation of this framework that will bring peace and hope to the people of Eastern DRC and the region,” she said.

The UN Special Envoy said that she is aware of the huge responsibility that her role carries but that she was ready to work with partners like Rwanda and other countries in the region to achieve a lot in terms of implementing the framework.

“This framework needs all signatories to work together to achieve its objectives. As the UNSG Special Envoy, I will focus on people affected by the instability in Eastern DRC and I hope that this framework will bring back hope to them,” said Mrs. Robinson.

While in Kigali, the Special Envoy spoke on telephone to President Paul Kagame who is traveling outside the country, and held high level meetings with other senior officials.

She also met with civil society organizations, including women’s groups, members of the diplomatic corps, and the UN country team.

The Special Envoy said she was encouraged by her conversations with both President Kagame and Foreign Minister Mushikiwabo.

Earlier in the Robinson began by visiting and laying a wreath at the Kigali Genocide Memorial in memory of Rwanda’s 1994 genocide against Tutsis.  Here she said she hoped that by next year, which will mark the 20th anniversary of the 1994 Genocide against the Tutsi, “we could finally move forward in peace in the region”.

This regional tour will also take her to Uganda, Burundi, South Africa and Ethiopia.
Robinson was appointed by the UN Secretary General as the UN Great Lakes Special Envoy on 18 March 2013. She previously served as Irish President from 1990 to 1997 and as the United Nations High Commissioner for Human Rights from 1997 to 2002.

Karongi: Over 1200 genocide victims’ bodies laid to rest

Numerous bodies of the victims laid to rest in Gashari sector were found in different parts of Karongi districtOver 1200 remains of 1994 Tutsi genocide victims have been laid to rest in Gashari sector after being collected from different parts of Karongi district.

The burial ceremony was held on April 27th 2013 at Saint Joseph secondary school – Birambo.

Over 1200 bodies were found in Mutuntu, Mwendo, Bwishyura sectors and among the victims are nuns and monks killed at Birambo parish.

Genocide survivors testified that monks were killed in their rooms while nuns were killed from outside their accommodation facilities.

Their bodies are buried it the memorial site at the catholic church premises while other bodies have been laid to rest near Gashari sector premises.

The event was attended by Deputy Ezechias Rwabuhihi, the guest of honour accompanied by other parliamentarians.

Karongi district was represented by Sebastien Hakizimana, vice mayor for economic affairs.

Burera: Local leaders focusing to raise district revenue

Samuel Sembagare, mayor of Burera District has revealed that means are being devised to increase the districts revenue in order to accomplish planned development projects.

This comes after Burera district has on many occasions failed to successfully implement the pledged performance contracts due to insufficient funds.

Mayor Samuel Sembagare explains that Burera district gets up to Rwf400 million annually and decisions are being taken to increase the income.

He asserts that most of the revenue is expected from mines of precious stones since a new policy has been made regarding the mines generating income for the district.

Burera district has two mines that is Gifurwe mine in Rugengabari sector and New Bugarama mining in Kagogo sector, the mayor adds.

In addition, residents will be educated and to seek contribution of entrepreneurs born in Burera district as one way of increasing the district revenue.

Sembagare points out all will be done so that Burera district achieves fast development.

M23 ex-leader renounces rebel activity

The former M23 rebel president, Jean-Marie Runiga, has openly renounced all political activities and any issues that can be affiliated to armed groups.

“I, Jean-Marie Rugerero Runiga, hereby willingly and permanently renounce all political activities that can be associated to armed groups…,” he swore during an event attended by members of the diplomatic mission in Rwanda and international agencies.

Runiga signed the oath willingly while requesting for refugee status from UNCHR.

He and other rebel members fled to Rwanda in March 2013, after serious fighting broke- out between M23 two rebel factions. A group of 1,500 fighters led by Brig. Gen. Sultani Makenga, pushed Runiga’s group of 682 rebel fighters to neighbouring Rwanda.

