Fertility Among Rwandan Women Drops

Rwandans will not need outsiders to help in stabilising the country’s population size despite a survey indicating that there is drop in fertility among Rwandan women.

According to the ‘Integrated Households Living Condition Survey (EICV4)’ released on September 14, the fertility rate among Rwandan women declined to 4.2 children from 6.1 children between 2005 and 2014.

However, economists argue the current fertility rate is still alarming. Rwanda is Africa’s second most populated country looking forward to reach a middle income status by 2020.

“Fertility has slowed by one third in the last ten years, but on this I differ slightly with some people, please don’t slow too much,” President Paul Kagame noted while launching the survey report.

President Kagame while briefing leaders while launching the fourth Integrated Household Living Conditions Survey in Kigali yesterday. Kagame saluted the people of Rwanda for their resilience over the past two decades.

The president also said, “It’s a question of balance. Otherwise, we shouldn’t want to rely on importing people from outside. In balancing, please make sure that we get it right.”

Kagame said his country with the size of 26,338 km2 is not endowed with natural resources neither minerals nor oil, but its precious resources are its healthy people.

Professor Rwanyindo Ruzirabwoba, an economist said: “The population is a factor of development; it increases with development.”

Cyprien Munyaneza, a father of three from Musanze district says, “Every couple should bear a number of children they are able to cater for. The more they increase the more they also consume natural resources”

The survey indicated that hardworking Rwandans managed to improve country’s economy mainly through agriculture and service sector.

Food crops growth has been consistently twice greater than the population growth since 2002.

Domestic revenues are financing the country budget up to 62%.

The GDP per capita increased to $ 718 in 2014, up from $ 211 in 2000, while the economic growth is stable with 8% GDP.


Germany ambassador describes Rwanda Police as highly professional

Germany Ambassador to Rwanda, Peter Fahrenhotz has described the National Police as a highly professional force.

The ambassador said this while opening a six-day training of 16 police officers in ‘fundamentals of intercultural competence and communication for policing’ in Kigali.

According to the ambassador, the Rwanda Police has managed to keep a high-level professionalism and commitment to upgrade skills of its officers, which has enabled the force to sustain the peace and security of Rwanda.

“I have been in many African countries and I believe RNP is the best in Africa. If you look at the development of Rwanda as an ambitious country with its vision 2020 that leads the country to becoming a middle income economy…there is no doubt Rwanda will achieve its goals.”

 “I appreciate very much the good work of RNP and its officers. I have witnessed high dedication and commitment of Rwanda National Police. I also see a high degree of integrity and honesty among the police officers which is very important,” Fahrenhotz said.

 “There is no developed country that doesn’t have a good police force. There is a clear connection between having development, good governance, good politics and having a good police force; you cannot separate them.  Rwanda understands well the need for these principles and the country is moving ahead; I want to wish Rwanda success in its endeavors,” he noted.

He related the intercultural competence training to Rwanda’s peacekeeping contribution.

“Rwanda being a strong supporter and contributor of officers and troops in peacekeeping missions, officers deal with locals in those missions whose way of thinking is completely different,” he said.

The lead trainer Katja Birnfeld-Raskin from German Federal Criminal Police office said that the intercultural competence is the ability to communicate effectively and appropriately with people of other cultures

“This course is very important for the officers to have so that when they carry out their work, they do it without discrimination especially when an officer is dealing with people of different culture,” she said.

The Deputy Inspector General of Police (DIGP) in charge of Administration and Personnel, Juvenal Marizamunda pointed out that RNP recognizes contemporary policing challenges in a world that is facing transnational threats such as terrorism, cyber-crimes and human trafficking and drug dealing among others.

“It is evident that it’s only through cooperation that we can be able to handle such emerging crimes. Such cooperation involves forces from different countries, different backgrounds and culture since the world has become a global village, policing is taking place in an international and challenging environment,” said the DIGP.

He went on to add that, capacity building is one of RNP’s key priorities and that the training of this kind has come at an opportune time.

RNP contributing to the National Employment Policy (NEP) is aligned with ensuring human security by educating nationals and also providing for their welfare and this in turn reduces criminality.

