Les participants saluent les efforts du Rwanda dans la promotion de l’éducation

Le Rwanda accueille la conférence internationale sur l’éducation à l’Hôtel Serena de Kigali. Cette conférence a réuni les ministres africains de l’éducation placée sous le thème de « Promoting Investment in Skills and Competencies acquisition by Trainers and entrepreneurs in African Countries ».

Ir Albert Nsengiyumva, Secrétaire d’Etat chargé de l’éducation technique et de la formation professionnelle au sein du Ministère de l’Education « MINEDUC » a révélé le plan du Gouvernement Rwandais.

« L’Etat envisage de changer le programme actuel d’ici trois pour augmenter le nombre d’élèves dans les écoles techniques et professionnelles ». Nsegiyumva a ajouté que le nombre est encore très peu comparativement aux élèves qui s’orientent dans l’enseignement général.

C’est le Ministre Rwandais de l’éducation, le Dr Papias Musafiri qui a procédé à l’ouverture officielle le 08/10/2105 de cette conférence. Cette conférence avait comme objectif de promouvoir l’investissement de l’acquisition des compétences par les formateurs et entrepreneurs dans les pays africains.

« Le Rwanda est préoccupé par le développement de l’enseignement technique et professionnel pour réduire le taux de chômage des jeunes. Il a été remarqué que ceux qui ont suivi l’enseignement technique et professionnel sont embauchés facilement par rapport  à ceux qui ont suivi l’enseignement général », a déclaré le Dr Papias Musafiri.

Selon Musafiri, cette conférence arrive au moment où de la clôture des Objectifs du Millénaire pour le Développement (MDGs) et entamer la mise en œuvre des Objectifs du Développement Durable (SDGs). D’où l’éducation technique et professionnelle jouera un rôle important.

Aux cours de cette conférence les ministres qui représentent différents pays africains ont partagé les expériences sur le développement des écoles techniques (Technical and Vocational Education and Training (TVET).

Ils ont échangé sur les défis du développement des TEVT sur le continent Africain. La plupart des Ministres ont parlé du problème du budget investi dans l’enseignement technique et professionnel qui reste encore insuffisant.

« Le MINEDUC a mis en place un Institut technique des enseignants Rwanda (RTTI) en partenariat avec l’Agence Coréenne de Coopération Internationale (KOICA). Il y a le plan de mettre la branche de RTTI dans toutes les provinces du Rwanda afin de développer le professionnalisme des formateurs car la qualité de la formation dépend de la qualité des formateurs », a ajouté Nsengiyumva.

Mme Oley Dibba-Wadda, Secrétaire Exécutive de l’ADEA (Association pour le Développement de l’Education en Afrique) a quant à elle affirmé qu’il est temps de collaborer en tant que ministres de l’éducation des Pays Africains et entamer les Objectifs de SDGs.

Après la conférence, les participants se sont rendus à Gikondo pour clôturer l’exposition des jeunes venus des écoles techniques et professionnels à travers le pays. Ces élèves exposaient ce qu’ils ont appris dans ces écoles techniques « E.T.O » et « IPRC ».

Malawi Police picks peacekeeping lessons from Rwanda

A delegation from Malawi Police Force concluded a two-day visit at the Rwanda National Police (RNP) where they intended to learn best practices in international peacekeeping.

The delegation of four was accompanied by two senior officers from the Norwegian Police Service, which is currently partnering with the Malawian government to advance the country’s peacekeeping profile.

During their tour, they visited the Rwanda National Police Head Quarters, and made a courtesy call to Inspector General of Police (IGP) Emmanuel K. Gasana, they also visited Police Training School in Gishari, Rwamagana District, which hosts the Peace Support Training Centre; National Police College in Musanze and Isange One Stop Centre at the Kacyiru Police Hospital.

At the end of the tour, Head of Delegation, Assistant Commissioner of Police (ACP) Jane Mandala, noted that RNP was selected for the study tour due to its reputation, renowned professionalism and significant contribution to United Nations peacekeeping missions.

“Rwanda is ranked the fifth largest contributor to UN Peacekeeping missions and among the leading contributors of UN female peacekeepers, among other achievements. This makes RNP an exemplary platform on which our country and others that seek to perform well can pick lessons from,” she said.

