The Joint Action Development Forum (JADF) in Ngororero district has appreciated the role that the district partners played in development of Ngororero District during the completion of the 2^nd phase of the economic year 2012/2013

The partners in development of the district presented their plan of action in 2012/2013 and signed agreement with the district officials on what they are yet to achieve. The president of JADF in Ngororero district who is also the vice mayor for economic development in the district Emmanuel Mazimpaka explained that this action was for partners in development to be clear about the projects they will achieve.

The district is hopeful about this understanding and they are sure that the partners in development will achieve what they vowed to do as they have started working on what they promised to do in the first phase of the economic budget.

It was planned to elect a new vice president of JADF Isangano of Ngororero district but this was postponed since some members were not present and it will be done in the next JADF members meeting.

They revised the district action plans

The district partners in development assured the District Development Plan (PDD) body that they will always support it in the next 5 years they will be working together. It was agreed for JADF Isangano to hold a retreat of which every member will contribute for its preparation.

The new French envoy Michel Flesch

The new French Ambassador to Rwanda Michel Flesch has said that he is in Rwanda to take the relations between the two countries to another level.

He made the remarks shortly after presenting his credentials to President Paul Kagame at Urugwiro village.

The French embassy has been without an ambassador for months now after Paris recalled Laurent Contini and Rwanda refusing to approve Hellen Le Gal as the new envoy.

The incident led to media speculations that the relations between the countries were on the rocks. It was said that Legal was so close ally of the Foreign Affairs Minister Allain Juppe who is considered by Rwanda as a genocide apologist.

Contini had been appointed French envoy to Kigali following the renewal of diplomatic relations between Rwanda and France in 2009.

Meanwhile President Kagame also received credentials of four new Ambassadors accredited to Rwanda.

The new other envoys include the Ambassador of Thailand, and high commissioners of Canada and Sri-Lanka.

The diplomats said that their objective is to enhance relations between their respective countries and Rwanda.

Rwanda cemented its relations with SRI LANKA. Thambirajah Raventeenhirah The new high commissioner of the Asian Country to Rwanda who presented his letter of accreditation to President Kagame will be based in Nairobi.

He said Sri Lanka and Rwanda want to build strong partnership basing on forthcoming mutual visits.

Prior to his appointment as high commissioner, Thambirajah Raventeenhirah served as the director General of the African Division in the Ministry of External Affairs of Sri Lanka.

Members of the Rwandan Community in North America have petitioned the Unites States President Barack Obama over the Eastern DRC crisis.

In a letter dated December 11, 2012, they explain to Obama the origin of the Congo crisis and accuse the international community including the United Nations of orchestrating a propaganda campaign against Rwanda.

“We, the undersigned, being members of the Rwandan Community in North America have been following with keen interest the ongoing crisis in the Democratic Republic of Congo (DRC) and its impact on the Great Lakes region.

The deeply rooted, and well-orchestrated propaganda campaign against Rwanda obliges us, as concerned citizens of Rwanda and legal residents of the United States of America and Canada, to faithfully defend our country by adding our voice to many others that strive to bring the truth out in a quest to restore the image of Rwanda and to pursue justice, peace and security in DRC and the Great Lakes region,” reads the letter in part.

They explained to Obama that since March 2012, Rwanda has been accused of supporting M23, a group of mutineers that has been at war with the Congolese army (FARDC) in the Eastern Democratic Republic of the Congo (EDRC).

It all started in June this year when the United Nations Group of Experts (UN GoE) on DRC submitted its interim annual report and an addendum to the UN Security Council Sanctions Committee.

The Addendum contained a set of allegations to support the narrative of active involvement by the Government of Rwanda (GoR) in the current armed conflict between the FARDC and M23 in violation of the United Nations Arms Embargo and Sanctions Regime that applies to the DRC.

In response, Rwanda submitted a comprehensive rebuttal on GoE’s allegations and invited the GoE to go to Rwanda for cross checking investigations. The GoE ignored Rwanda’s willingness to cooperate and went on to publish another set of allegations against Rwanda in August, which the GoR refuted in its rebuttal submitted in October 2012.

So far the international community has shown no interest in investigating further to fully understand the ongoing crisis in DRC. Instead, Rwanda was rendered guilty without trial.

In the letter the members are irked by some donor countries withholding the disbursement of aid or freezing the budget support to Rwanda, because of the verdict rendered by GoE on their country.