Interpol intensifies hunt for Genocide fugitives

The International Police (Interpol) has pledged to step up the search for fugitive perpetrators of the 1994 Genocide against the Tutsi

The development follows a two day meeting that ended yesterday September 17, between officials from Rwanda Public Prosecution Authority, Rwanda Interpol National Central Bureau and Interpol representatives from General Secretariat.

The meeting focused on strategizing new ways and means of bringing to justice genocide fugitives who are roaming in different parts of the world.

In a press briefing after the meeting, Stefano Carvelli, the Assistant Director of Interpol Fugitive Investigative Support Sub-Directorate, said that the meeting aimed at streamlining and enhancing strategies of bringing to justice perpetrators of the genocide.

“Our meeting with the Genocide Fugitive Tracking Unit and Interpol-Kigali discussed mainly new operational factors and initiative as means to intensify our hunt for genocide perpetrators,” said Stefano.

He added that part of what they discussed included the progress made in tracking genocide, the challenges that were faced and how to adapt to different needs in order to have all genocide suspects arrested.

Interpol Fugitive Investigative Support Sub-Directorate was established in 2004 to support Rwandan authorities and the international criminal mechanisms is the search for the perpetrators of the 1994 Genocide against the Tutsi.

John Bosco Siboyintore, the Head of Genocide Tracking Unit in RPPA, hailed the existing cooperation with Interpol.

Irrespective of the fact that the perpetrators keep changing their identity to evade justice, Siboyintore said, Interpol has kept tabs on and sometimes even arrest, extradite or deport them to Rwanda.

“We provide Interpol with details including identities and locations of the perpetrators but we are still challenged with the fact that there is still lack of border control in Europe which facilitates the fugitives in their movements; sometimes we indict a fugitive in one country and he moves to another. Without Interpol facilitating the arrest of these people we would be nowhere as of today,” Siboyintore said.

Among the challenges that Siboyintore hinted on include lack of cooperation from some western country to arrest fugitives.

“Among the strategies we have laid is engaging these countries since genocide is a crime against humanity and not just a responsibility of Rwanda; the world bears responsibility to bring these people to justice. We are optimistic about bringing these people to justice,” he added.

Assistant Commissioner of Police (ACP) Tonny Kuramba, the Head of Interpol National Central Bureau-Kigali, said that since there are still many suspects who are still at large, entities agreed to intensify their efforts in bringing them to book.

With regards to genocide perpetrators, Interpol has issued more than 200 red notices at the request of the Rwandan government over the years; among those, about 40 have been honoured.  According to Interpol, the 40 arrests is considered a major milestone going by its perspective as it is “much more difficult tracking criminals of yesterday compared to modern-day fugitives.”

As part of efforts to track genocide fugitives, in July last year, the United States government recommitted to working closely with Rwanda, Interpol and a UN tribunal in renewed effort to bring to book the nine key suspects of the Genocide .

Top on the lists of the fugitives is Felicien Kabuga, the alleged chief financier of the Genocide; Protais Mpiranya, the former commandant of the notorious Presidential Guards, and former defence minister Augustin Bizimana.

The trio, dubbed ‘the big fish’, has eluded justice for nearly two decades now.

Other prominent suspects on the run are Ladislas Ntaganzwa, Fulgence Kayishema, Pheneas Munyarugarama, Aloys Ndimbati, Charles Rwandikayo and Charles Sikubwabo.

The United States’ Reward for Justice Programme offered up to US$5 million for information leading to the arrest or conviction of each of the nine Genocide fugitives.

Rwanda officially launches HeforShe program

Rwanda has officially launched the HeForShe program, a global campaign that will see Rwandan men and boys engage as agents of change for the achievement global gender equality.

The launch, held at the parliamentary buildings this September 18, 2015 and was officiated by the President of the Rwandan Senate, Hon. Bernard Makuza, who also represented President Paul Kagame.

In his remarks, Makuza said that the role of women in development cannot be overlooked and that is why Rwanda has put up programs and policies to ensure that women play a significant role in development.

“Women are 52% of Rwanda’s population. To undermine their development is to disrupt the country’s development” he said.

