As part of efforts to improve road safety, Rwanda National Police (RNP) reached out to over 3000 commercial motorcyclists and cyclists operating in Kigali and urged them to be guided by professionalism and discipline while observing road safety standards.

Police delivered the message under the auspices of the ‘Road Safety Month, on September 25, in a meeting with the motorcyclists in Gasabo district.

The meeting held at Amahoro stadium, was also attended by members of district administrative organ, DASSO, members of community policing committees and local leaders.

In his message, Assistant Commissioner of Police (ACP) Elias Mwesigye, the Central Region Police Commander, noted that motorcyclists should have a shared responsibility on the road to avoid causing or involving in deadly crashes.

He observed that 50 percent of all road accidents registered between January and August this year across the country, were caused or involved motorcyclists.

ACP Mwesigye urged them to uplift the image of their profession by acting more responsibly while using roads.

“Motorcyclists have all the same rights and privileges as any other road user – but they should remember that such rights also come with a great sense of responsibility. You all have a duty to be extra alert and use roads carefully in respect to all road signs,” he told the attendants.

He also noted that helmet usage is on the decline, with some motorcyclists failing to provide helmets to their passengers, while some engage in practices such as overloading and bad maneuvers, and mind the mechanical status of their motorcycles and bicycles.

“All motorcyclists are encouraged to always ensure that their machines are in good condition. On top of that, Motorcyclists must be properly licensed and move with their documents whenever they are on the road,” he said.

The Mayor of Gasabo, Steven Rwamurangwa, complimented this message by urging motorcyclists to ride safely and denounce abusing drugs and alcohol which undermine their judgment.

“It is impossible to drive or ride safely when you are intoxicated with drugs or alcohol. Therefore, be good citizens by riding safely and sober,” Rwamurangwa said.

“You should be good partners in crime prevention by not engaging or facilitating criminals who want to exploit your services for burglary, smuggling and other crimes. Always call police whenever you suspect that a client intends to exploit you for criminality.”

One of the motorcyclists, Alphonse Sabukuru, commended police for opening up to motorcyclists and called on his colleagues to build their nation by being responsible citizens minding on proper road usage.

In the same line, another group of over 500 commercial motorcyclists met with traffic police officers led by Deputy Commissioner of Traffic and Road Safety, CSP Paul Gatambira in Nyarugenge district at Nyamirambo stadium.  They discussed ways in which to propel their partnership with police in ensuring maximum road safety.

President Paul Kagame has said that Rwanda’s steady progress in the last decade was made possible by the adoption of home-grown solutions.

The President made the remarks while addressing a high-level meeting the United Nations Summit for the Adoption of the Post-2015 Development Agenda on Saturday.

He said that homegrown initiatives drawn from Rwanda’s culture have to a large extent contributed to Rwanda’s progress.

“From Gacaca, our community courts, which has brought restorative justice and reconciliation to a once divided nation; to Ubudehe which supports rural communities to collectively solve problems related to poverty; to Imihigo which enables citizens to keep their leaders accountable to Umuganda and many others,” he said.

The event, co-hosted by UNDP, the Ministry of Foreign Affairs of the Republic of Korea and Organisation for Economic Co-operation and Development (OECD)  was an opportunity to discuss the central role of rural development in sustainable development goals.

“These are the values that guided Rwanda’s post-genocide development agenda. We chose to take responsibility for our reconstruction, by building consensus on a national vision, and working together to ensure no one was left behind,” President Kagame said.

Emphasizing the importance of solutions informed by a local context, President Kagame called on a future of sustainable development goals centred on mutual learning and global cooperation:

“Changing mindsets, and doing things differently, is never easy, But doing the right things and getting results builds resilience and the capacity to do even more. Each country has its own unique circumstances and challenges, but also the resources to solve its problems, complemented by external partnerships.”

President Kagame on Sunday received the 2014 World Telecommunication Information Society Award along with President Park Geun-Hye of Korea and Carlos Slim Helu, chairman of Grupo Carso and President of the Carlos Slim Foundation.

The award was presented by the International Telecommunications Union (ITU) to individuals who have made exceptional contribution to improving lives of world citizens through ICTs.

“I would like to thank ITU and the Global Sustainability Foundation, for the ICTs in Sustainable Development Award. I accept it on behalf of the Rwandans who use new technologies to improve their lives, and connect with the world”.