“From what we saw and learned at Gishari and Musanze, we noticed a great sense of professionalism, infrastructural development and training prowess, which explain why and how RNP has been able to offer exemplary peacekeeping services. These are exactly the kind of lessons we were hoping for.”

Norwegian Commissioner of Police (CP) Bjorn Hareide, added that his country has a strong partnership with Malawi aimed at strengthening their peacekeeping departments – and that both countries decided to use Rwanda’s experience as a study to streamline Malawi’s peacekeeping programs.

“We expect Malawian Police to manage its peacekeeping missions with utmost professionalism like the way RNP does,” Hareide said.

Chief Supt. Claud Tembo, the Deputy Commissioner for Training, Research and Development at RNP, noted that the Malawian delegation is one of many other foreign delegations that have visited RNP to pick lessons from different aspects such as training, community policing, peacekeeping, crime reduction and prevention and many others.

Countries that have sent delegations to RNP in the past include, Benin, Burkina Faso, Zambia, Nigeria, Senegal, Ireland, among others.

« Le Rwanda est le 5e pays contributeur en missions de maintien de la paix de l’ONU. Le Rwanda figure aussi parmi les premiers pays contributeurs de l’ONU pour les femmes casques bleus. La Police Nationale du Rwanda (RNP) est exemplaire, le Malawi et d’autres pays qui veulent bien mener leurs missions de maintien de la paix n’ont qu’à venir apprendre des leçons au Rwanda », a suggéré  ACP Jane Mandala, chef de la délégation de la police du Malawi au cours d’une visite de deux jours au Rwanda.

La délégation de la police du Malawi de 4 personnes était accompagnée de 2 autres officiers supérieurs du Service de Police de la Norvège. Cette dernière est actuellement en partenariat avec le gouvernement du Malawi pour faire avancer le profil de maintien de la paix de ce pays. Cette délégation au cours de cette visite à la RNP avait comme objectif d’apprendre les meilleures pratiques en missions de maintien de la paix internationale.

ACP Mandala a également noté que a noté « la RNP a été choisie pour cette visite d’étude en raison de sa réputation, le professionnalisme et sa contribution dans des missions de maintien de la paix de l’ONU ».

Au cours de leur tournée, ces hauts gradés de la police malawite ont aussi visité la Direction Générale de la RNP et a eu des discussions avec l’Inspecteur Général de la police (IGP) Emmanuel K. Gasana. Ils ont également visité l’Ecole de la police de Gishari, District de Rwamagana, à l’Est du pays qui héberge le Centre de formation de maintien de la paix. Ils ont en outre fait une visite au Collège des cadres de la Police Nationale à Musanze ainsi que Isange Centre One Stop et l’hôpital de la police de Kacyiru.

« D’après ce que nous avons vu et appris à Gishari et à Musanze, nous avons remarqué un grand sens de professionnalisme, le développement des infrastructures et de la formation prouesses. Ce qui explique pourquoi et comment la RNP a été en mesure d’offrir des services de maintien de la paix exemplaires. Ce sont exactement le genre de leçons que nous espérons », a déclaré Mandala.

Le commissaire norvégien de police (CP) Bjorn Hareide, a ajouté que son pays dispose d’un solide partenariat avec le Malawi visant à renforcer leurs services de maintien de la paix. Les deux pays ont décidé d’apprendre l’expérience du Rwanda pour rationaliser les programmes de maintien de la paix du Malawi. « On s’attend que la police du Malawi fasse ses missions de maintien de la paix avec le plus grand professionnalisme comme la RNP », a promis Hareide.

La délégation du Malawi est l’une de nombreuses autres délégations à avoir visité  la RNP pour prendre différents aspects tels que la formation, la police communautaire, le maintien de la paix, la réduction et la prévention de la criminalité. Les pays qui ont déjà envoyé leurs délégations au Rwanda pour apprendre de la RNP sont le Bénin, Burkina Faso, Zambie, Nigeria, Sénégal, Irlande, etc.

Les députés réunis pour le projet de l’amendement de la constitution

Le Parlement du Rwanda s’est réuni hier en session extraordinaire pour étudier le projet de l’amendement de la Constitution. Ce projet a été présenté par la Commission de 7 membres en charge de ce projet.

Après une série de questions et de propositions suivie de réponses, ce projet a été approuvé par après un vote de 71/74 députés. Les députés ont proposé d’autres articles à modifier mais surtout l’Article 101 que des millions de Rwandais veulent à tout prix qu’il soit amendé pour le 3e mandat du Président du Rwanda.