Quoting president Paul Kagame, Makuza said “Women and girls are our mothers and sisters, why should we debate on having their deserved rights, the abuse of women and girls is a setback to Africa’s development and whoever is involved should be punished for the crimes”

“It is not only policies or program that we have put in place, but a practice and activities that other can take an example” Makuza said.

The government has ratified most of the gender equality conventions and has set three goals for the next years to 2020- to bridge the digital divide, increase numbers of women in technical skills education, and eradicate GBV to its roots.

Statistics show that Rwanda’s policies and programs have empowered women in various levels of leadership and economic activity.

For example women make up 34% of the Rwandan parliament, 46% of Rwanda’s local government administrative positions, I8% of land is registered by men 26% by women and 54% by both; 39% have community savings (SACCO) bank accounts with a 26% granted credit loans, and 46% have Vision 2020 Umurenge Programme (VUP) loans.

The One UN Rwanda resident coordinator, Lamin Manneh, thanked President Paul Kagame for policy and efforts in promoting gender equality not only in Rwanda but also emerging as a global champion in gender equality.

“I don’t think anybody can dispute that he (Kagame) deserves this recognition and even on the global map he has been elected as the ‘HeforShe impact champion’. We were thrilled when he whole heartedly accepted this role”.

Manneh also explained why the UN came up with another program in addition to the existing ones, and stated that it is needed because changing the community culture and mindset takes a lot of time and effort.

“We believe this will impact on the community and attitude towards gender equality. Driving change can be effective if done from the bottom but also impactful if driven by the top. Each one of you we believe will subscribe to the impact championing campaign” Manneh said.

Traffic Month: Students in Bugesera Equipped With Road Safety Tips

The 2015 road safety awareness activities continued in Bugesera District with major focus on secondary school students, who were educated and sensitized on road traffic rules and regulations.

On Tuesday September 16, police officers from Bugesera district met with over 700 students of GS Nyamata Catholique along with head teachers and local leaders and discussed measures of avoiding road accidents. Part of the message delivered to students was about educating them on how to use roads, demonstrated to them which side of the road they walk on, and how to cross the road.

The event was presided over by the Assistant Inspector of Police Janvier Renzaho, who is in-charge of traffic in Bugesera.

He dwelt most on encouraging students to always use sidewalks and zebra crossing.

“When crossing a road, you must look left and right at all times. Where there are traffic lights, you must abide by the instructions; this is how you will ensure your individual safety,” Renzaho told the student.

Following a length tutor on road safety, students were taken to the main road and where they acquainted with physical training on road usage.

The Headmaster of GS Nyamata Catholique, Jean Pierre Sinibagiwe expressed gratitude to the police over the road safety awareness activities saying it’s important for all Rwandans to acquire basic knowledge on road safety.

The Road Safety Month which was officially launched on September 7, is being held under the theme “Respect Traffic Rule: Save Lives”.

The exercise is in a bid to further sensitize road users on road safety standards with an objective of  enhancing public knowledge on traffic rules and regulations with a view to prevent accidents and dangers of violation of traffic rules.

Kagame to attend summit on Sustainable Development Goals in US

Rwanda’s President Paul Kagame is expected in the US on Wednesday to attend the International conference on Sustainable Development Goals (SDGs).

Sustainable Development Goals were set out of targets relating to future international development and will replace the Millennium Development Goals (MDGs) once they expire at the end of this year.

On the sidelines of the two-day conference that starts from 23-24 next week, President Kagame will address World Leaders Forum on a topic dubbed: Beyond Policy and Financing; How to Sustain Development.’

Established in 2003 by Lee C. Bollinger, the World Leaders Forum is a year-round event series aimed to advance lively, uninhibited dialogue on the large economic, political, and social questions of our time.

During the forum, Kagame will speak alongside Liberia’s President Ellen Johnson SirLeaf, President of Malta, Marie Louise Coleiro Preca, UN Deputy Secretary General, Jan Eliasson and Irina Bokova, among others.

Rwanda has been successful in attaining Millennium Development Goals, especially lifting over 1 million people out of poverty.

UN secretary general, Ban Ki Moon said Nations championed the success of MDGs for lifting more than 1 billion people out of extreme poverty.

