Kagame devant les participants répondant aux questions économiques

Le Président Paul Kagame est à Dubaï où il participe au «  World Government Summit », qui dure trois jours. S’adressant aux participants de ce sommet, le Président Kagame a dit qu’actuellement le Rwanda est considéré comme l’un des pays qui réalisé des progrès économiques remarquables.

Parlant du referendum qui a eu lieu récemment, « c’est la volonté du peuple qui compte et non les directives de qui se soit. Je ne dépends pas sur les commentaires plutôt sur la réalité de la situation. Les  Rwandais ont leur propre pays et ont le droit de penser sur l’avenir de leur pays », a précisé Kagame.

« Les nations échouent si les gouvernements et le peuple n’arrivent pas à travailler ensemble pour satisfaire les attentes de la population. Au Rwanda nous réussissons car il y a bonne entente entre les institutions et la population », a révélé Kagame.

Kagame a aussi souligné l’importance des relations bilatérales entre le Rwanda et les Emirats Arabes Unis (UAE). « Les Emirats Arabes Unis investissent au Rwanda, les ports de Dubaï vont mettre en place un port à Kigali. Cela va nous permettre de résoudre les problèmes de logistiques, les investissements dans le secteur touristique et d’autres domaines de la coopération ».

« Les dons et les soutiens financiers ne sont pas les choses sur lesquelles nous pouvons dépendre pour longtemps. Ce sont des choses que nous pouvons utiliser pour construire nos institutions et notre économie », a-t-il rappelé, revenant sur l’économie du Rwanda. « Notre vision est de s’assurer que nous dépendons de nous-même pour développer  notre pays en attirant les investissements et faire le business.

Il a affirmé qu’ « il n’y a aucune raison que les pays africains ne puissent pas se développer comme nous le voyons en Amérique ou Europe. L’important n’est pas la taille de ce que tu as, mais plutôt la bonne gestion de ce que tu as, que ça soit petit ou grand ».

SACCO accountant arrested over Rwf1.2 million

An accountant at Fumbe Saving and Credit Cooperative (SACCO) in Rwamagana District has been arrested in connection with embezzling over Rwf1.2million.

Immaculate Gasengayire was arrested and detained at Musha Police station on Monday following an audit at the SACCO branch.

Preliminary investigations indicate that a group of residents in Fumbwe attempted to acquire a loan of Rwf1.2 million from the SACCO branch under the Vision 2020 Umurenge Program (VUP), which prompted the micro-finance institution to send an inspection team to verify their projects.

Inspector of Police (IP) Emmanuel Kayigi, Police Spokesperson for the Eastern region, said that the inspection team found that the residents weren’t qualifying for the loan.

“However, Gasengayire went ahead and withdrew the money in the name of the residents after forging their signatures,” said IP Kayigi.

He expressed disappointment over Gasengayire’s alleged actions, which he said are against articles 325 and 609 of the Rwandan penal code.

Embezzlement, under article 325, attracts an imprisonment of up to ten years in prison and a fine of two to five times the value of the embezzled or destroyed property.

Article 609 states that “any person who forges or alters documents by forged signature or fingerprint, falsifying documents or signatures or impersonation, forging agreements, its provisions, obligations, discharged obligations shall be liable to a term of imprisonment of more than five years to seven years and a fine of Rwf300, 000 to Rwf3 million.”

In a communique released by the minister of Foreign affairs Louise Mushikiwabo and government spokesperson states that Rwanda readily shoulders its obligations to protect and care for refugees. However, experience in the Great Lakes is that the long-term presence of refugees so close to their country of origin carries considerable risks for all involved.

“The callous indifference to the well-known root causes of instability in Burundi, and the refugee exodus‎ is troubling. It also exposes refugees to increased threats from forces at home and compromises lasting political solutions. For Rwanda, the growing risks to our national security from the Burundian impasse and misunderstandings in our foreign relations are unacceptable,” the statement reads in part.

In recent months, Rwanda has made requests to international partners and organisations to host Burundians living in camps and in towns in Rwanda. No party has come forward yet, even as the political situation in the refugees’ country of origin shows no improvement.

Minister Mushikiwabo said that for Rwanda and the region, the costs of repeating past mistakes of political mismanagement and international politicking, at Rwanda’s expense, are too high.

The relocation of refugees comes at a time after a leaked UN report that alleged that Rwanda was training Burundian rebels.

 Top FDLR rebel chief escort defects

One of the top Chief escort to the Supreme commander of The Democratic Forces for the Liberation of Rwanda (FDLR) rebel group has defected from rebels activities and returned to Rwanda

Captain Aphrodice Munyampeta a.k.a Prince arrived today in Rwanda, through the western border of DRC and Rwanda and was accompanied by four other combatants and their families.