They are quoted as saying: “We would like to remind you that Rwanda has been consistently praised for its proficient utilization of foreign aid as well as its overall efficient fiscal management, which have resulted in successful reconstructive efforts in the last 18 years.

In fact, numerous independent reports indicate that in the last five years, Rwanda has lifted over one million people out of poverty. Cutting or freezing aid at this moment will not resolve the crisis in the DRC,” they say.

They also explained that roots of the ongoing cycle of violence in the EDRC lay in the original ethno-nationalist conflict that has plagued the entire region since colonial occupation.

It is a continuation of the anti-Tutsi propaganda campaign that led to the genocide against Tutsis in 1994 that claimed the lives of more than one million victims in the most inhuman ways while the International community stood by.

The letter which is also copied to the Secretary of State Hilary Clinton concluded by calling on the United States government join in the cry for justice by thoroughly evaluating the current conflict in the DRC, within the context of its roots in ethno-nationalist conflict, including the divisive governance of DRC which for the last several decades has provided safe haven to genocidaires and their sympathizers.

My name is Andrew Obeki and I am a Rwandan. Like millions of my compatriots, I have never met Ms Inyumba Aloisea in person, but a life well lived is unrestrained by such trivial limitations and touches the hearts of all.

It pains me to say that the history of the World would reserve only a small space for Ms. Inyumba, for she did not start a war, or get involved in huge controversies, she did not stage a coup or make billions in the corporate world. For such is the tale of our past and Africa that these are remembered while the good are forgotten. But today, my 12 million strong people will bear testament to the fact that all through her life; she carried on with a passion, integrity, dedication and a deep, heartfelt love for the common man. Qualities that were reflected in her life’s work, for the eternally-grateful people of Rwanda.

A life, I am determined to honour her being today, by sharing her inspiring story with the World.

Ms. Aloisea Inyumba’s journey began not in my homeland Rwanda, but our neighbouring nation of Uganda. It was here that she was born on the 1^st of January, 1962. Her mother had fled there after her father had fallen victim to the massacre of the 1960s, an affair that motivated her to drive forward Rwanda’s rapid recovery from the genocide, three decades later. For a child brought up in refugee camps by a single mother, Inyumba’s early years during which she overcame all challenges to achieve immortality in our hearts will serve as a role model for generations to come.

She was intellectually gifted and her humble upbringing was not a hindrance to graduating from the Makerere University, an academic trend she carried on throughout her life. At her time of passing she held a Masters in International Relations from the Irish American University, a Doctorate in Social Work and Social Administration from the Makerere University and a Doctorate from La Roche College in the USA.

In the 1990s, it was in Rwanda’s greatest hour of need, after my country was tending the wounds of the brutal genocide that Inyumba had returned to her homeland as the Minister of Gender and Social Affairs. An Angel in the eyes of many, she nursed us back to health by caring for our orphans and resolving our petty property-feuds. She held the position for a tenure of five years, during which her noble action to defend a woman facing imprisonment for the crimes of her husband was lauded by the World.

Among the many thankless roles she took on was that of a devoted wife and loving mother. Aloisea Inyumba was married to Richard Masozera and the couple had two children.

She later served as the executive secretary of the National Unity and Reconciliation Commission for two years, followed by a term as Senator. Her active participation in the Rwanda Women Parliamentary Forum is noteworthy.

In 2011, she was declared the Minister for Gender and Family Promotion. Additionally, she also served as a member of the African Women Advisory Committee. And true to her nature of raising benchmarks with every opportunity, she was bestowed with the Courage Award by ‘Women with Wings’. This was in recognition for her work, encouraging the participation of women in the democratic process. She always led by example and her leadership inspired more women to take the initiative.

Such was the impact that Inyumba had on our people, so great the place she held in our hearts that when President Paul Kagame eulogized “Today we bid goodbye to her body, but her work and legacy shall forever remain within us”, it brought a tear to the eye of every Rwandan, in the country and across the world.

Among the distinguished guests paid their last respects were Jeannette Kagame – the first lady and close friend, whom Inyumba had accompanied on various state missions outside the country; Minister Protais Musoni and President Ellen Sirleaf of Liberia who expressed her condolences to the family and described Inyumba as the “Gallant Daughter of Africa”.

But I shall not burden you with more details of her death, for the time for mourning shall pass; but a life of selfless service will continue to inspire and embolden us to emulate the legend that was Inyumba.