Speaking at the review of MDGs achievements recently, President Kagame said that: “I have had the opportunity to co-chair the MDG Advisory Group and look forward to partnering on delivering on SDGs.”

Coventry (UK): The Rwandan Community UK elected a new committee last week. Delegates from various communities gathered in Coventry, in West Midlands and for the first time delegates from different parts of the UK agreed on a such leadership, after many years of discussion.

John Shofel Ruzibuka from Leeds was voted chairman, while Alice Gaparayi from New Castle was elected Vice-president. Other positions included the representative of women (gender), the Secretary General, youth -culture and sports. Other posts include the treasurer, director of mobilisation, Director -communications and Public Relations, Director of Hospitality and Events Management. a director Business Innovations and Entrepreneurship, as well as one in charge of Education and knowledge transfer were also elected.

One of the urgent task assigned to the new chairman is to mobilise Rwandan communities in different parts of the UK to actively work together to cement national unity and reconciliation and promote Rwandan values, especially among young generations.

The challenge facing the Rwandan diaspora in the UK is to mobilise the members to attend the forthcoming Rwanda Day slated for the beginning of October in The Hague, Netherlands.

This vote was a landmark for the Rwandese diaspora because for many years its members did not have such elected leadership.

Govt accuses Human Rights Watch of ignoring MOU with Rwanda

Justice Minister Johnston Busingye says HRW is fabricating information on Rwanda

The Government of Rwanda says it can affirm that there are no unofficial detention centres in the country – in reaction to report released today by Human Rights Watch (HRW)

Rwanda says in a statement that HRW falsely names Gikondo Transit Centre in Kigali as a detention centre. The transit centre has and continues to play an important role in the rehabilitation of those who find themselves on the wrong side of the law.

Commenting on the report, Rwanda’s Minister of Justice, Johnston Busingye, emphasised that all detention facilities in Rwanda are properly legislated and run in accordance with United Nations standards, and national laws that affirm those principles.

Minister Busingye further reiterated that the country’s recent history has involved a lot of trauma and family conflict: “Victims of such situations, even if they end up in crime or delinquency, are better off when offered another chance in life. The Government of Rwanda stands by its policy of rehabilitation rather than incarceration. This policy has worked in the past and will continue to do so into the future.”

While HRW insists that Rwanda should charge drug addicts and other criminals with serious crimes that carry jail terms, the country has instead chosen to focus on rehabilitating and reintegrating them to offer the chance for a better life. This policy of rehabilitation over incarceration is one example of how Rwanda has found unique solutions to the challenges the country faces.

“Gikondo is not a detention centre. It is a transit centre and people are held there for a short period before longer term remedial or corrective measures are taken. The later consists of rehabilitating and reintegrating former drug addicts and city dwellers – through drug rehabilitation and learning a trade to prevent repetition – and supporting them to reunite with their families,” Minister Busingye said.

Over 7,000 Rwandans have completed the transition programme and are now working in carpentry, masonry, welding, tailoring, and bee-keeping cooperatives – improving their wellbeing for a brighter future.

The Government of Rwanda takes all allegations of human rights abuses seriously, however speculative they may be. Any information related to possible abuses is welcome and will be thoroughly investigated and appropriate action taken. To facilitate this, the National Police has a toll free hotline which can be used anytime to report any abuses. The office of the Ombudsman and the National Commission for Human Rights also welcome any information on human rights violations so that they can be fully investigated.

It is unfortunate that Human Rights Watch has again chosen to deliberately mislead people with false statements that serve only to undermine Rwanda’s efforts to provide a better life for its citizens. HRW has a Memorandum of Understanding with Rwanda’s Ministry of Justice through which human rights concerns can be raised and addressed by the institutions responsible. The Government of Rwanda encourages HRW to use this MoU to address any concerns it has in a constructive manner. However, it has become increasingly clear that HRW refuses to engage through the mechanisms established under the MoU and instead seeks to spread falsehood and speculation.

The Government of Rwanda invites Human Rights Watch to provide information on the alleged cases – according to its report – and any others so that they may be investigated and due process undertaken.

Echoes of justices for children around the world are blowing from Rwanda, as the country’s First Lady, Jeannette Kagame, demands mothers do more to protect children against rape and defilement.

