RNP to deploy 20 more IPOs to CAR

Rwanda National Police will on February 21, dispatch a team of 20 Individual Police Officers (IPOs) to Central African Republic to serve under the UN Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA).

 The officers will join 14 other IPOs deployed in the same mission.

 Speaking during the pre-deployment briefing at the RNP headquarters in Kacyiru, the Inspector General of Police (IGP), Emmanuel K. Gasana, challenged the officers to be focused on their mandate and professionalism.

 “Uphold the Rwandan and RNP values; serve within the boundaries of your mission with maximum discipline and team work; you should ensure that your performance is outstandingly good,” IGP Gasana said.

 He told the officers to consider the mission as a learning opportunity that could enrich RNP and the country.

 “Exploit this opportunity to conduct researches, learn from other police officers and by the time you come back, you should be in position to implement a lot of what you have learnt,” said IGP Gasana.

 He added that; “Your performance out there reflects the image of our country that’s why you need to perform your duties with dignity and discipline.”

 The IPOs will be serving along Rwandan National Police 3 Formed Police Units (FPU) peacekeepers in Central African Republic.

The 20 officers bring the number of Rwanda National Police peacekeepers deployed in CAR to 454 officers including three contingents of Formed Police Units.  Currently, Rwanda National Police maintains over 900 peacekeepers operating in seven missions including four Police Professionals.

The Electoral Commission Chairman has announced President Yoweri Kaguta Museveni as the winner of the 2016 presidential elections with 5,617,503 votes, a percentage of 60.7.

After a tense campaign and a jumbled election, President Museveni rolled to a disputed reelection Saturday, winning a fifth chance to repair the nation’s economy and fulfill the promises of hope and a fundamental change he made 30 years ago.

Although Mr Museveni, 71, won a clear victory, his popular vote margin in several battleground districts was very thin and results from 1,787 polling stations were left out because of the 48-hour- deadline.

Mr Museveni’s disputed win gives him another five-year elective term, setting the incumbent on course to lead Uganda for a cumulative 35 years of uninterrupted rule since 1986.

Results from an election described by leaders of the main opposition party—the Forum for Democratic Change (FDC) as “a fraud” gave Mr Museveni 65 per cent of 8,971,885 votes cast.

Out of 15, 277, 198 voters in a political contest smudged by unprecedented delays, pockets of violence and reports of ballot stuffing in some parts of the country, 10 million turned up. A total of 5,575,461 voters either chose to stay home or were disenfranchised as a result of the delays that marred the elections.

Dr Kizza Besigye, a four-time presidential contender and the FDC candidate garnered 3,270,290 votes, representing 34.18 per cent of the total votes cast. This result is however, an improvement from 26 per cent Dr Besigye scored during the 2011 general elections.

Dr Besigye who contested on Inter-Party Cooperation (IPC) flag then, a loose coalition of opposition parties obtained 2,064, 963 (representing 26 per cent) votes while Democratic Party’s Norbert Mao was in third position having polled 147,708 votes

The cabinet meeting chaired by President Paul Kagame this February 19 has seen major changes in top ministerial posts as some of the judicial judges have been either fired or suspended indefinitely

According to the ministerial order, the meeting approved the firing of national prosecutor- Olivier Gakuba Zireze Josué Nyiringango of the lower and upper instance court were relieved of their duties.

Even when there was no detailed explanation to their expulsion the move comes at a time when the ministry of Justice is undergoing intense changes to end corruption in the judiciary.

The same meeting also approved the resignation of other national prosecutor NKUSI Augustin, Kabano Jacques, and the indefinite suspension of Mary Saba, a financial administrator and David Karuhanga, a Contract Drafting Analyst/Senior State Attorney in the justice ministry.

The ministry of justice also saw appointments of new members in the Legal Litigation Service and Legal Advisory Service (LAS) and Lambert Dushimimana was also appointed head of legislative drafting and translation department at the Rwanda law reform commission.