President Kagame is recognized for his leadership in the advancement of education and the potential of ICT as a dynamic industry as well as an enabler for Africa’s socio-economic transformation. He currently serves as Chairman of the UN Secretary General’s Advisory Group on UN MDG Advocacy Group.

President Paul Kagame on Sunday morning attended the Clinton Global Initiative 2015. The annual event was held in New York where President Kagame was attending the United Nations General Assembly. The Clinton Global initiative is an annual event that brings together global leaders to discuss on challenges at hand and way forward.

Through the event commitments were made to deal with challenges pertaining to poverty in different parts of the world. While opening the event President Bill Clinton said that over the last ten years 3200 commitments were made through CGI.

President Kagame also attended the Global Leaders’ Meeting on Gender Equality and Women’s Empowerment meeting themed a Commitment to Action” at the United Nations.

President Paul Kagame of Rwanda has announced extra support to peace keeping operations around the world – including an all-female police force.

Rwanda will contribute additional 1600 troops, two attack helicopters, a Level Two Hospital and an-all female police unit, said Kagame on Monday at the UN Leaders Summit on Peace Operations.

This pledge is an addition to over 4500 uniformed men and women Rwanda maintains in different peacekeeping missions. Rwandan troops are operating in troubled Central African Republic, Sudanese region of Darfur, Haiti and South Sudan.

At the summit hosted by US president Barack Obama, more than 50 countries stepped up and promised to contribute 30,000 new troops and police for peace missions.

UN has more than 100,000 troops and police, deployed on four continents, in often difficult conditions but the summit is asking for more.

“All of us – including those seemingly with limited resources/capacities, have meaningful contributions to make,” Kagame told the summit in New York on Monday evening.

He expressed concern over the appalling levels of abuse by peacekeepers saying “surge of abuse by peacekeepers as pointing to a deeper culture of impunity.”

The UN Secretary General Ban Ki-moon told the summit that the main needs for UN Peacekeeping included: predictability, effectiveness, qualified, reliability, accountability and more.

The UN chief’s efforts aim at achieving zero tolerance policy against ‘abusive peacekeepers’.

Ban Ki-moon warned 124 countries that contribute troops and police to UN peace missions that he was ready to throw out entire peacekeeping units if their country fails to take action against soldiers accused of sexual abuse, according to reports.

Kagame noted that peacekeeping loses its meaning and relevance if there is no good relationship of trust between the protector and the protected.

“The lesson for us is that earning and keeping that trust and inspiring confidence has to be the priority,” he said adding; “Peacekeepers must not compound the problems on the ground as evidence has shown with the surge of different forms of abuse.”

President Kagame also said that effective peacekeeping requires clear mandates and shared norms as detailed in Kigali Principles on the Protection of Civilians.

For his part, President Obama said there is need to fix issues of abuse by peacekeepers saying that the current guidelines on civilian protection are unevenly implemented.

Meanwhile, UN Secretary General called for full participation of women in peace and security measures, “We must promote full participation of women in peace and security measures,” he said.

The summit provided a boost to the UN, which has been struggling to persuade countries to contribute their soldiers to peace operations.

China pledged 8,000 troops to UN Peacekeeping and $100 million to support the AU African Standby Force including; training, de-mining, engineering, medical, transport, police support.

Rwanda pledged 2 attack helicopters, level 2 hospital, all-female Formed Police Unit & 1600 troops to the UN Peacekeeping Force.

Uruguay pledged 2000 troops, aircraft K-9 platoon for explosives, training and 12 naval vessels.

Bangladesh pledged infantry battalions, utility helicopters, engineering & riverine units, level 2 hospital, police units and offer training.

The Netherlands pledged to support protection of civilians training, intelligence capabilities & funding for planning.

Pakistan pledged infantry battalions, K-9 unit, UAV, field hospitals, transport, aviation and maintenance facilities.

Indonesia pledged 2700 troops, police in 9 missions, and training, composite battalion to United Nations-African Union Mission in Darfur by end of the year.

The UK Mission to the United Nations pledged 70 specialised troops in support of African Union Mission In Somalia, up to 300 troops for UN Mission in South Sudan.

India pledged 850 troops in existing or new operations; additional 03 Police units with higher representation of female peacekeepers; commitment to provide critical enablers; deployment of technical personnel in UN missions.