“As a mother of four and a concerned citizen of the world, I continue to be appalled when looking at the numbers of abused and exploited children worldwide,” she said.

UNICEF says more than 1 in 10 girls worldwide – some 120 million girls – have experienced sexual violence.

In early adolescence, one third of students suffer bullying. Among adolescent boys in low and middle-income countries, at least 1 out of 4 boys has been a victim of physical violence since the age of 15.

Mrs. Kagame said this; “Should be a wake-up call for all of us, especially when considering that perpetrators may include friends, parents, and teachers, reminding us that often, those who pose the most dangers to our children, are not always strangers, but can be the people entrusted with their care.”

She told the United Nations High Level Meeting on “Children and Sustainable Development Goals: Giving every child a chance” in New York, United States on Thursday, September 24, that Rwanda experienced violence thus in position to know what abuse means.

In 1994, Rwanda experienced genocide against Tutsi in which over 1 million people died, mostly children. “During the Genocide rape was used as a weapon of war,” she said.

The first lady called upon nations to ensure achieving sustainable development goal of “ending abuse, exploitation, trafficking and all forms of violence against and torture of children.”

In 2001 Rwanda passed major law reforms including the law for Rights and Protection of the Child against Violence. This was closely followed by the establishment of the Child and Family Protection Unit in the National Police system.

“Having inherited hundreds of thousands of orphans from the genocide, this issue has a very particular resonance with Rwandans,” Mrs. Kagame said: “I founded Imbuto Foundation, catering for most fragile groups. One of our campaigns inspired by the notion of treating every child as your own was called ‘Malayika Murinzi’ or Guardian Angel.”

The foundation has so far nurtured and supported over 4,000 girls and boys with academic assistance and leadership skills.

Meanwhile, the First Lady earlier on Tuesday toured the Bush museum, which showcases a portrait of Laura W. Bush made in Rwanda with banana leaves. The First Lady also joined other advocates for the active inclusion of women in economic matters at The Laura Bush Center for Women’s Health.

«  Imihigo » ou Contrats de Performance est une pratique rwandaise qui vise à accélérer le développement du Rwanda, pays qui a été complètement détruit par le Génocide contre les Tutsi en 1994.

Le résultat est probant depuis le retour des Imihigo en 2006 sous le leadership de Kagame. Tout le pays a changé, des réalisations socio-économiques sont observées à travers pays vœu à livrer.

Imihigo est une pratique culturelle précoloniale des Rwandais où un individu se fixe des objectifs à atteindre dans une période de temps spécifique. Imihigo est une pratique purement rwandaise comme le mot l’indique, et Imihigo est le pluriel de Umuhigo.

La personne doit remplir ces objectifs en suivant les principes directeurs et surmonter tous les défis possibles. Imihigo comprend également le concept de Guhiganwa ou la compétition.

Avec le leadership de Kagame, ces contrats de performance sont faits au niveau de toutes les entités administratives du pays, institutions publiques et privées et même les familles.

Le 13 Août 2015, lors de la cérémonie de présentation et signature des contrats de performance de 2014-2015 et 2015-2016 devant le Président Paul Kagame, il a demandé aux Maires des Districts qui sont toujours en arrière dans la réalisation des contrats de performance de donner des explications afin que le Gouvernement puisse intervenir.

Le Président Kagame est revenu sur 3 Districts qui ont été les derniers, il s’agit de Gatsibo, Rutsiro et Karongi. «  Si tu analyses attentivement, tu peux voir les facteurs qui ont favorisé certains Districts de bien réaliser les contrats de performance. Tu peux également identifier les raisons de cet échec chez ces autres Districts qui n’arrivent pas à réaliser leurs contrats de performance comme il faut ».

Rappelons que le District de Huye qui a été le premier cette année connaît un développement très remarquable surtout dans les infrastructures. La ville de Butare a un nouveau visage avec la nouvelle Gare Routière moderne, les routes dans la ville ont été macadamisées et pavées, et les immeubles en étages poussent un peu partout dans la ville.

Le Rwanda qui cherche à se développer met en valeur ses anciennes pratiques  comme Umuganda, Ubudehe, Imihigo, Gacaca, Umuganura, etc.