The cabinet also made some new appointment which saw the former mayor of Kigali city Fidèle Ndayisaba appointed as the new executive secretary of the national reconciliation commission replacing Ambassador Dr. Jean Baptiste Habyarimana- who was recently appointed as the envoy to Congo Brazaville.

While in the ministry of sports and culture, Lt. Col. RUGAMBWA Patrice took over the post of Permanent secretary replacing Eduard Kalisa, and in the ministry of health, the former Permanent secretary Dr. Solange Hakiba Itulinde was replaced by Dr. Jean Pierre Nyemazi.

The same changes also were seen in the Prime minister’s office, with the former Director of Cabinet, Mirembe Alphonsine replaced by Kampeta Sayinzoga.

Rwanda Housing Authority (RHA) has confirmed that the construction of the long awaited state-of-the-art Gahanga Olympic Stadium will kick off later this year.

The Rwanda Housing Authority (RHA) Director General, Eng. Didier Sagashya told the this website that the Gahanga Olympic Stadium is among multi-million dollar projects that by been contracted to Rwanda Housing Authority by the Rwandan Government.

He said, “We have developed the concepts and the next step is the feasibility study. Our plan is to make sure that the stadium together with the construction of the Rwanda International Exhibition Pack can fit on the same piece of land.”

“We are going to meet with the Ministry of Sports and Culture and other partners so that we can discuss about the project designed concepts,” he explained.

The project will be funded by the Ministry of Commerce, Ministry of Sports and Culture, Private Sector Federation (PSF), who have already mobilized funds.

The estimated budget of the whole project is around US $120m with the rate of inflation taken in consideration. US $60million will be spent on Olympic stadium while $50 million will be spent on the exhibition park.”

The project will occupy 55 hectares of land and we were given ago ahead by the government so that the land can be used in the best way possible for the project to meet the international standard.

In June 2014, the government of Rwanda shelved plans to construct the modern 40,000 sitter stadium project by cancelling an agreement that had been signed with the Turkish construction company, Bibilax Ltd because faults were detected in the architectural designs.

When finalized, the Olympic stadium will not only serve as a football ground but it will also include of other facilities like the athletics track and field, along with hosting other sports facilities like the Olympic swimming pool and gymnastics facilities.

Rwanda National Police in Partnership with UK based National Crime Agency (NCA) are holding a two-day workshop on prevention of child abuse that will focus on mechanisms to prevent and fight the vice.

The workshop opening was presided over by the Minister of Gender and Family Promotion, Oda Gasinzigwa, and graced by the Ministers of Internal Security, Sheikh Mussa Fazil Harerimana, Justice, Johnston Busigye , the Inspector General of Police Emmanuel K Gasana, the High Commissioner of UK to Rwanda, William Gelling and the Prosecutor General, Richard Muhumuza.

The workshop that is organized under the theme, “Protect Children from Abuse; Together we can,”will focus on   raising awareness of child protection and abuse matters, understanding forms of child abuse, introducing  the UK’s International Child Protection Certificate (ICPC) in Rwanda, behaviour of abusers and evidence required to prosecute offenders.

Speaking at the opening of the workshop, Minister Gasinzigwa pointed out that, “All children have a right to protection from abuse and promotion of their welfare wherever they are. Rwanda has demonstrated strong commitment towards meeting its obligations in realizing the rights of children through various laws, policies and initiatives.”

She added that, “Today, children from orphanages are being integrated in families while community based mechanisms have been put in place to prevent unnecessary separation of children from their families. Similarly, Rwanda’s integrated approach against any form of Gender based violence and child abuse led to the establishment of Isange One Stop Centers across the country where victims can seek services.”

Currently, there 23 operational Isange One Stop Centers in different districts that provide medical, psychological and counseling services and according to RNP, the centers will be scaled up to all the 30 districts across the country before the end of this year.

In his remarks, the British High Commissioner, Gelling said, “The threat to children is real and it has never been more urgent to act together against it. Technology is enriching people’s lives and changing the ways we interact with each other. It offers endless benefits and possibilities to our children.”

