Discussions on the regional oil pipeline begin

Experts from the three East African countries of Rwanda, Kenya and Uganda met in Kigali on Tuesday to discuss and agree on the technical specifications for the oil pipeline that will link the three member states.

The meeting determined the current and the projected flow rates required, and the larger market that would be supplied from Kigali. The team will design ways of dealing with issues such as: Technical specifications, funding mechanisms and Land issues.

After the implementation of the pipeline, it is expected that it will strengthen regional co-operation and boost business opportunities globally and between the three member countries.

Uganda and Kenya have discovered commercially viable oil deposits, and the project will help reduce energy costs, and improve the economic ties between the neighboring countries.

The pipeline will also eradicate the current tanker transportation which is risky, and subsequently reduce the price of oil for consumers.

Experts say that besides improving transport time, the pipeline will also reduce frequent road accidents involving tankers crossing borders, and it will end the importation of the expensive oil products from the Gulf region through Indian Ocean to the port of Mombasa where there are refineries.

The reduced costs of oil transportation will are expected to bring down production costs and improve the living standards of people in the region.

The project will consist of two pipeline sections to be constructed. They are; Eldoret (Kenya) – Kampala (Uganda) and the second pipeline will be constructed Kampala- Kigali (Rwanda).

All these countries will benefit from the pipeline while minimizing delays at the borders, non-tariff barriers, hence increasing in service delivery between the member countries.

The pipeline would not only benefit Uganda, Rwanda and Kenya, but also Tanzania and Burundi with expectations of even serving the Democratic Republic of Congo.

This project was agreed on by the member countries and their heads of states in June 25, 2013, and a Joint Communique was signed after tripartite meeting in Kampala.

EALA legislators urged to agitate for peace in the region

EALA Speaker, Rt Hon Margaret Nantongo Zziwa has reiterated the need to address peace and security challenges.

Zziwa said EALA would team up with likeminded organizations such as the Invisible Children and the International Conference on the Great Lakes Region (ICGLR) to ensure peace prevailed in the region.

Regional legislators are agitating for the rights of children affected by conflict and wars in the EAC region and beyond, in a bid to halt recruitment into armies and ensure their acceptance back to society.

The speaker made the revelations while receiving a delegation of child rights’ activists under the aegis of Invisible Children who called on the Assembly in Arusha, Tanzania early this week.

The Uganda based organization has for the last ten years been engaged in advocacy work for people, especially children affected by war in Northern Uganda.

The four person delegation headed by Ms. Jolly Grace Okot – Andruville, Regional Ambassador for Invisible Children were in Arusha to brief EALA Members and to seek their support in their advocacy work.

The group further presented a petition to EALA calling for their intervention to end the Lord’s Resistance Army Conflict.

Andruville noted that her organization had similarly sought the support of the US Government through the Congress towards the hunt for Joseph Kony and also for support of rehabilitation for the war-ravaged communities in East and Central Africa.

“It is sad that innocent children continue to suffer with the most affected areas bordering the Central Africa Republic, South Sudan and the Democratic Republic of Congo hardest hit. The voice of EALA is of absolute importance in the matter. They should spearhead the regional initiative to bring the LRA issue to an end,” she said.

Invisible Children wants EALA to send a fact-finding mission to the LRA affected communities in Northern Uganda, DRC and the CAR to see how the victims are rebuilding their lives and bear witness to the atrocities of the LRA.

It is also calling on the regional Assembly to urge regional governments to send troops to support anti-LRA operations in the region akin to joint operations against militant groups like the Al-Shabab.

‘We ask EALA’s Regional Affairs and Conflict Resolution Committee to critically study and examine the LRA conflict, its survival strategies and what needs to be done to permanently end the crisis and to make recommendations to the Assembly,” they petitioned.

Remain focused, Kagame tells RPF leadership

President Paul Kagame on Wednesday urged the RPF leadership to remain focused on achieving even more to benefit all Rwandans.

President Kagame was addressing members of the RPF bureau politique at a meeting to select party representatives for the upcoming legislative elections September.

 “We can be happy about progress made but the road ahead is still long. We cannot lose strength. We must build upon our achievements and work hard for sustainability and continuity,” he said

Speaking on RPF ideology, President Kagame called on members to never lose sight of the responsibility to deliver for Rwandans.