Isange One Stop Center, with the word Isange has tremendously helped address Gender Based Violence cases in the country.

The Center which operates under the Police Hospital in Kacyiru was established in 2009 by the Rwanda National Police (RNP) in partnership with Imbuto Foundation and the United Nations (UN).

It provides medical, legal and psycho-social services such as counseling to victims of Gender Based Violence (GBV), provide free services for survivors of child domestic abuse and Gender-Based Violence (GBV).

The Director of Police Hospital, ACP Dr. Daniel Nyamwasa said that the hospital provides free medical-legal services to victims of child domestic abuse and Gender Based Violence.

The Police hospital further disclosed that it has embarked on partnering with other hospitals so the issue of GBV can be collectively handled.

“Last year we trained doctors from different Hospitals across the country, to raise awareness on GBV,” said Nyamwasa explaining that the intention is to ensure that GBV is holistically addressed.

He noted that plans are also underway to decentralize the One-Stop Center to all districts in the country such that they can get closer to the community as well reach out to a number of victims receiving the services, thus increasing the resilience of the victims and their families.

He disclosed that in bid to expand the hospital’s services, Rwanda National Police is building a fifty-roomed modern structure which is expected to have fifteen laboratories.

Nyamwasa added that the new building which will be fully capacitated with lots of medical equipment will by all means help to address the vice.

In an effort to sustainably address GBV, Rwanda National Police in partnership with Care International trained about 2319, all members of Community Policing Committees those from Anti- GBV clubs in Nyanza District recently.

40 staff working for a number of development and social welfare-related projects in Nyaruguru district, Southern Rwanda, on Wednesday ended a two-day training workshop on how to make their projects as gender sensitive as possible.

The workshop, under the auspices of UN Women, Nyaruguru district’s Joint Action Development Forum (JADF) and Rwanda’s Gender Monitoring Office (GMO), comes as an eye-opener, some of the participants uphold.

One of them is Espérance Munganyinka, an Assistant Project Officer at “Igiti cy’Ubugingo” (or, literally, the “tree of life”), a Butare Catholic Diocese-funded NGO dealing with counseling HIV/AIDS-positive people and assisting widows in the districts of Nyaruguru, Huye and Gisagara.

“I have learnt how to give our beneficiaries equal opportunities, men and women alike. But I used to favor men especially when it comes to cooperatives by giving much value to their physical strength”, said Munganyinka.

“That mentality is no more. I will be making sure that the number of participants is gender sensitive by incorporating as many women as a way of empowering them as well”, Munganyinka added.

And the change of that “mentality”, it seems, is what has been driving organizers of this training workshop.

“The purpose is to train our partners in a bid to have the same understanding of gender concept”, said Fabien Niyitegeka, Nyaruguru district’s Deputy Mayor in charge of Finance, Economy and Development and JADF’s Vice President in the district.

In 2011, the same training workshop took place in Nyaruguru district. And its repeat for another partners’ intake this year around, kind of depicts the district’s interest to keep enhancing the knowledge on gender issues to better serve the local population.

Meanwhile, some media reports already rank Rwanda as a model of gender equality in the world, partly because of its highest number of women MPs in the world and how women are represented from the grassroots upwards. One headline goes a step further to read as follows: “Rwanda: The Land of Gender Equality?”

President Paul Kagame

President Kagame was born on October 1957 in the Gitarama Prefecture. His parents Deogratius and Austeria Rutagambwa hail from Central Rwanda. However the massacre of the 1960s forced the family to leave Rwanda and become a refugee in Uganda. It is here that President Paul Kagame completed his primary and secondary education. He was a founding member of the Ugandan National Liberation Army along with Yoweri Kaguta Musuveni (President of Uganda) that successfully overthrew the tyrannous and treacherous rule of Idi Amin. From 1980 to 1990, President Kagame served as an officer in the UNLA.

In 1990, President Paul Kagame graduated from a Staff and Command course at Fort Lavenworth in Kansas, USA.  Shortly after, President Kagame returned to Africa to lead the Rwandan Patriotic Army (RPA). After spending over 34 years in exile, President Kagame finally returned to his homeland –Rwanda in 1994.

His efforts immediately ended the tragic genocide which claimed the lives of nearly a million Rwandans and he received a heroic welcome back to his homeland.