He added that, “Childhood is being transformed and this is the first generation to grow up with unlimited access to information; with the ability to communicate and connect with people they have never even met. We are meant to be the guardians of children yet none of us are prepared for the power that technology bestows upon us. Nor are we prepared for the risks.”

The workshop is attended by several representatives of security organs in the country, officials from UN agencies, members of the Civil Society Organizations, schools and officials from different institutions in the justice sector.

Participants at the workshop will share best practices and learn from experts’ experiences in ending child abuse. They will hold interactive exchanges on types of child abuse like human trafficking, child neglect, sex exploitation and online child exploitation among others.

The International Liaison Officer of the UK based National Crime Agency, David Ward, pointed out that delegates attending the workshop are to utilize the experiences and diverse knowledge in raising awareness of the risks of child abuse, acquire more knowledge of the legislation and the requirements to respond to child abuse cases.

The poor performance in the mining sector and the layoff that characterized the telecom sector affected taxes, the Rwanda Revenue Authority has said.

In its performance report for the first semester of the 2014/2015 fiscal year (between July-December, 2015), the tax body says the decline in export value of minerals by -42.1 percent contributed to less revenue collections.

“The fall in global mineral prices has led to a much lower taxes from the mining sector that the same period in 2014/2015,” said Richard Tusabe, commissioner general of Rwanda revenue Authority on Tuesday.

The report indicates that revenue collections from mining royalties amounted to Rwf 1.7 billion against a target of Rwf 2.6 billion, a shortfall of Rwf0.9 billion and a 25 percent decline compared to July-December 2014.

According to Central Bank records, the mining sector recorded a decline in both value and volume on account of a 21.1%fall in international metals’ prices on the back of weakening demand, especially in China.

This resulted into the country’s export falling in value by 6.8 percent in value to USD 558.8 million from USD 599.8 million.

Tusabe also noted that the staff layoffs by two Telco companies Airtel Rwanda that laid off 200 staff in December and Tigo Rwanda affected the Pay as You Earn -PAYE tax collections although it exceeded the target by 2.6 percent.

Although it still has a rough tax target in the second semester with a target of Rwf 507.46 in tax revenues, the tax body managed to exceed its first semester target by 102.2 percent collecting Rwf 470.6 billion.

“As you see we have a big task ahead of us and this to increase our efforts,” the Commissioner General said.

To hit the target, Drocelle Mukashayaka, the deputy commissioner for tax payer services, the tax body is looking at enhancing automated systems for local government tax management.

“We will continue taxpayer registration process bringing more taxpayers who are informally involved in business into tax net with the aim of widening the tax base,” she said adding that this will also go alongside more efforts in use of electronic billing machines to up value Added tax –VAT collections.

Transparency International commends RNP anti- corruption strategies

The Vice-chairperson of Transparency International (TI) Board of Directors, Elena Panfilova on working visit in the country has lauded Rwanda National Police (RNP) for its efforts in combating corruption, saying that the measures put in place by the force are impressive and need to be sustained.

Panfilova made the observation on February 24, during her visit at the Police Headquarters where she met with the Inspector General of Police (IGP) Emmanuel K Gasana and other some Police Commissioners.

During the meeting, the Police Chief acknowledged Panfilova for the courtesy call and explained measure and strategies put in place to fight corruption, where he pointed out that police being a law enforcement institution has the duty to investigate crimes including corruption and particularly within the force.

The measures include annual declaration of wealth by all Police senior officers, establishment of the department of anti-corruption, inspectorate of services and Ethics, the Police Disciplinary Unit, annual Performance contracts among others.

The IGP informed TI boss that RNP has also signed Memorandum of Understanding (MoU) with several institutions including the Office of the Ombudsman, Rwanda Governance Board (RGB), National Commission for Human Rights, and all the 30 districts; the MoUs are geared towards a collective efforts and strategies in fighting graft.

He also explained that that the police use various channels including toll free lines and the media to respond to public concerns and receive information as well as complaints of those reporting corruption.