President Paul Kagame has said; applying one sided standards or imposing inappropriate ones is a serious challenge to International Community.

The President said this while addressing the UN General Assembly on Tuesday.

Kagame advised the UN General Assembly that Cooperation is the only way forward, saying the new consensus on sustainable development is incomplete as it lacks a shared definition of the political legitimacy required to sustain the international order.

“These moral hierarchies and prejudices are still with us contributing to the mismanagement of political change and corroding the trust upon which effective multilateral cooperation depends” President Kagame said.

He remarked on the divergence of visions that he noted is “rooted in history when world powers created the UN 70 years ago” That the Independence for colonized peoples of Asia and Africa was not on their (World Powers) agenda. “We were seen as people who still needed to be looked after” Kagame remarked.

The President criticised some multilateral institutions that he noted, are used to gain credibility for biased attacks against countries; questioning why such a scrutiny is seemingly considered needless.

President Kagame cited an example on an international refugee law that he said, it has “barely been a factor in the current crisis as if the purpose all along was just to keep the refugees encamped far away from developed countries than to protect the rights of people fleeing persecution”.

President Kagame also reminded the UN General Assembly that extreme poverty is never going to be enough to fulfill our ambitions.

“This new compact is about prosperity and it recognizes that the only sustainable future is one that includes all of us. It could hardly be otherwise.” He noted

The Head of State reminded the International Community that the creativity and dynamism of billions of people is already transforming the world for the better.

“Responding to these challenges will put the United Nations at the centre of global affairs as never before in the generation head,” he insisted

Kagame warned that matters of principle should not become associated with domination and disdain because when that happens; “the basis for joint action in multilateral system is compromised”.

“We have nothing to fear from high standards and the only stability worth having is one based on good politics that delivers real results for citizens and facilitates peaceful change”

Kagame further stated that no country or system has a monopoly or wisdom much less a claim to moral superiority.

“We have made good commitments now we must make good on these commitments. Building a community of shared purpose capable of doing so starts with recognition of our equality” Affirmed Kagame

Aujourd’hui, le Premier Octobre 2015, appelé « Patriotism Day », tous les Rwandais célèbrent cette date inoubliable de leur histoire de libération du Rwanda.

Il y a pratiquement 25ans, le Premier Octobre 1990, le jour qui coïncide avec date du lancement de l’attaque par APR, branche armée du FPR-Inkotanyi, à Kagitumba, au Nord Est du Rwanda.

Kagitumba fut la porte d’entrée des INKOTANYI pour la première fois  dans leur pays. Une guerre de libération pour des millions de Rwandais qui vivaient dans le régime divisionniste de Habyarimana.

Il y avait aussi d’autres millions de Rwandais qui avaient fui le pays depuis 1959 avec « l’Idéologie Divisionniste et Anti-Tutsi » qui régnait au Rwanda depuis la fin de la Monarchie.

« Plus les Inkotanyi gagnaient du terrain au Rwanda pour instaurer un régime inclusif basé sur l’Unité de tous les Rwandais, plus Habyarimana et son régime préparait le Génocide contre les Tutsi », a déclaré Musonera Gilbert, un ancien haut cadre de Habyarimana.

En 1994, seul le FPR sous les directives de son Chef Suprême Paul Kagame, a mis fin au plan macabre du Génocide contre les Tutsis, devant les yeux de la communauté internationale. Malheureusement, plus d’un millions de Tutsi avaient déjà été exterminés par le régime de Habyarimana, son armée (FAR) et ses Interahamwe. Tout le pays avait été complétement détruit.

Voilà le pays qu’a hérité le FPR-Inkotanyi sous le leadership du Président Paul Kagame. Mais, seulement après 25ans, le Rwanda est méconnaissable. Tout le pays a complétement changé. Les Rwandais vivent en harmonie et sont préoccupés par la paix et le développement.

« Le Rwanda est devenu modèle dans la bonne gouvernance, développement, lutte contre la corruption, sécurité, propreté, promotion de la femme, ICT, etc. », s’est félicité Nkuranga Pierre, un ancien refugié de 1959 qui habitait en RDC.