“The foundation of RPF is about facing our challenges.  RPF must set itself apart. We must ask more from ourselves. We must deliver on our promises and work together as one party to achieve our targets,”‎ he said.

 “The struggle continues in different forms. We cannot afford to become complacent. Complacency will not solve genocide ideology or poverty. Complacency will not provide security for all Rwandans or build our future for us.”

President Kagame pointed to the injustice and incoherence sometimes inherent in international assistance and urged RPF members to stand up for themselves and their nation.

“They say they want us to move forward but when we do, we are punished for it as if we have committed a crime. They tell us they are here to help us develop but when we take a step forward, we are told we are not meant to think for ourselves or do anything on our own.

“We should not allow ourselves to drift along. We should stop, think and be empowered to continue on the trajectory of progress.”‎

In preparation for the upcoming election set for 16 September, today’s RPF meeting approved the list of 72 members that will represent the RPF.

The remaining eight seats on the RPF tickets are reserved for four parties that are in coalition with the RPF.  The meeting also approved an amended constitution for the RPF, established new autonomy for youth and women wings and approved the manifesto for the year 2013-2017.

The manifesto which builds upon the RPF achievements of the past twenty years aims to build a Rwanda defined by socio-economic development and inclusive governance that gives every Rwandan the right to shape their own future.

President Clinton in spirited defense of President Kagame

Former US President Bill Clinton has told BBC “where were those human rights groups criticizing” Rwanda today when Hutus were slaughtering Tutsis – in latest spirited defense of President Kagame’s administration.

Speaking to BBC NEWSDAY programme, Clinton, who is fresh from Rwanda on a social action tour, dismissed accusations of support for rebels in DRC and poor human rights record. President Clinton said his support for President Kagame is no contradiction as suggested in various quarters.

Clinton said the allegation of Rwanda’s support for M23 rebels in DRC “has not been fully litigated”, adding: “Secondly, its complicated by the fact that this section of Congo near Rwanda is full of people who perpetrated the genocide, who spurned the President’s offer to come home and not go to prison…and you can’t get around the fact that the economic and social gains in Rwanda have been nothing short of astonishing under Kagame, and he says he going to leave when his time is up…”

President Clinton added: “…So I understand that some people in the human rights community believe that every good thing that has happened in Rwanda should be negated by what they allege they [Rwandans] have done in eastern Congo…”

Critics have charged that despite the economic transformation the country is experiencing; various other shortcomings such as lack of a free press mean the Government of President Kagame rules unchallenged. His government is also accused of suppressing the opposition.

Clinton does not take any of that arguing: “…all those people who talk about that where were they when the Hutus went crazy in 1994? …. they had a free press that was venomous, hate-filled radio that urged people to go out and commit mass murder.”

Amid laughter, Clinton added: “Look, I believe in a free press. When I was President, I helped to keep the press free that made a living out of feasting on my bones everyday! And I think too many politicians are too sensitive to being criticized. I think we have to be a little sensitive to the fact that if you are Rwandan, you don’t necessarily hear it that way because you remember that an alleged free press helped push Rwanda into a boiling Colden of butchery…”

The former two-term president of the United States shunned the notion that his position on Rwanda is influenced by guilty due to his inaction when he was President as the genocide rolled on in Rwanda. Clinton narrated a story of an encounter between a western journalist and a Rwandan curb driver during a 2001 visit.

Apparently, the curb driver informed the journalist that nobody from the outside asked Rwandans to kill themselves, and that at least Clinton is the only person who had apologized.

Clinton added: “I support a free press in Rwanda, I don’t support the repression of journalists, I don’t think human rights should be violated in the Congo to protect the territorial integrity of Rwanda. But I suppose I do make more allowances for a government that produces as much progress as that one has.”

Kagame says critics don’t add any value to Rwanda

In the latest push at his virulent critics, President Paul Kagame says their agenda is solely to “divert us from what we are doing for our people” as he speaks about the work of former US President Bill Clinton.

Speaking on BBC NEWSDAY program today morning, President Kagame dismissed suggestions that having backers such as Bill Clinton and Microsoft founder Bill Gates shields him from scrutiny over different actions including human rights and the DR Congo conflict.

“I don’t even have to be connecting the two situations,” said Kagame. “I deal with different things differently: I deal with development issue; I deal with wealth creation for our citizens; I deal with security issues for our people – on one hand.”