Runiga and other former rebel officers, Colonel Innocent Zimurinda and Brig. Gen Baudoin Ngaruye, also asked the UN to speed up the process of granting them refugee status, saying that they felt uneasy staying in camps.

The event was also witnessed by Rwanda’s Minister for Disaster Management and Refugee Affairs, Seraphine Mukantabana, who said that Rwanda would respect the international convention governing refugees. The Minister was responding to questions by diplomats on what would be the implication of status change by the ex-combatants to the DRC.

She dismissed as untrue reports alleging that some former rebels had fled back to the Eastern Congo to join DRC rebels.  The minister told diplomats and reporters that all ex-rebel members that fled to Rwanda were still in the camp, including former leader Jean Maria Runiga.

On receiving refugee status, the ex-combatants will be granted permission move freely or be taken to suitable refugee camps across the country.

Rwanda has been ranked top in the World Bank’s “Doing Business in the East African Community (EAC) 2013” report.

Rwanda has been ranked top in the World Bank’s “Doing Business in the East African Community (EAC) 2013” report.

This was announced at the launch of the report on Wednesday in Kigali and indicates that Rwanda is the top EAC economy to introduce regulatory reforms that have improved the business environment between 2005 and 2012

In the report, Rwanda ranked 52nd globally out of 185 countries. Uganda and Kenya were ranked 120 and 121, respectively, while Tanzania came fourth, at position 134 globally. Burundi came last in the region.

The report also highlights Rwanda’s success in cutting red tape and encouraging private sector led growth.

According to the report, Rwanda’s commitment to private sector development has facilitated growth in exports, domestic investment and foreign direct investment inflows and the implementation of effective fiscal policies supported by structural and institutional reforms.

Rwanda was also ranked the second economy globally to advance in closing the gap to the frontier.

The frontier is the highest performance observed on each indicator in the report. The better an economy is doing, the closer it is to 100. Rwanda has gone from 38 in 2006 to 64.5 in 2013.

This, according to the government was facilitated by the implementation of 23 regulatory reforms since 2005 to facilitate a competitive and easy business process.

In her remarks during the report launch, Minister Monique Mukaluriza called on EAC member states to harmonise policies and laws.

“Policies and protocols to improve the business environment for our entrepreneurs should be fast tracked,” she said.

She also urged partner states to copy each other’s best practices so as to improve the region’s competitiveness and attraction of investors.

The report says that over the last year, improvements were seen in all five EAC countries. The report also highlights that e-government initiatives in the region provide an opportunity for easy access to information as well as increasing transparency.

The report also ranked EAC as a regional bloc higher, on average, than COMESA, SADC and ECOWAS.

Youth urged to fight drugs, strive for dignity

Security officials explaining to the youth consequences of drugs and how to fight drugs

Security officials in Burera district have asked youth in Anti-drug clubs to strive for dignity as they fight drugs that retard the country’s development.

The remark was made on April 30th 2013 during the meeting of different leaders and youth members of Anti-drugs clubs in Burera district.

During the meeting, Youth were reminded to spearhead the fight against drugs because they are the future leaders.The officials added that youth make the biggest number of drug users and dealers especially dry gin in Burera district.

Laetitia Nirere, in charge of ‘neighbours eye’ program in Burera district asks youth to be their neighbours keepers and report people who use drugs such as dry gin among others.

She explains that ‘neighbors eye’ program aims at eradicating drugs in Rwanda with every residents’ participation.

Security officers explained to the youth types of drugs, legal punishment of drug dealers and users and its dangers on the development of the country.

Burera youth promised to take on the struggle against drugs through sensitizing other youth on the dangers of drug use and to report such crimes.

Burera district is one of the places with many drug issues because it neighbors with Uganda where dry gin is exported from.

Abagera kuri 682 nibo bari muri iyi nkambi iri mu karere ka Ngoma. Nkuko bagiye babyivugira ngo ubuzima bariho ntabwo ari bubi ngo ariko hari igikwiye kongerwa.