In July of the same year, he was appointed as the Vice President of Rwanda and Minister for Defence in President Pasteur Bizimungu’s Government of National Unity. Later in 1998, he was elected the Chairman of the Rwandan Patriotic Front.

He first assumed the office of the President of Rwanda on April 17^th, 2000 through a unanimous election by the transitional assembly. He has since been re-elected to the 7 year Presidential term twice – in the elections of 2003 and again in 2010.

President Paul Kagame holds a diploma in Professional Management and Business Studies from the Open University of London, U.K.

He is the recipient of multiple accolades including Honorary Doctorates from the Vellore Institute of Technology, India and the Oklahoma Christian University, USA. He has also been awarded the Andrew Young Medal for Social Progress, the African National Achievement award, the ICT Africa Award and an Honorary Degree by the University of the Pacific, USA.

The President is a tennis and football fan and chief benefactor of the Kagame Interclub Cup (CECAFA Club Cup) that is contested by clubs from East and Central Africa and has in recent years been instrumental in promoting football in the continent.

The First Lady – Jeannette Kagame

Jeannette Kagame, the First Lady of Rwanda was born as Jeannette Nyiramongi on 10^th August, 1962. She returned with her husband President Kagame to Rwanda following the tragic genocide of 1994.

As the First Lady, She is a major well wisher of the Organization of African First Ladies against HIV/AIDS (OALFA) in 2002 and served as its president from 2004 to 2006.

She has also been involved in a variety of charitable organizations in the country including those benefiting HIV patients, widows, orphans and the underprivileged. She hosted the First Ladies Summit on Children and HIV prevention in Kigali in May 2001. In addition, she is on the board of directors for several organizations that empower the poor, create awareness and promote education and health. These include the Friends of the Global Fund Africa and the Global Coalition of Women against HIV.

The First Couple of Rwanda

It was during his years of hardship and exile that President Paul Kagame met Jeannette Nyiramongi. The meeting had been arranged by their relatives. Jeannette Kagame already held great respect for President Paul Kagame as she was familiar with the RPF’s work to topple the treacherous regimes in Africa. The President journeyed to Nairobi in Kenya (where Jeannette Kagame used to live) and persuaded her to travel to Uganda to meet him again. The now President Paul Kagame and First Lady of Rwanda – Jeannette Nyiramongi were married on June 10^th, 1989. The First Lady adopted her husband’s sir name and became Jeannette Nyiramongi Kagame, referred commonly as Jeannette Kagame. The couple share an interest in serving the people and have been happily married and deeply devoted to each other.

The Kagame Family

President Kagame and Jeannette Kagame started a family of their own in 1990 with the birth of their first child Cyomoro Ivan Kagame. They now have four children – three sons and a daughter.

Besides President Kagame and the First Lady, their family includes Ivan Kagame also Yvan kagame or Cyomoro Kagame; their only daughter Ange Kagame, Ian and Brian.

Although both Ivan and Ange, the eldest of President Kagame’s kids were educated abroad; the Kagame family always enjoys spending time with each other and share a strong bond. President Paul Kagame’s children also participated actively during the 2010 Rwanda presidential elections and helped their father win a landslide victory.

Ivan Kagame

Is the eldest of President Paul Kagame’s sons. He was educated abroad due to security and privacy concerns.

On being of legal age, he joined the Rwanda Defense Forces (RDF). He was later enrolled to the West Point Academy in USA and returned to Rwanda after graduating the same.

As a child he was influenced by his mother and continues in her footsteps to participate in various charity and welfare events.

Is President Paul Kagame’s second child and only daughter. As President Kagame’s daughter, she completed her education abroad for security and privacy reasons.

Like her mother, she is passionate about social service and campaigns for several causes including Women Empowerment, Education and Poverty Eradication.

Uwitwa Yozefa Mutungirehe avuga ko yabonye itandukaniro muri leta ya FPR na leta zindi. Ati: “FPR yazanye udushya mu Rwanda, abaturage baratunga bagira amahoro, nta na rimwe ndabona mu Rwanda hari umutekano nk’uku nta bagicibwa amashu (gucibwa imitwe) nka cyera”.

Undi nawe witwa Murekatete wo mu murenge wa Shyogwe ati: “Mutuelle nibo bayizanye, nta misanzu nk’iya muvoma baduca kuko cyera baducaga imisanzu y’ishyaka kandi tutaribamo, nako ngo buri munyarwanda yavukaga ari muri muvoma ariko ubu nta kibazo kirimo”.
