Local leaders in Kigabiro sector led by their executive secretary Marc Rubeshana vowed to promote development projects and economy in their sector which covers the big part of the Rwamagana town. They vowed to improve social welfare of people, provide quality education to children, encouraging cooperatives and supporting the poor fight poverty.

The mayor asked these local leaders not to include good service delivery among their performing contracts by explaining to them how it is their responsibility but to achieve what will make people live better lives be it residents and those that pass through their district.

While officially starting peace and democracy talks in Rubavu district on September 15^th 2012, Ignacius Kabagambe Director General in charge of communication in Rwanda Governance Board has reminded the youth how democracy contributes to peace in the country.

At Rwanda Tourism University College- Gisenyi branch, Kabagambe explained that talks are meant to teach youth democracy and promote it as they prepare for International peace day celebrations on September 21^st 2012.

Youth are considered tomorrow’s leaders and that’s why talks are organized to help them change their mindset on democracy and good governance towards development and peace promotion, he adds.

Some participants said preparing a week of democracy talks helps them as youth with the vision to strive to keep the success that Rwanda has achieved.

During the event, Honorable Deputy Yvonne Uwayisenga and Senator Apollinaire Mushinzimana explained to the students the democracy based political system Rwanda has towards the development of Rwandese society.

Democracy week will comprise of peace discussions in different schools or Rwanda by RGB, both chambers of the parliament, Forum of political parties in Rwanda, National unity and reconciliation commission and United Nations Development Programme (UNDP).

Rwandans who studied at one of Uganda’s popular schools called Ntare School are in high gear towards sharing the knowledge they got from Ntare School to their fellow Rwandans. Ntare School Alumni are grouped in associations named NSOBA (Ntare School Old Boys Association), thus there is NSOBA Uganda, NSOBA Rwanda and NSOBA Global.

During the evening of 17^th September 2012, NSOBA Rwanda held a handover ceremony between the old and new governing committees in an event that took place at Hilltop Hotel Remera in Kigali. The ceremony saw Principal of Rwanda Teachers’ College Dr. Charles Gahima the outgoing NSOBA Rwanda Chairman hand over to Mr .Turamye Aaron as the new NSOBA Rwanda Chairman.

While giving remarks at the handover ceremony, the New Chairman Turamye said that “We as Old Boys of Ntare School gained a lot from the principles and ethics of Ntare School and are willing to share such benefits to fellow Rwandans.”

“NSOBA Rwanda has plans of engaging in a number social responsibilities like building schools, facilitating student exchange programs and other regular social activities. Currently we have a project of constructing a high standard secondly school named NTARE SCHOOL REBERO in Bugesera district.” Added Turamye

Ntare School Uganda is one of the first government schools that were built by British Colonialists in Uganda during the 1950s. During that time, Colonial masters’ aim was to build unique schools that had no affiliations to Religions like most of the 1940s schools were.

Since its inception, Ntare School has always produced a number of influential people reaching its climax in this 20^th Century where it is the only school that has 2 concurrently serving presidents of republics. Both His Excellence Paul Kagame of Rwanda and His Excellence Yoweri Kaguta Museveni are alumni of Ntare School.

“On 22^nd September 2012, 60 teachers from Ntare School Uganda will visit Lycee de Kigali in one of the pilot exchange programs that will see Ntare School Uganda exchange knowledge with their counter parts through the NSOBA initiatives.” Said Masabo Martin the Head Teacher of Lycee de Kigali and an honorary member of NSOBA Rwanda

The purpose of the Ntare-Lycee twinning is to act as a stepping stone of putting up Ntare School in Rwanda. Teachers and Students of both schools are to interchange cultural and academic experience prior to the commencing of Ntare School Rebero project.

Like thousands of old boys of Ntare will often be heard saying, Ntare School’s mode of teaching, lifestyle and governance is exemplarily as evidenced by more than hundreds of professors, ministers and successful businessmen that the school has produced.

FPUs leave for Haiti late last year

A Rwandan Police officer who has been serving under the United Nations Mission in Haiti (MINUSTAH) died early this week.

The Police identified the deceased as Hassan Bisangwa, who was working in the Haitian western coast town of Jeremie.

Police Spokesperson Supt Theos Badege, said today that Bisangwa death was a result of an accident. He was accidentally shot by a colleague during a night patrol.

Bisangwa is survived by a wife and two children. His family, which stays in Kigali, has been informed of the bad news.

“He was shot accidentally. Police and the United Nations in collaboration with the family are in the process of repatriating the body,” Badege said.

Bisangwa was part of a contingent of 160 Police Officers under the Formed Police Unit (FPU) who were deployed in the in Jérémie Town, South of Haiti in December last year.

The FPUsprovide humanitarian assistance, conduct patrols and guard VIPs and key installations in the Earth quake torn country of Haiti. They also help in crowd control and provide security of Internally Displaced People.

The South Sudan Police Chief is in the country for a working visit

 The Inspector General of South Sudan Police Acuil Tito Madut is in Rwanda for a three-day working visit.

The visit aims at enhancing bilateral cooperation between the two police Institutions, in an attempt to combat border crimes and promoting bilateral cooperation mainly in capacity building.

Madut’s visit follows a Memorandum of Understanding signed by the two heads of Police institutions on May 23rd and 29th this year.

According to the South Sudan Police Chief, it is a great opportunity to partner with Rwanda National Police because of their vast experience that normally manifests in the way they professionally respond in maintaining peace not only in Rwanda but also in other countries in the world.