Capt. Munyampeta was chief escort of Maj. Gen Gaston Iyamuremye a.k.a Victor Rumuri Byiringiro, the supreme leader of FDLR rebels who have spent two decades fight a losing war against Rwanda.

“Rwanda looks really good. There has been great change” said in a statement after being received on the Rwandan side by local officials just after being handed over by UN DR Congo peacekeeping (Monusco) forces.

“For 31 years, I have been a combatant. There is no future in FDLR,” he said adding that his children are still young and he wants to give them a better future.

Munyampeta was born in Gatonde village in Gakenke district, Northern Rwanda.

Rwanda has continued to receive many former Top FDLR ranking rebels deserters, and some of them are already integrated in the society while other continue to be trained with various life skills ahead of being released into the Rwandan community.

Besides rebels operating with FDLR several civilians had also done likewise and in December 2015, at least 21 Rwandan families composed of 93 persons have successfully returned to their home country after spending years in the forests of the Democratic Republic of Congo (DRC).

Top FDLR-RUD rebel leader killed in Mai Mai attacks

The leader of FDLR-RUD the section of the Rwanda’s genocide fugitive group FDLR based in Congo has been confirmed dead after recent heavy confrontations between the groups section based in Walikale at Mashuta and the Mai Mai militias.

According to impeccable sources form the section, Maj. Gen Jean-Damascène Ndibabaje alias Musare died on 8th February after his base was attacked by Mai mai militias leaving the section without a leader.

Sources say that the attacks  started  in areas of Mukeberwa in northern  part of Lubero which were started by  Mai Mai  Militias from areas of  Buleusa in repatriation  of the  attacks  by  FDLR that had  forced to retreat.

Eye witnesses say that Mai mai  attacked  MAj Gen Ndibabaje’s base that  forced him to flee in the nearby  hills  to call for support but Mai mai  militias according to witnesses  laid ambush in which  him and his  body  guard were killed.

“Heavy  fighting  started in the General’s base where he flee to  the hills to  call  other soldiers for support but  mai mai  fighters had already  reached  and killed him,” the eye witness  said.

The FDLR is made of the 1994 Genocide against Tutsi fugitives who committed atrocities that resulted into massacre of 1 million Tutsis.

Joy Bokele, the head of  Lubero Territory told radio Okapi that the fight between FDLR –RUD and Mai Mai  claimed  many lives of fighters and could not be easy for  the territory authorities and international  organizations working in the area to establish the numbers.

Nevertheless, Bokele says authorities tried to establish 15 fighters that died on frontline while 5 sustained serious injuries at were taken to Mbwavinywa hospital 20 km from Mukeberwa.

The  confrontations between the  Mai Mai  militias and FDLR-RUD started  in Novemebr, 2015 as  conflict between Kinyarwanda speaking Congolese and the Bandandi  people  in the area with the latter accusing  the former of allying with FDLR to loot crops and animals.

This lead to Bandandi youth ally with the Mai Mai NDC in Guidon to attack FDLR in Walikale and Lubero.

Meanwhile sources also say the  FDLR Foca section based  at  Rusamambo  has already been  dismantled with Major general Agaston Iyamuremye  alias  Rumuli  with 100  fighters fleeing to  Rutsuru in Makomamarehe.

Rwandan appointed UNMISS Police Commissioner

The United Nations Secretary General has appointed Rwanda’s Commissioner of Police (CP) Bruce Munyambo as Police Commissioner (D2) of the United Nations Mission in South Sudan (UNMISS).

CP Munyambo’s appointment follows the secondment from the Government of Rwanda.

He will succeed Uganda’s AIGP Fredrick Yiga, who has completed his three-year tenure.

CP Munyambo becomes the second Police Commissioner after CP Vianney Nshimiyimana, who is currently heading UN Police under the United Nations Operations in Ivory Coast (UNOCI).

He will assume the top Police office in UNMISS late this month. He takes over the UN office with rich peacekeeping and policing experience.

Prior to his appointment, CP Munyambo was the Commissioner for Operations and Public Order in Rwanda National Police.

Before that, he was the Commandant of Police Training School (PTS) Gishari and headed the department of logistics among others.

CP Munyambo holds a Master’s degree in International Strategic Leadership and Management. He is also a graduate of Leicester University in United Kingdom (UK) in Criminal Justice and Police Management and attended the International Commanders and Strategic Command courses from Bramshill Police Staff College in UK.