Le leadership de Kagame a pu rapatrier et réintégré plus de 3 millions des réfugiés de 1994 qui avaient fui l’avancée du FPR. Et d’autres millions de réfugiés Rwandais de 1959 qui avaient fui le régime mono éthique de Habyarimana et de Kayibanda ont été aussi rapatriés.

Même si le Rwanda continue à vivre les séquelles du Génocide, il est devenu aujourd’hui un lieu de refuge sûr pour des milliers de réfugiés des pays voisins comme le Burundi, la RD Congo, etc.

A group of twenty families in Kicukiro district will have all reasons to smile after the government handed over fully furnished 20 homes as a way of improving the lives of the poor and deprived persons.

The houses, constructed by Rwanda Defense Reserve Forces (RDF) in partnership with the Ministry of Local Government and FARG Fund for Genocide survivors were given to the vulnerable families including genocide survivors and poor families in Rusheshe village, Masaka sector.

The houses, which have one block of four houses each, are valued at Rwf48 million in terms of construction cost. They contain kitchens, sitting rooms, storehouses; and have been built in an area which has full supply of water and electricity.

The State Minister in charge of Community Development and Social Affairs, Dr. Alvera Mukabaramba presided over the handover on 30th September 2015 and said that the houses will improve the living conditions of vulnerable people.

She urged the families settled in the new village to live in harmony and provide support to aged and disabled people in their community.

Maj Gen Jerome Ngendahimana, the Deputy Chief of Staff Reserve Force stated that the army is committed to collaborate with citizens in different government programs aimed at improving their life conditions.

Ngendahimana noted that the existing good collaboration between RDF, local leaders and local communities urging that such collaboration has resulted in achieving different developments. He urged those who benefited the new houses to maintain them properly.

Nyiramongi Vestine, one of the beneficiaries hailed the government for the donation and said that this will enable her to settle in life. “I had spent many years renting and had been thrown out by landlords for failure to pay rent in three years. Now, I can say I have a home” she said.

The Kicukiro district mayor Paul Jules Ndamage said the district still has more 32 vulnerable families in need of shelter and there are plans to construct ten more houses in the near future.

The President was on Wednesday addressing students at Wharton Business School during a lecture hosted by the Social Impact Initiative and the Lauder Institute at the University of Pennsylvania.

In a discussion moderated by Katherine Klein, Vice-Dean of the Wharton Social Impact Initiative, President Kagame shared Rwanda’s journey of reconstruction with over 800 students, faculty and members of the Wharton community.

President Kagame pointed out determination as the key to Rwanda’s progress.

“Seeing how far we have come gives a sense that nothing is impossible. If you start from a point everything is possible and if you think beyond challenges and you really want to achieve, you will get there.”

On leadership and reconciliation, President Kagame pointed to Rwandan citizens as the driving force of reconciliation, adding that the message to every Rwandan is that any solution must come from within:

“There is not going to be a solution that will be delivered unless it comes from within and although it will still not be easy, we have to do it because if we don’t, it is going to be even worse. We have turned the corner. We have built a firm foundation but we have to build on this foundation.”

Concerning the importance of gender equality, President Kagame referred to personal upbringing and defined equality as an issue of human rights:

“I was raised by my mother. I had to ask myself what sense it makes for a society to discriminate against a mother, a sister or a daughter. How can you discriminate against 52% of your population and think you are doing something sensible. It is an issue of human rights. Women have to be involved at all levels and in all activities.”

President Kagame concluded with advice to students on leadership:

“Find yourself in the world we live in. Be committed. Be and do the best you can. Do not be afraid to do what is right. Try and be as fair as possible.”

Established in 2010, Wharton Social Impact initiative works to develop and promote business strategies for a better world and focuses on the impact of finance, entrepreneurship, impact analytics, and strategic corporate social impact.

Students from Wharton Business School regularly visit Rwanda as part of a course titled “Conflict, Leadership and Change: Lessons from Rwanda” instructed by Katherine Klein. President Kagame last met with students from the school during their last visit in January of last year.

Le Président Kagame sera présent à Amsterdam pour Rwanda Day 2015

Le weekend du 03 au 04 Octobre, la diaspora rwandaise de l’Europe, USA, Asie, Afrique, etc. converge vers KIT à Amsterdam aux Pays-Bas en Europe pour la 11^e Edition de « Rwanda Day 2015 ». Joel Ndoli Pierre, Directeur du Bureau du porte-parole du gouvernement, a déclaré que depuis que cet événement a commencé, plus de 33.000 Rwandais de la diaspora ont été mobilisés pour participer à la construction de la nation.