He added: “Then if it is about critics, I deal with criticisms [by] examining what they mean, and place everything in their right place. I don’t mix up issues.”

Groups such as Amnesty International, Human Rights Watch and Reporters Without Borders (RSF) have kept Rwanda in the spotlight for years – accusing the authorities of stifling free press and suppressing opposition. Others have charged that Rwanda is backing rebels in eastern DRC.

However, amid all the criticism, President Kagame has maintained a hybrid group of friends who include former leaders like Tony Blair and Bill Clinton, as well as executives of the biggest global conglomerates such as Microsoft and Google. Last month, President Kagame was in Israel and held high level talks with the PM Benjamin Netanyahu as well as Shimon Peres.

In May, President Kagame was given the inaugural ‘Distinction of Honour for African Growth’ award at Oxford University in recognition of Rwanda’s development under his leadership.

In the BBC interview, Kagame said: “Many of the critics in our case make such criticisms not so much because they want to add value to what is happening in the country, but rather they want to divert us from what we are doing for our people.”

Kagame said he pays attention to criticism but “you don’t allow that to distract you from the main issues about the development of our country.”

Meanwhile, in a separate BBC NEWSDAY interview, former US President Clinton defended President Kagame – a development that is coming after he just completed a social action trip to Rwanda.

Clinton said: “I support a free press in Rwanda, I don’t support the repression of journalists, I don’t think human rights should be violated in the Congo to protect the territorial integrity of Rwanda. But I suppose I do make more allowances for a government that produces as much progress as that one has.”

Minister James Kabarebe and Jacqueline Muhangayire unveiling the center of excellence

The Minister of Defence, Gen James Kabarebe and the Minister for East African Community (EAC), Hon. Jacqueline Muhongayire on Monday inaugurated the EAC Non Commissioned Officers’ (NCOs) Centre of Excellence at RDF Combat Training Centre in Gabiro, Nyagatare District.

The inauguration also marked the official opening of the Sergeant Major’s Course intake 01 by the Hon Minister of Defence. The Course is attended by 80 NCOs from 4 EAC Partner States.

Addressing the gathering, Minister James Kabarebe said that the joint training will facilitate the harmonisation of doctrine among EAC Defence Forces.

“Joint training of our Armed Forces from sister Partner States will help us to achieve a harmonized doctrine to facilitate interoperability of forces during exercises and future multinational operations”, stated Minister James Kabarebe.

According to RDF, The inaugurated NCO Centre of Excellence is in line with the implementation of EAC Sectoral Council decision on Defence Cooperation and in accordance with Memorandum of Understanding on Defence Cooperation, article three that the Centre was adopted unanimously as the “EAC NCO Centre of Excellence”.

The Chief of Defence Staff of the RDF Gen. Patrick Nyamvumba noted in his remarks that the launched EAC NCO Centre of Excellence will develop the readiness of EAC Defence Forces to effectively respond to security challenges.

“The Centre will equip the NCOs here present with the necessary knowledge since they are considered as the backbone of our Defence Forces”, reiterated Gen Nyamvumba.

Col Denis Rutaha, Commandant of RDF Combat Training Centre, Gabiro said that the Training Facility will offer the Course Participants skills in tactics, leadership, human resource management, military ethics and values. The Sergeant Major Course intake 01/13 will last for 12 weeks.

The twin ceremony was also attended by Representatives of Chief of Defence Staff of EAC partner Defence Forces, namely Maj Gen Levi Karuhanga from Uganda, Maj Gen Charles Jitenga from Tanzania and Brig Gen Théodore Kanderege of Burundi.

If President Kikwete is Tanzanian, then most Rwandans being expelled are Tanzanians too

As of August 15, 2013, more than 7,000 people of Rwandan ancestry had been forced out of Tanzania. The expulsions have reignited a centuries old debate as to who should be considered a perfect citizen of a given country. Recently, I met an elderly couple that lived in Burundi since the early 1950s, and their view of the evictions made me stop for a second to think though what they had said.

“Kikwete could be originating from Gitega in Burundi,” is how the elderly couple put it. They are of Rwandan origin, but speak Kirundi and solely prefer to be viewed as Burundians. By virtual of that country’s laws, they are indeed Burundians.