Le vote s’est passé dans la calme et sérénité et parmi les 74 députés, 71 ont voté pour le projet de l’amendement de la constitution. Un député s’est abstenu tandis deux autres étaient nuls.

« Le pouvoir est donné par le peuple. Le peuple va élire le Président de la République pour un mandat de sept ans. Après ce mandat, le Président de la République sera candidat à sa propre succession. Et le peuple pourra voter pour lui ou pas », a précisé la vice-présidente du Parlement,  Hon. Jeanne d’Arc Uwimanimpaye.

Avec l’approbation de ce projet, ça va permettre à la Commission en charge de la Constitution de poursuivre son travail qui consiste à modifier 170 autres articles de la Constitution qui ne répondent plus aux à la situation actuelle.

Ensuite le projet sera présenté au Sénat qui est la seule instance habilitée à décider s’il faut organiser un Référendum sur la Nouvelle Constitution.

Des millions de Rwandais veulent que Kagame  soit reconduit au 3e mandat de sept ans renouvelables de façon illimitée. Plus de 4 millions de Rwandais attendaient toujours ce qu’ils ont réclamé par le biais des pétitions.

Après la descente sur terrain des législateurs, ils étaient sous pression de faire avancer ce projet de lois en conformité avec la volonté du peuple.

Les Ministres Mushikiwabo et Lavrov lors d’une conférence de presse à Moscou

Invitée par son homologue russe Russe, Sergueï Lavrov, la Ministre Louise Mushikiwabo a effectué une visite de travail à Moscou, la capitale de la Russie. Cette visite s’inscrit dans le cadre du renforcer des relations bilatérales.

« Je m’attends à recevoir bientôt Sergey à Kigali depuis que je suis venue ici, c’est son tour, je vais l’accueillir au Rwanda », a déclaré Louise Mushikiwabo à Moscou lors d’une conférence de presse avec homologue Sergueï Lavrov.

« Le Rwanda et la Russie ont eu de bonnes relations diplomatiques depuis les années 1960. Nous avons rouvert nos ambassades il y a deux ans et j’ai toujours voulu venir à Moscou. Nous avons besoins de faire plus de businesses entre les deux pays », a rappelé Mushikiwabo.

Selon la ministre, le Rwanda et la Russie vont s’asseoir pour dégager une gamme de propositions dans les affaires. Ella remercié la Russie d’avoir formé beaucoup d’ingénieurs rwandais.

« Nous avons pensé que l’un des moyens de renforcer ces relations déjà existantes est de s’assurer que les peuples voyagent entre les deux pays faire les affaires et le tourisme. Le Rwanda appartient à l’EAC anglophone et  l’Afrique centrale francophone. Ce qui est un avantage pour nos partenaires qui viennent dans la région », a-t-elle précisé.

Au cours de leurs entretiens, les deux dirigeants ont aussi discuté sur d’autres questions africaines et internationales. «  Nous avons échangé aussi sur la façon de gérer les conflits plus particulièrement en Afrique. Nous avons aussi été informés sur la situation en Syrie et l’implication de la Russie même si le Rwanda est loin de ce pays».

Rwanda army off to South Africa for AU exercises

Kigali, 14 October 2015

A total of 41 officers and men of Rwanda Defence Forces left Kigali on 14 October 2015 to the Republic of South Africa to participate in the African Union Commission Field Training Exercise codenamed Amani Africa II. The Exercise will be conducted at the South Africa Army Combat Training Centre (CTC) in the Northern Cape from 17 October to 7 November 2015.

Rwandan Contingent led by Lt Col Martin Kagarura will engage in a series of military exercises aimed at evaluating the readiness of the African Standby Force (ASF) and its Rapid Deployment Capability (RDC) towards achieving full operational capability by December 2015.

The Republic of Rwanda is participating in Amani Africa II as Eastern Africa Standby Force (EASF) Member State and a Volunteer Nation to the African Capacity for Immediate Response to Crisis (ACIRC).

Briefing the contingent before leaving for South Africa, the Army Chief of Staff, Maj General Kamanzi Mushyo urged them to represent Rwanda adequately and to make friends while working together with other Contingents.