Ainsi parmi ces Rwandais, il y en qui viennent investir au Rwanda dans différents domaines de la vie économique du pays en passant par Rwanda Développent Board (RDB). D’autres préfèrent même rentrer au pays tandis que d’autres viennent visiter différents secteurs du tourisme pour découvrir leur pays.  Le nombre de ces Rwandais de la diaspora et amis du Rwanda qui viennent désormais prendre des vacances au Rwanda ne cesse d’augmenter.

Ce ne sont pas seulement les Rwandais mais aussi les amis du Rwanda ne peuvent pas manquer à cette occasion annuelle d’avoir des discussions sur le progrès du Rwanda, ses réalisations, sa culture et les challenges du pays ainsi que les opportunités d’investissement.

Le Président Paul Kagame est très attendu par environs 5 milles participants à Amsterdam. Sur l’ordre du jour, il y aura des discussions sur la façon dont la diaspora et amis du Rwanda peuvent participer activement à la transformation socio-économique du pays.

Rwanda Day, événement qui dure deux jours est organisées depuis 2011. Il est considéré comme une plate-forme appropriée pour le Gouvernement et les Rwandais de la diaspora de faire participer tout le monde a l’édification de la nation. Avec une exposition audio-visuelle présentant le voyage du Rwanda, les participants sont pris à travers une compréhension en profondeur des mesures qui continuent de façonner le pays.

Des milliers de Rwandais qui ont assisté à des événements précédents, en particulier ceux qui habitent en Amérique du Nord, a eu connaissance des opportunités d’investissement dans leur pays et depuis beaucoup ont fait des investissements substantiels dans leur pays.

« Le rassemblement sert de temps de renouer avec l’histoire du Rwanda, apprendre davantage sur le Rwanda d’aujourd’hui et de faire partie intégrante de la définition de l’avenir du Rwanda », a fait savoir  Jean Pierre Karabaranga, Ambassadeur du Rwanda aux Pays-Bas.

L’Ambassade du Rwanda à La Haye va organiser l’évènement de Rwanda Business Matchmaking, Vendredi  le 2 Octobre 2015. Le premier conseiller à l’Ambassade, Robert Kayinamura a déclaré que l’événement aura lieu au KIT à Amsterdam, qui a été fondée en 1910 comme le «Institute  colonial pour étudier les tropiques et de promouvoir le commerce et l’industrie.

We all know that love or admiration to a person is not without cause. In fact you will admire someone for something that brings to you happiness or pleasure or both. What you admire someone for, in the first place pleases you. The admired individual becomes an object to make you happy and pleased and is at the service of your satisfaction.

Change is a fact of life, yes, but continuity of safe journey with able and reliable guide is a fundamental choice. Fourteen years ago, I heard and saw on screen interviews with President Paul Kagame and there was always this Question: “Will you leave power when your term of office comes to an end?”

Asking the end at the beginning always brought to me something outrageous and suspicious by some fellows in our unfair home called the world. The major and pertinent questions would have been what he intended to accomplish all along the way to the end of the mandate.

The fact of the matter is, twenty years ago, prediction of what Rwanda and Rwandans would look like could not be exact due to the tragedy the country and its people registered in its history. Recall that?

To numerous distant observers, Rwanda was to be a failed state, and another doom was anticipated. But what has transpired in the country is quite opposite. But why has it been so?

From Despair To Hope

Shortly after Genocide, when everyone was in state of shock and uncertainty, the minimum Rwandans needed most was hope for possibility of a future of a people and nation. Removing people from a shock of tragedy to hope for not only survival, but living and prospering is not a gift of everybody.

Twenty years down the road, things in Rwanda have changed in their numbers. The population has grown, the maturity of the people has risen, the well-being has improved, and the country has crafted its shape that offers hope and confidence in its people.

The launch pad for these significant milestones rests on the fact that people took responsibility of their own affairs, but above all, were guided by a responsible and devoted leader.

Personally, I have never been close to President Kagame, neither can I affirm all what is said about him, however, a friend of mine and analyst told me that transforming situations from dark days to shining situations is his real art.