“All these measures are put in place to ensure we don’t go off the line – In fact, our institutions in the country have no remorse for any corrupt officials irrespective of what position the person hold or the amount involved in the case, we also appreciate our partnership with Transparency international, Rwanda Chapter for keeping us informed of the bribery and corruption perception,” IGP Gasana said.

“We have had some cases of police officers involved in corruption and they were punished including dismissal regardless of the amount or value involved, rather the unethical act committed, we know very well its  effects  to development and any nation built on corrupt institutions has to collapse at one point by all means” the IGP said.

In her remarks, Panfilova said that the purpose of her visit was to exchange ideas with the people of Rwanda, Government official and development partners and share her experience as well as global status of corruption.

“The anti-corruption strategies and policies you developed here are commendable; I was particularly impressed with how the Police here work in openness with NGOs ,the Civil Society and other government institutions” she said.

She further pointed out that Rwanda is far better than many countries in Europe in fighting corruption.

“We need to share most of these best practices that have worked in some countries and help others to emulate”

Panfilova also noted that in dealing with emerging corruption related crimes, the world today needs to internationalize corruption related crimes in ensuring that offenders have no safe haven.

Both the IGP and the TI vice chairperson agreed to farther strengthen cooperation in the quest to fight against corruption.

How Interpol’s I-24/7 system is curbing transnational crimes

Rwanda National Police (RNP) has handed over a previously stolen vehicle to a Ugandan businessman.

As criminal networks continue to devise means to implement their evil plans, the International Police Organization’s – Interpol – I-24/7 communication system has fundamentally changed the way the global law enforcement community works jointly to combat such sophisticated transnational crimes.

The tool connects all law enforcement agencies from 190 Interpol member countries and allows investigators access Interpol’s critical criminal data to search and cross check data on suspected criminals or wanted persons, stolen and lost travel documents, stolen motor vehicles, fingerprints, DNA profiles, stolen administrative documents and stolen works of art.

According to ACP Tony Kuramba, the Commissioner for Interpol and Cooperation in Rwanda National Police (RNP), the system has highly paid off in Rwanda mainly due to the fact that it is supported by Rwanda’s advanced technologies rolled at all its border posts.

He was speaking on February 24 after RNP handed over a stolen Toyota Noha UAL 123L vehicle to Uganda Police, which was intercepted as Kagitumba border post recently as it crossed into Rwanda.

The handover was held at Kagitumba border.

The minivan was intercepted on February 2 after it was found on the Interpol database as stolen. However, after notifying Uganda Police, it was instead found out that the Ugandan authorities, who entered the vehicle in the system, had recovered it but were yet to update their database to remove it from the list of stolen vehicles.

“Rwanda National Police understands well the usefulness and effectiveness of the I-24/7 tool and that’s why we were so fast to install it at all border posts and even share the database with other institutions like Customs and Immigration,” ACP Kuramba said.

Customs have access to ‘Rwanda Single Window’ that helps them to identify if for example an imported vehicle was stolen while Immigration has access to ‘Travel March’ which allows them to identify if individuals entering or leaving the country are wanted in any country, if they are traveling on forged or revoked documents.

“This has helped to foil theft especially of vehicles that are stolen from other countries and try to use Rwanda as either a destination or transit to other countries,” ACP Kuramba said.

“This is an indication that we have strengthened border security through use of modern technologies; this has as well been realized through cooperation against transnational crimes which has gone beyond just stolen vehicles to also counter other cross-border crimes like drug traffickers,” he said.

Through the use of the international police communication tool, RNP has intercepted about 12 vehicles stolen in the last two years, majority stolen from Kenya and Uganda all which were returned to authorities or rightful owners in countries of origin.

Others had been stolen from the Netherlands, Japan, UK and Belgium

Three year old boy with rare disease seeks help for India treatment

Iranzi Isaac Ndahiro, a three-year-old boy currently battling a life threatening rare disease needs urgent assistance from well meaning Rwandans, and the corporate society to help raise the sum of Frw3 million so that she could undergo a second surgery in India.