His UN peacekeeping experience includes serving as Individual Police Officer (IPO) in Liberia as well as the contingent commander of Rwanda Formed Police Unit (RWFPU) under the United Nations Stabilisation Mission in Haiti (MINUSTAH).

Rwanda is committed to international peace. Currently, deploys in seven UN missions with five Formed Police Unit (FPU) contingents three of them deployed in Central African Republic, one in South Sudan while another one is deployed in Haiti. It also has Individual Police Officers (IPOs) and has seconded senior officers in various Professional posts.

The seven missions include Darfur, Ivory Coast, Haiti, CAR, South Sudan, Abyei and New York.

The Government of Rwanda pledged to deploy a sixth FPU contingent of an all-female unit, currently being generated.

Youth crime preventers urged to enhance partnership

Over 360 female Youth Volunteers in Community Policing (RYVCP) from the Southern Province have been urged to enhance their efforts in rallying against crimes in their communities.

The call was made by Huye District Police Commander (DPC), Chief Superintendent of Police (CSP) Francis Muheto during a meeting with members of RYVCP on February 15.

The crime preventers are all beneficiaries of World Relief Services.

CSP Muheto urged them to focus mainly on the fight against drug abuse, gender based violence and human traffic when they are educating their peers.

“Normally traffickers tend to target mostly young girls by manipulating them to believe that they are offering them good jobs or good education abroad. When a little girl is taken in such a manner, she’s forced into hard labor and prostitution; they are deprived of all their rights and their identity,” said CSP Muheto as he urged the RYVCP members to raise the awareness against the vice.

The DPC added that; “In your anti-crime campaigns, always encourage young girls not succumb to such lies instead urge them to report to security and local authorities any time they encounter such a person. You should as well educate your peers about effects of drug abuse to their health and to the communities they live in so that we eliminate these crimes in our societies.”

He however hailed them for their contribution in crime prevention and urged them to enhance their outreach by being more vigilant so as to achieve their ultimate goal of having a crime-free Rwanda.

“You can only achieve your goal of ensuring public safety through community policing; you have to always remind the public that ensuring security begins with an individual,” said CSP Muheto.

“Rwanda National Police is committed to facilitating you with all possible means and cooperating with you to ensure that we collectively keep our country safer,” he said.

The coordinator of female youth volunteers in Huye, Denise Umwari, thanked the police for the knowledge they acquired and urged her fellows to ensure they collectively enhance crime prevention in their neighborhoods.

Rwanda National Police continuously reaches out to the youth and has trained members of the RYVCP on crime prevention.

The organization that is made up of high school students, university undergraduates, teachers and many  young professionals  countrywide, support communities by carrying out crime prevention awareness programmes in schools and communities against drug abuse, corruption ‘ gender and domestic violence, among others.

Community-oriented policing is a strategy adopted by RNP that focuses on building ties and working closely with members of the communities to overcome crime in their localities

Depuis 2012 avec la guerre du M23 et les FARDC, les heures d’ouverture de la frontière entre le Rwanda et la RDC ont été réduites 24h à 12h par jour. C’était à partir de 6h du matin jusqu’à 18h côté congolais mais côté rwandais c’était toujours 24h/24h.

A partir du 16 Février 2016, à l’occasion de l’arrivée de la coupe du CHAN 2016 à Goma, une coupe remportée par les Léopards de la RDC, le gouverneur du Nord-Kivu Julien Paluku, a annoncé la réouverture des frontières entre Goma et Gisenyi  24h/24.

« Dans le but remercier tous les enfants du Nord-Kivu qui ont soutenu les Léopards, le Chef de l’Etat n’a pas hésité de dire qu’à cette occasion, il est temps d’ouvrir les frontières. Pour que le climat de méfiance, le climat de doute et le climat d’hésitation entre la RDC et le Rwanda cessent. Que les gens se sentent libres d’aller au Rwanda et de venir au Congo. Et qu’ensemble dans la région des Grands Lacs, nous puissions démontrer à la face du monde que nous sommes les mêmes enfants d’une même région et que nous pouvons faire ensemble de bonnes choses pour promouvoir cette région des Grands Lacs », a déclaré Paluku devant des milliers de Congolais a Goma.

Le 13 Février 2016, Jean-Paul Midagu, un député qui représente la ville de Goma au sein parlement Congolais avait aussi fait état de ce problème et revendiqué la nécessité d’ouvrir les frontières 24h/24.

Le problème de fermer la frontière très tôt du côté de la RDC n’a jamais influencé le Rwanda. Mais par contre, l’immigration du  Rwanda travaillait 24h/24.

The Tanzanian Foreign Affairs Minister Dr.Augustine Philip Mahiga, paid a memorable visit to the Kigali Memorial Centre yesterday.