I was given an example of Rwanda Patriotic Front/ Army in the early stages of its armed struggle. The period when the force had incurred severe defeat by then Rwanda Government forces, at the same time he availed himself to lead a force that had completely lost morale and power to fight the war in a month or two.

He further informed me that RPF and RPA were a gone case, frustrations’, filled the party and support was ruined; an indication of loss hope of the people in a project they genuinely and highly needed – Liberating their country.

This is not a gift and art of everybody. To this end, Rwandans have seen closely and have lived this reality. Most importantly however, is the fact that, they are not prepared to lose the volume of hope attained, in their view, attributed to the leadership of President Paul Kagame, still able to push the country to further heights.

In essence, the people of Rwanda see into President Paul Kagame a fundamental value that has transformed their lives of which they still have thirsty for.

As said above, Rwandans have owned their fate in the recent past, took responsibility of their own affairs for their future, resisted to be held hostage of their unfortunate history by inventing their own home grown solutions to overcome the enormous challenges.

What they now need is their leader to continue helping them to build on the past achievements. Furthermore, with him at the fore front, Rwandans wish to use their decision, at all costs, to pave a way for a more prosperous future for them and for the next generations.

Arusha Kamaliza owns a chain of saloons in Kigali but all this seemed a dream until 2012 when her and her family attended Rwanda day in London.

Rwanda day serves as a time for Rwandan diaspora to reconnect with Rwanda’s history, learn about the Rwanda of today and be an integral part of defining Rwanda’s future.

Since the inauguration of the first event in 2011, Kamaliza is one of thousands of Rwandans that have returned home to set up business in the country.

“I for one (pointing to self) did not consider Rwanda to have progressed as much when I first moved here,” Kamaliza states.

And for a person that had lived most of her life in Canada, a life without electricity, water, Internet looked impossible and this she didn’t think was possible on her first return.

“At the event we were shown our country’s journey and that left me in awe, I saw a system that granted equal opportunities and within three months I had packed up my bags and come back home,” she adds.

Kamaliza is only one of several Rwandans that have found the grass greener upon their return.

Regis Isheja is a popular TV personality on the national broadcaster RTV and his return is no different from Kamaliza’s.

“I attended Rwanda day in Toronto and what I saw about Rwanda was simply amazing, at some point I thought it was too good to be true, so sceptically I gave it a try,” he says.

And the scepticism seems to have paid off as he is now a renowned news anchor, “I feel like I’m in a position to be a voice for my country, “he adds.

“I was the first in my family to come back and now almost everyone has moved back to Rwanda,” he further added.

Networking, business opportunities and a chance to learn about your culture are some of the lessons both Kamaliza and Isheja picked from Rwanda day going by the hundreds of Rwandans that have returned home, expect the same after the Amsterdam event.

Rwanda Day est à sa 11^e Edition depuis 2010, avec sa Première Edition à Bruxelles en Belgique. Dès lors, il y a eu beaucoup d’investissements au Rwanda suite à plus de 33 milles Rwandais de la Diaspora et Amis du Rwanda déjà mobilisés.

L’objectif de Rwanda Day est de mobiliser les Rwandais de la Diaspora et les étrangers amis du Rwanda pour découvrir le Rwanda. Ce qui susciter le patriotisme au sein de la diaspora, renforcer la culture Rwandaise, promouvoir l’image du Rwanda pour finalement investir.

Mais pour cette année, Rwanda Day 2015 se tient à Amsterdam aux Pays-Bas du 03 au 04 Octobre 2015.

Rwanda Cycling Team

The Rwanda National cycling team has emerged second overall in the just concluded tour of Ivory coast known as  Tour de Cote d’Ivoire.

Janvier Hadi the team Rwanda captain cycled to the finish line in the final stage and pushed the team to the second position in the general classification.

Rwanda was represented by Jeremie Karegeya, Janvier Hadi, Patrick Byukusenge, Joseph Aleluya, Joseph Biziyaremye.

“We want to win. Our riders are on form right now and our target is to win,” Aimable Bayingana the President of Rwanda cycling federation had promised Rwandans last week before flagging off the cycling team.

The youthful Rwandan cyclists endured a 541km-Tour de Cote d’Ivoire cut out into six stages throughout the country.

Tour de Cote d’Ivoire attracted 56 cyclists from over ten countries.