The little boy who is now lying critically ill at his home in Mulindi village, Kabeza cell in Kanombe sector, Kicukiro district has lived with pains and discomfort all his short life.

His distraught mother have exhausted all her funds in her efforts to see their bundle of joy lives a normal life like any other kid.

His mother, Liliane Mbabazi, said the family had incurred debts because she couldn’t go to work regularly again owing to Ndahiro’s condition.

Her son was born with this rare health condition but managed to have the first operation in India in 2014, but now the child needs to go back to India for a second operation to save his life.

In its earlier pledge the ministry of health agreed to assist Isaac with medical treatment costs in both surgeries but according to Isaac’s mother, the family cannot raise the air tickets, facilitation, and accommodation while in India.

“The doctors have continued to call me asking why I don’t bring the child for the second surgery. The reality is that I cannot afford it, and need more help to save his life as before” she narrates, adding that “I am thankful for the support given to Isaac during the first operation, and kindly ask for the second time and last chance”.

The baby’s mother, is also full of sorrow. “For sure I feel depressed whenever I see my son languishing in pain –sometimes he tells me that she is tired of hospitals. I’m begging all good Samaritans to support my little boy with any amount. I want my son to live. He is really suffering and in pain.”

The three-man delegation led by Marsa Riita Ketola, the Executive Director of National Committee for UNICEF – Finland, expressed their gratitude while visiting Isange One Stop Center on February 26.

The delegation was received by the Coordinator of Isange One Stop Centre at Kacyiru Police Hospital, Superintendent of Police (SP) Shafiga Murebwayire who explained the services offered by the centre and how they are accessed by victims of GBV.

The visiting delegation appreciated the achievements registered by the centre as far as addressing Gender Based Violence (GBV) and child abuse is concerned.

“RNP stands as a unique police force in fighting gender based violence and from what I have seen here, there is a lot to learn from this center on the  of fight against gender based violence and child abuse,” he said.

Ketola further noted that the experience offered by Isange One Stop Centre will undoubtedly help a great deal to effectively and efficiently help victims of GBV and thus cement Rwanda’s position as a champion of gender equality and empowerment policies.

They also appreciated the manner in which RNP works closely with its partners and the public in particular, to respond to GBV issues in the country.

Established in July 2009, at the Police Hospital in Kacyiru, Isange One Stop Centre has scaled up to 23 districts currently and plans are underway to reach all the 30 districts hospitals before the end of this year.

The fate of Rwanda in the last twenty years is known to have been horrific, terrific and shocking to the entire world in which a genocide characterized by brutal killings of innocent citizens occurred. The situation of the time offered no hope for recovery and survival to the minds of normal human beings.

What was to be anticipated by many was endemic misery and despair with probable endless conflicts and killings. If at all the trend would be reserved it could take roughly 50-100 years but not twenty years – No.

The magic behind the quick and positive development of events in the country are attributed to many factors- visionary and commitment of leadership but also resilience of a people.  Despite all this however, the magnitude of the tragedy, its impact and the value of peace are better understood by Rwandan people.

Those who at one time lost peace in their history understand the value of it better than anyone else. So there are certain realities about Rwandan history that non Rwandans have failed and will never understand but only well consumed by Rwandans. When one carefully, and responsibly listens to Rwandans will understand that they share with no body the degree of grief and pain they incurred twenty years ago. This situation forms the launch pad of their approach to their national issues and their unique determination despite criticism.

Secondly, Rwandans have understood that no third party is more responsible for their survival. When the country was in its worst dark days, during the genocide, no one came to their rescue yet the international community was not in short of resources, let them be human or material.

Ironically, when they choose their own way of conducting their affairs to deal with the challenges accruing to dirty past, uninvited guests in the names of democracy and human rights request for no visa to avail themselves.

Forgetting the past, failure to act in the interests of durable peace for Rwanda would be irresponsibility for the future of the nation and its people and inescapable blame for the current generation in control. Among so many values the nation needs to embrace peace remains supreme

Building, promoting and maintaining the value of peace in every national program is increasingly becoming a responsibly every individual in the country, to them and other values come next after assuring peace. This entails doing everything peacefully even if it may not match with any regarded conventional way of doing the political business. Realizing the extra-ordinary situation the people of Rwanda have passed through requires only extra ordinary approaches to their own affairs.