“The visit is important because it is meant to enhance quicken implementation of the bilateral agreement. The aspects which were not accomplished have been ironed out.” He said

“The agreement needs to be blessed by our political leadership and implementation will start immediately.”

The Inspector General of Poline Emmanuel Gasana thanked his South Sudan counterpart for honoring Rwanda National Police (RNP) invitation.

“This is more less a diplomatic security, so I look at this situation as a win-win situation because both nations have come far and are trying to build their capacity in combating crime,”

As far as we are concerned, we believe in pursuing to the end, we believe in actions and we hope we will go down into actions; that is the tactical part,” said Gasana

The agreement between the two forces has many areas of cooperation like combating border crimes, national crimes, organized crimes, exchange of information and training areas such that the best practices with Rwanda National Police are imparted to South Sudan Police.

Other areas of cooperation include training in road safety, basic investigation, advanced investigation, intelligence basic, IT and communication skills, public order management, junior supervisory course and training of trainers.

Sudan Police Force is expected to send their Police officers to be trained here in Rwanda. Trainers will be selected from Rwanda National Police to give necessary training to their South Sudan counterparts over a period of time.

In the just concluded Rwanda Day in Boston City – State of Massachusetts in the United States of America that gathered up to 4,000 people both Rwandans and friends of Rwanda from across the world, the event attracted many ears as the President Paul Kagame spoke of the country’s economic growth and development today.

The President reminded people that working hard gives to every individual’s value for higher quality of life and advancement in many ways reminding them that their Country is not an exception of others which have taken further steps.

“…wherever we are to build and develop our country, we cannot delegate it to expect anyone else to do it for us…”

Rwanda which has recently became the world’s admiration for her reforms in economic and development endeavour is yet catching huge attention among Internationals due to the unique way of handling complex issues like corruption. The country was recently put at the top of other East African members in combating corruption when Transparency International exposed the statistics showing Uganda with 42%, Tanzania with 39.1%, Kenya with 29.5% Burundi with 18.8% and Rwanda being only with 2.5 percent of corruption.

This has more to do with Kagame and his government. It has more to do with Rwandans who have written their record for their dignity and will to collectively build their country no matter what the good cost. They are not Hutus, Tutsis and Twa anymore in the first place but Rwandans at best. When they gathered in Boston since 21 September to 22 September this year 2012, they were all one and had same purpose: building Rwanda to the first world level.

The unity and reconciliation after 18 years of unspeakable Genocide has with challenges helped reach numerous goals that no country has been with such a record, the reason why President Kagame told them in a vigorous speech that they should be determined and become who they must become.

“…..we should not allow anybody to define us without us…” he said, also stating that Rwandans have the ability, desire and the right to define themselves.

The president however noted that the country has made all said progress through many difficulties and some unavoidable challenges almost in all spheres but assured everyone that challenges will always be faced with solutions. Issues of Democratic Republic of Congo (DRC) which have always been placed to Rwanda’s shoulders were not forgotten but they are part of challenges among others which must give people the strength to work harder for both financial and economic freedom.

Some of the impressive progress in economy, Rwanda ranks 3^rd in Africa but the first in East African Region and more astonishing; it is number seven (7) in the world according to the world economic forum index 2011.

Other international rankings put the people of Rwanda as among the most contented globally. It is no wonder that the same country lifted one million people out of poverty in only five years as from 2006 and 2011. It is thrilling information to be told of such progress in the country that despite of being a victim of genocide and now some International organisations painting it image as they wish, results are yet speaking for themselves. Those who heard and/or believed that Rwandans are a certain division of ethnicity were caught in surprise when they saw how loving they were in the ended event in Boston City.

Rwanda Day this year had a theme: ‘Agaciro, the journey continues’ that aimed at shading light to international Rwanda’s Diasporas to focus on the better future with the rest of Citizens back home.

The activity that has taken place for the second time was for the first time held in Chicago City – the State of Illinois USA, and France’s capital City Paris last year 2011.

President Paul Kagame has proposed to the UN General Assembly that the international legal system has to change – accusing some countries of using their local laws to ‘assume priority over others’.

Addressing the UN High Level session on Rule of Law on Monday, President Kagame said countries need to ‘work together’ for a universal justice that is ‘meaningful to all concerned’. Without naming any countries or individuals, the President accused some quarters of “politicizing issues of justice”.

“We see principles such as universal jurisdiction being used many times selectively and in one direction as a political tool in the arena of international affairs for the purposes of control and domination,” said Kagame.

“Rwanda knows best how important the rule of law is and, the implication of its absence or disregard, and unequal application,” said Kagame.

He added: “That absence destroyed our country in the post-independence decades leading up to the Genocide in 1994, followed by unjust treatment in the name of universal jurisdiction where it has been clear that motives veer more towards the political than legal”.

Using Rwanda’s now closed traditional Gacaca courts, President Kagame told fellow world leaders that a ‘purely punitive course of action is not always the best, even when grievances are legitimate and obvious’.

“There were hundreds of thousands of perpetrators and a strong case of a punitive approach, but to best serve our priorities of both justice and social harmony, we sought to balance the strict application of punitive provisions of the law with restorative alternatives,” said Kagame.

“This home grown solution through Gacaca court process, has served us better than any other system could.”

The President said this principle of balancing punitive and restorative forms of justice are applicable to the international arena.

Meanwhile addressing the same session just before President Kagame, was the President of Namibia, Hifikepunye Lucas Pohamba, who called for the reform of the UN Security Council to make it “more democratic”.