So where did President Jakaya Mrisho Kikwete come from? There are no original residents of Bagamoyo in Tanzania where Kikwete’s parents are traced. Most people from that area are remnants of slaves who were seem as unfit for the market during the slave trade era. Bagamoyo formally (Bwagamoyo) was one of the biggest slave trade centres in East Africa and people were being traded from various areas of East Africa. For those of Bagamoyo, however, almost all came from Burundi and Zaire.

More “Tanzanians” from outside

Historical discourse shows that most Tanzanians are from other neighbouring countries. The Ngoni people came from Zulu land in South Africa; Yao used to belong to Mwanamtapa Kingdom; Arabs of Unguja and Pemba Irelands in Zanzibar came from Oman during the rule of Sultan Sayid Said.
Chaga, Maasai and Meru people of Northern Tanzania are traced in Kenya; Hangaza people from Burundi; Haya people from Uganda; Waha (Ha people) arrived in from Zaire and Burundi; the Makonde people (tribe of former Tanzania President Benjamin William Mkapa) came from Mozambique; Nyasa People relocated from Malawi; almost all Mara region dwellers came from Kenya and the list can cover about 80percent of all Tanzanians.
The Singida and some Arusha people like Warangi, Wasandawe, Wabaebaig, Wairaq and Hadzabe are not Bantus, but Semi Nilotic who found themselves in that country after immigration for survival.

Tanzania’s current Constitution states that all people who were present in 1961 from 00.00 mid night during Tanganyika Independence are legally Tanzanians despite their vast origins. It is beyond comprehension therefore why Rwandans who were in Tanganyika from 1959 and before are being evicted as illegal immigrants.

Elderly women are being rounded up at gun point with nothing on them, and forced out to the Rwanda-Tanzania border. The children they had with Tanzania men are remaining, because according to President Kikwete, the children are Tanzanian and not their mother. The same thing is happening to men married to Tanzanian women.

Tanzania nationality law

A Tanzanian citizen is anyone who is in possession of citizenship of the United Republic of Tanzania. Nationality law is mentioned in the Constitution of Tanzania. The citizenship law came into force independence in 1961, and amended in 1964 when Tanganyika and Zanzibar united to form Tanzania.

Any child born within the borders of the United Republic of Tanzania, on or after Union Day, 26 April 1964, is granted citizenship of Tanzania, except for children of foreign diplomats, as stated in the Tanzania Citizenship Act of 1995. Citizenship is derived from various scenarios.

Citizenship by descent: A person born outside Tanzania enjoys a right to Tanzanian citizenship from birth provided that at least one parent is a Tanzanian citizen by birth or naturalization.

Citizenship by naturalization: Any foreign national with no ancestry or birth ties with Tanzania may apply for citizenship through Naturalization. In order for a foreign national to become a Tanzanian citizen through naturalization, the following conditions must be met.

  • (A). Residence in the United Republic throughout the period of twelve months immediately preceding the date of the applications.
  • (b). During the ten years immediately preceding the said period of twelve months, total residence in the United Republic for periods amounting in the aggregate to not less than seven years.
  • (c). Adequate knowledge of Kiswahili or the English language.
  • (d). Good character.
  • (e). would be a suitable citizen in terms of past and potential contribution to social and cultural welfare as well as economic, scientific, or technological advancement of Tanzania.
  • (F). Intention, if naturalized, to continue to reside permanently in the United Republic. Following the lodging of the application, the applicant must publish a notice of intention to naturalize in two consecutive issues of the registered newspapers. After the application has been scrutinized by various officials, a final recommendation is made to the Minister of Home Affairs, who ultimately decides whether or not to approve the application

A person receiving Tanzanian citizenship by naturalization must renounce foreign citizenships under current law.

The case for Minors: In the case of minors, according to the citizenship act of 1995, once the parents are granted citizenship to the United Republic of Tanzania, the child is also by right entitled to receive citizenship, considered they are under legal age and still living under the care of their parents.

Dual citizenship: Tanzania does not currently allow its citizens to hold foreign citizenship in addition to their Tanzanian citizenship, except in the case of Tanzanian woman acquiring foreign nationality through marriage. The ban on dual citizenship has historically been motivated by suspicions about potential disloyalty amongst the sizable Asian minority. Nevertheless, in recent years a debate has arisen about permitting dual citizenship. In August 2007, the minister of home affairs submitted a report recommending that the law be changed.

How can one lose Tanzanian citizenship?