“Bear in mind that you are going representing Rwanda and the RDF, maintain discipline and make friends for Rwanda and the RDF, we have no doubt that you will represent us as it is required”,  the Army Chief of Staff emphasised.

Amani Africa II Exercise is set to be conducted in two phases. The Participants in the first phase will have training drills on “Rapid Intervention Scenario” in the cases of genocide or other major violations that require ASF to intervene within 14 days. For the second phase of the Exercise, the Participants will be exercising on the deployment of Peacekeeping Force.

The first Continental Exercise (Amani Africa I) to evaluate the operational readiness of the ASF was conducted in Addis Ababa, Ethiopia in October 2010; Amani Africa One was a Command Post Exercise.

The contributing countries to the Exercise are Angola, Algeria, Burundi, Botswana, Democratic Republic of Congo, Egypt, Ethiopia, Gambia, Ghana, Kenya, Lesotho, Malawi, Mozambique, Namibia, Nigeria, Rwanda, South Africa, Swaziland, Uganda, Zambia and Zimbabwe.

After miserably losing a court battle to block a bill that will allow amendment of the constitution, Rwanda’s Democratic Green Party (DGPR) is now seeking President Paul Kagame’s intervention.

It’s the last resort, they believe. “I believe as this does not put him above the law and it’s part of the constitution for us to appeal to the president who is listed as the protector of the constitution to avoid the abuse of the constitution,” the President of DGPR, Frank Habineza has exclusively told News of Rwanda.

Habineza’s move comes after the Supreme Court on October 8, tramped his controversial court case suing the government against the amendment.

Four days later, 96% of MPs voted in favour of a bill seeking to amend the current constitution.

Among the amendments, is article 101 limiting an incumbent to only two 7-years terms. Four million Rwandans signed a petition demanding that the article be scraped or revised. Once approved, Rwandans will go to a ballot and vote.

The DGPR says it will contest and fight this referendum tooth and nail. And they are, at least publically, the only party contesting.

“As promised, we submitted our request to His Excellence the President of Rwanda regarding the non-lifting of term limits,” Habineza said.

DGPR says they are equipped with a provision in article 98 of the constitution that obliges the president to solely protector he constitution.

Article 98 of the constitution states that the President is the, “guardian of the Constitution and guarantees national unity. He or she guarantees the continuity of the State, the independence and territorial integrity of the country and respect of international treaties and agreements”

However, Chief Justice, Prof. Sam Rugege has poked holes in Habeineza’s argument. In the highly anticipated ruling, he told DGPR that, “amendment of the constitution is not against democratic principles, contrary to the complainant’s allegation.”

Ironically though, Habineza does not say much about other amendments such as a proposal to increase women representation from 30% to 50%. He has placed all his eggs against the presidential term limits.

His fear, understandably, is the fact that President Kagame enjoys mass popularity across the country, also considering the fact that the constitutional amendment was forced into parliament by the public.

Once voted as proposed therefore, Kagame has almost 100% margin of winning against any candidate, only if he accepts to run. Rwandans say Kagame has given them peace, security and prosperity and thus should stay, but he has on several times insisted he will not be forced to run. He has placed demands and conditions as well.

In fact, he has said he believes the constitution should not be amended unless he is convinced “beyond reasonable doubt” why people need him to re-run.

The Green Party is now ridding on his views. Habineza is optimistic that Kagame will listen to his appeal, referring to a number of times when the President publically stated that if given an option he would not run for another term.

“The president has on countless times stated that he does not want to run for a third term and he is on record for this,” Habineza told News of Rwanda.

But the irony in Habineza’s approach is defined by the refusal to back off after both the legislature and the judiciary trashed his contestation. Appealing to the executive is now seen as “the horse’s last kicks”.

Indeed President Kagame has always been in support of DGPR’s moves from day one, especially when he said their lawsuit was “exercising their constitutional right”.

This time around, what will come out the apparent ‘appeal’, no one knows, because even Habineza himself has not announced what was entailed in the appeal. He told News of Rwanda late last night that, “No more details will be shared.”

Facebook to launch Kinyarwanda version at transform Africa Summit

Rwandans will effective next week start enjoying a new local version of Facebook-a social media platform that has connected the World.

The New Kinyarwanda version of Facebook will be launched during the Transform Africa Summit due on Monday 19 to Wednesday 21, in the capital Kigali.