The foreign affairs minister’s visit allowed him to have a first-hand sense of the horrors of the past that led to the 1994 genocide in which over one million innocent Tutsis perished in one of the most horrible and systematically planned genocides in history.

He laid wreaths on the mass graves where 250.000 people are buried.

In an interview with Journalists shortly after the visit, Dr.Augustine Philip Mahiga has called on United Nations to live to its duty of protecting humanity as well as promoting the spirit of co-existence across the world.

 “This is a time for reflection and creating a new culture of co-existence and strengthening the United Nations so that it lives to its responsibility to the rest of humanity,” Mahiga said.

“It is very difficult to comprehend this,” he said.

The Tanzania foreign minister who was shocked by what happened in Rwanda in 1994 said preventing genocide from occurring again should not be one person or a single country’s task, but should be the duty of the international community.

 “This documented history of the 1994 Tutsi genocide is a unique and indeed a shocking experience that human beings can do to another other,” he further noted.

The Minister noted the 1994 genocide and others that happened across the world should work as all living memory and teacher for the people to respect human rights.

“The world needs to express solidarity with Rwandan people and use this experience to create systems that will bring understanding of co-existence and prosperity,” he advised.

Burundi and international community accuse Rwanda of training Burundian refugees in Rwanda to form a rebel group to oust President Pierre Nkurunziza’s government, an allegation Rwanda’s Foreign Minister, Louise Mushikiwabo had said lacks ‘Political maturity.”

Last week, Rwanda announced its decision to work with development partners to start relocating thousands of Burundian refugees it hosted since last year, with foreign Minister Mushikiwabo saying the country could not bear ‘more politicking on the issue’ of Burundi.

Speaking to journalists after holding talks with President Kagame at his office in Kigali, Minister Mahiga said he sympathizes with Rwanda’s decision.

“I understand the very agonizing decision that Rwanda is considering because it’s been a basis of flying rumours, criticism and counter criticism,” Mahiga told journalists.

He said Burundi should not keep putting Rwanda alone in the same political and refugee situation.

“This is not a unique situation to Rwanda. It is a common thing when you are hosting refugees in those kind of numbers,” Mahiga said, referring to his country as one of the hosts of Burundian refugees facing similar challenges.

“We have identified some elements that belong to the Burundi military…we have also arrested some elements engaging some recruitments and we had to take them to court and jail them,” said Mahiga.

Rwanda’s Foreign Minister Mushikiwabo told the press that part on the table of discussions with President Kagame focused on Burundi issue.

“When Rwanda and Tanzania meet, we discuss Burundi. It is a problem of the day. The issue in Burundi which has been going on for almost one year now was part of the discussions we have had with Foreign Minister of Tanzania,” she said.

“We regretted that the problem has not been resolved and our wish is to see Burundi get back on track,” Mushikiwabo said.

Minister Mahiga asserted his sympathy for Rwanda in dealing with the issue.

“I sympathise, understand the predicament Rwanda is facing and with the judicious and enlightened wisdom of President Kagame, this matter is being shared with the International community” Mahiga remarked.

Rwanda hosts over 100,000 Burundian refugees on its soil since the political turmoil in Burundi last year.

Les législateurs français en pleine session parlementaire

Quarante-trois parlementaires français ont signé sur une lettre adressée à Jean-Marc Ayrault, ministre des affaires étrangères. Ils demandent l’envoi d’une délégation ministérielle à Kigali lors de la 22e Commémoration du Génocide contre les Tutsi.

« Nous avons partagé cette histoire, nous devons partager cette mémoire commune », demandent ces 43 législateurs à travers cette lettre.

Dans cette lettre, ces parlementaires disent : « Nous, parlementaires de tous bords politiques, estimons que la France doit aller plus loin et souhaitons nous unir aux Rwandais lors de la commémoration du génocide qui aura lieu le 7 avril 2016. Ainsi, nous déclarons soutenir une délégation parlementaire en avril, à laquelle certain(e)s d’entre nous participeront ».

« Une délégation ministérielle constituerait à ce titre un appui symbolique de taille à notre démarche et enverrait ainsi un signal fort d’apaisement des relations diplomatiques entre la France et le Rwanda », ont souhaité ces 43 parlementaires à travers cette correspondance.

Il est aussi écrit dans cette lettre que « la France doit en effet faire preuve de la plus grande transparence comme l’a estimé le président de la République. Son implication est aujourd’hui essentielle dans la reconstruction de la mémoire collective au Rwanda. Elle a opéré le 7 avril 2015 la déclassification partielle des archives de la présidence française concernant les actions qui ont été menées au Rwanda dans l’été 1994 ».