Coming to the electoral process, particularly in Rwanda, a lot of criticisms have been made. When people wake up in the morning to polling stations and peacefully line up, casting their votes in colorful polling stations, closing the business and going their own business normally as if there have not been such event, to many it looks abnormal and some shamelessly say there is manipulations this is a failure to appreciate the unique experience of Rwandans and their collective zeal to embrace peace at any cost.

It is well documented that elections in many parts of the world and Africa inclusive  are preceded by violence in many forms, clashes between opposition members, vandalizing merchants’ property , tear gases, citizens and police clashes in streets and all other evils, these are the main characteristics of many elections in many countries.

But are these positive or negative? What many people fail to understand is that Rwandans people have seen the worst and their only wish is to have it never happen again and this to be ensured by themselves, through going their own way by their own means with support of good Samaritans of course.

The country has had a number of elections since 2003, beginning with their constitution after the transitional government. What is evident and persistently registered is peaceful elections and jubilant celebrations thereafter. They may not convince anyone to go their way, but they know it is their own chosen philosophy that will enable them have the value of peace for ever which is they only treasure most.

A humble advice to anyone criticizing Rwanda’s way of conducting its own affairs let them be political, economic or social should first and foremost visit its recent history. No one would be ready to lose a war for survival or like to be held hostage by his/ her unfortunate history.

A number of nations have passed through different political episodes sometimes turmoil but the single factor of success is objectivity other than subjectivity. This informs the validity of the home grown solutions philosophy by Rwanda and the good news is that, Rwandan people have so far no short fall in courage and resilience still informed, by their unique recent experience.

They have courageously fought and stopped a genocide by themselves, have decided instead to embrace reconciliation.

This is what any sober mind should call thinking big, all aimed at burying the dirty and unfortunate history and refusal to be held hostage by the past unwanted past evils. The above decisions are not ordinary. Despite all the extra-ordinary efforts employed to ensure the recovery of the nation and its people, to greater heights, criticisms have been enormous but the courage to with stand them and continue the journey of purpose has grown stronger.

In all this there are two things to compare, the choice remains between fear of criticisms and continuation of search for peace. Even if the two were evils, Rwandans have to choose the lesser evil and that one is the continuation of search for peace. Peace is invaluable and is well known to Rwandans who once in their lives lost it all in the real terms.

As Rwandans struggle to rebuild their country from ashes they should not be tempered within their own way of forging their future. The only justice they need is to consider their concerns and be left alone.

Indeed they have decided to be no burden to anyone and deal with their burden in reorganization of any support from a genuine well-wisher. Today, Rwanda is in electoral process that runs from local leadership to presidential and finally parliamentary, expected to push the country into a new phase of democratic development. The inspiring aspect is the collective desire for the Rwandans to embrace peace and elect their leaders without any disturbance as they continue their business as usual. A sign of  people disgusted of violence and conflicts with the only zeal to look for peace at all costs being well informed by the occurrences in their undesired past.

Police clarifies on the fire incident at Gishushu

Rwanda National Police (RNP) has clarified cause of fire that gutted a Mercedes Benz C200 – RAB  371 F on February 26, at Gishushu Traffic  Lights.

The  Police spokesperson Assistant Commission of Police  (ACP) Celestin Twahirwa refuted claims by the vehicle owner that the fire was ignited by a tossed cigarette butt saying that investigations  have since proved that it’s technically impossible.

“Preliminary investigations have since established that it is technically not possible for a cigarette butt tossed on a moving  vehicle’s bonnet to ignite a fire considering that the gas tank of a Mercedes Benz is at the back and not in front; still there is no way a cigarette spark could burn the bonnet to the extent of reaching the  engine,” said ACP Twahirwa.

He added that the fire started from within the car and not at the  bonnet; this is clearly visible from the photos.