Those who acquired Tanzanian citizenship at birth cannot be involuntarily stripped of their citizenship, though they may voluntarily renounce it. Those wishing to renounce their Tanzanian citizenship must provide evidence of another country’s citizenship as well as return their Tanzanian passport.

Those who acquired Tanzanian citizenship by naturalization may have their citizenship revoked for quite understandable reasons.

At least from the above explanation, how can the thousands of people being expelled from Tanzania be graded; Tanzanians. Those being forced out include unemployed youths born in Tanzania, but have Rwandan origins; women and men who left Rwanda as babies in 1959; babies and teenagers born in Tanzania; elderly women/men who crossed into Karagwe long before Tanzania was born.

The Tanzanian government using all its instruments of law and order, are holding meetings with local leaders from which a simple message is given; ALL RWANDANS OUT. First, the targeted people are forced to give up their officials Tanzanian documents. So a villager in Karagwe region who barely makes ends meet turns to those considered Rwandans, and since they no longer have documents, everything is taken.

In all his speeches, President Kikwete addresses his countrymen/women ad “fellow Tanzanians”. So if more than 80 percent current “Tanzanians” came from outside, then just as President Kikwete is, then a majority of the 5,793 people expelled so far, are Tanzanian too.

Mama Salma Kikwete, wife of Tanzania’s President Jakaya Kikwete

New details obtained by News of Rwanda may give insight into why Tanzania’s President Jakaya Kikwete came out as the sole global leader sympathetic to Rwandan FDLR rebels based in DR Congo jungles since 1994.

According to secret US State Department cables published by whistle-blowing site Wikileaks, President Jakaya Kikwete’s wife fondly known in Tanzania as “Mama Salma Kikwete” is a cousin of former Rwanda leader Juvenal Habyarimana. The shocking details are contained in a cable sent to Washington on Thursday May 5th, 2005, by Shabyna Stillman, a senior diplomat at the US embassy in Dar es Salaam.

The US embassy was giving update on the selection of Mr Jakaya Kikwete to be the CCM flag-bearer in the presidential election late that year. “For years, observers of the Great Lakes conflicts have considered Kikwete to be virulently pro-Hutu,” reads the cable, in part.

“Kikwete’s marriage to a cousin of former Rwandan President Juvenal Habyarimana may have fueled these rumors, which are now fading as the Burundi conflict winds down,” adds the cable, signed by Stillman.

According to the US embassy, Mr Kikwete’s love affair with “Hutus” could be seen in his spirited support for Burundian rebels at the time fighting former President Pierre Buyoya.

Since 1995, up until 2005 when Mr. Kikwete was foreign affairs minister of Tanzania, rumours have swelled around him suggesting he sided massively with the ethnic extremist establishment. It is this system that planned and executed the genocide against Tutsis in 1994, and fled across to Zaire and other parts of the world.

It is alleged, around 1996, Mr Kikwete suggested publicly that “Hutus” need to be armed to fight off the government in Kigali at the time. A book published by virulent critic of President Paul Kagame and historian Gérard PRUNIER writes that Tanzania did offer to train troops for Seth Sendashonga.

A former leader of the Rwanda Patriotic Front (RPF), for whom he was a minister in the government set up after the rebel movement’s victory over the army and the militias responsible for the genocide in 1994, Mr. Sendashonga was murdered in Nairobi, Kenya, on 16 May 1998 by, according to PRUNIER, “unknown assailants.”

Fast forward to May 26, 2013, President Jakaya Kikwete goes public with a suggestion that the government of President Kagame in Rwanda negotiates with rebels of the Democratic Forces for the Liberation of Rwanda (FDLR). The group was formed in May 2000, but its members had been roaming DRC forests ever since they lost power in Kigali.

The suggestion by a head of state of Tanzania, a country that had long been considered a friendly nation to Rwanda, caught many by surprise. Since then, the two countries are embroiled in a bitter war of words.

The ex-Rwandan Juvenal Habyarimana died on the evening of April 6th, 1994, after his plane was shot down by extremist members of inner circle who did not want the peace talks with the RPF rebels. In the same plane was Burundian counterpart Cyprien Ntaryamira and French pilots.

The death of the French crew has been the centre of legal battles in France and the United States. A French judicial inquiry did confirm that the plane was brought down by a missile fired from a military camp next to Habyarimana’s home near the airport.