“The car, which was model 1994, was already in a sorry state and may  have had several mechanical problems including wiring. The car’s motor vehicle inspection certificate had expired,” said the police spokesperson.

He went on to reveal details of the investigations saying that the first responding police officer who arrived  at the scene, immediately was not told by the owner, the cause of fire but he said he didn’t know the real cause and never mentioned “a tossed cigarette butt” incident

“The owner came up with the story of a tossed cigarette butt at a very  later hour otherwise the officer could have followed up the vehicle that tossed the cigarette immediately or communication to intercept it ahead,” he said.

ACP Twahirwa however pointed out that thorough investigations are still going on to identify the exact cause of fire but so far preliminary findings have ruled out a tossed cigarette butt incident.

Monique Mukaruriza Elected Kigali City Mayor

Monique Mukaruriza has been elected as the new mayor of Kigali city replacing former mayor Fidele Ndayisaba, who had a good track record in spurring the Rwandan capital to development in five years.

Mukaruriza is the former minister of the East African Community in Rwanda. Mukaruriza beat her close female opponent Regine Mukeshimana with 182 votes against 7 votes in the elections held at Nyamirambo stadium this Monday.

Apparently one of the male candidates Dr. Theobald Hategekimana withdrew from the race at the last minute and asked that his votes be shared among the two women contestants.

The elections for the mayor of the City of Kigali were held through college system composed of the representatives from sectors, districts and the Kigali City Council.

The Electoral College is made up of a total of 214 voters according to information from the National Electoral Commission.

Candidates who were eligible for the above position, had to have over 35 years of age, holders of a University degree. All persons taking part in the exercise who meet the qualifications can run for the position.

Former mayor Fidèle Ndayisaba was recently appointed by cabinet as the new executive secretary of the National Unity and Reconciliation Commission.


CP Munyambo takes over as UNMISS Police Commissioner

Commissioner of Police (CP) Bruce Munyambo has assumed his duties as the new Police Commissioner (D2) of the United Nations Mission in South Sudan (UNMISS).

He took over the office on Monday, February 29, replacing Assistant Inspector General of Police (AIGP) Fredrick Yiga from Uganda, who has completed his tour of duty.

In his handover speech, AIGP Yiga thanked all police officers, who worked with him during his tenure, the UN and the Government of South Sudan, and also wished his successor “all the best.”

In his acceptance speech, CP Munyambo pledged his commitment to build on the success of his predecessor, to further ensure that the force delivers to the best of its mandate expectations.

“With other experienced officers around me, no doubt will add value to our mandate. I urge all UNMISS Police officers to work together and ensure we actively fulfill our mission,” said CP Munyambo.

​CP Munyambo was appointed by the United Nations Secretary General after he was seconded by the Government of Rwanda.

He becomes the second Rwandan officer to be appointed as ‘Police Commissioner’ with CP Vianney Nshimiyimana currently heading the United Nations Operations in Ivory Coast (UNOCI).

CP Munyambo takes over a mission that is composed of a big number of Rwandan police peacekeepers including  CP Emmanuel Butera also the current UNMISS -police Chief of Operations while Assistant Commissioner of Police (ACP) Rogers Rutikanga serves as the contingent commander of the Formed Police Unit (FPU) composed of 170 police officers.

​CP Munyambo, who has vast experience in policing both internationally and at home was the Commissioner for Operations and Public Order at the time of his appointment and previously served as the Commandant of Police Training School (PTS) Gishari and headed the department of Logistics in Rwanda National Police, among others.

His UN peacekeeping experience includes serving as Individual Police Officer (IPO) in Liberia as well as the contingent commander of Rwanda Formed Police Unit (RWFPU) under the United Nations Stabilisation Mission in Haiti (MINUSTAH).

​Meanwhile, RNP is in the process of deploying more 96 officers to South Sudan, with 70 serving as FPU additional force while 26 others are Individual Police Officers (IPOs).

Currently, RNP maintains a force of about 1000  peacekeepers operating in seven missions.