“The whole Facebook interface will be changed into Kinyarwanda,” Didier Nkurikiyimfura, Director General of ICT in the ministry of Youth and ICT told News of Rwanda.

By Monday afternoon, Rwandans could be clicking on Facebooks’ Kinyarwanda icons to access social media services.

“The new Kinyarwanda version will be applicable immediately after the launch during the summit,” Nkurikiyimfura told News of Rwanda.

If added, Kinyarwanda will become Facebook’s 10th language added to its Africa and Middle East languages used on the social media platform.

Founded on 4 February 2004 by An American IT entrepreneur, Mark Zuckerberg, Facebook uses 95 languages across Africa and Middle East, Americas, Asia-Pacific; Eastern Europe as well as Western Europe.

The social media platform enjoys millions of subscribers, with tens of thousands of multinational companies using it as a sources of information and advertisement.

Le Rwanda est hôte pour la 2e fois consécutive d’une conférence internationale sur les ICT « Transform Africa 2015 ». C’est à partir du 19 jusqu’au 21 Octobre 2015 à Kigali Serena Hotel avec comme thème « Accelerating Digital Innovation ».

Une dizaine de Chef d’Etats et plus de 2500 participants vont y participer dont 1500 Rwandais et surtout les jeunes.

Didier Nkurukiyimfura, DG au sein Ministère de la Jeunesse et des ICT (MYICT), qui est parmi les organisateurs de ce grand sommet, affirme que « ce sommet va examiner comment les politiques des pays peuvent se baser sur les ICT pour accélérer leur développement ».

« Ce sommet de 3 jours est aussi un moyen pour les Chefs d’Etats de donner les grandes lignes dans la politique des ICT vers le développement », a ajouté Nkurukiyimfura.

Fidèle Ndayisaba, Maire de la Ville de Kigali appelle les Rwandais en générale et ses habitants en particulier à profiter de cette période pour promouvoir l’image de la ville et faire leur business. « Il y aura des milliers de participants étrangers et ils ne vont pas rester dans les salles de conférence. Ils seront logés dans des hôtels et vont circuler dans la ville à la découverte de ce qu’ils peuvent acheter, consommer, etc. ».

Un fond de bourses pour les programmes de 3e cycle sera lancé et ce fond se trouve au Rwanda tout comme le secrétariat de Transform Africa.

Ç’est une opportunité pour les universités du Rwanda et d’ailleurs de démontrer leurs capacités de donner ses études.

Growth of Apps development in Rwanda as mobile companies go creative

With the creative fingers and minds of app gurus in the country, Rwanda is moving towards a Information Technology hub in the region as more mobile phone enable applications continue to be developed by the young generation.

With the internet being accessible, cheaper and powerful (4G) internet introduced to Rwanda, there has been a growth in applications development, but communication companies in Rwanda have taken up this as a competition platform.

Some of the app developed over the years include- educative games, culture, service sector monitoring, and e-ticketing among many others, but this has been with the support of IT companies under the Hack Out Loud (HOL) platform which gathers tech innovators, business leaders, educators, students, young professionals, and other shapers of Africa’s future.

At Events like the annual Grand Products Launch and Innovators Graduation various students have been able to showcase new mobile apps that deliver groundbreaking tech solutions for the African market, especially in Rwanda.

In efforts to support Rwanda’s Local Mobile Application development industry, Airtel Rwanda has sponsored a total of 10 Mobile Application developers with free Airtel Internet experience for three months in addition to smart tips on how to monetize their Mobile Applications.

Other companies like Tigo Rwanda have also taken up the same challenge with innovations such as the Digital Change-makers Competition- which is now in its fourth year.

The fourth edition of the annual Digital Change-makers Competition 2015 has so far 488 registered applications have been received as well as 256 qualifying for the 2nd round.

The competition supports Digital Changemakers with Tech ideas and initiatives that improve communities and the lives of children.

Initiated by Tigo Rwanda and run in partnership with non-profit organization, Reach for Change project will search for two digital social entrepreneurs who have solutions to some of the pressing issues facing Rwandan children and communities today.

The two winners will each win a prize of Rwf 14 Million as well as expert guidance and support to implement their ideas.

“This year’s edition has received a strong growth in entries and we see this as a sign that social entrepreneurship is booming in Rwanda.” said Chantal Umutoni, Deputy CEO, Tigo Rwanda during the selection process.

Tigo Digital Changemakers is a partnership between mobile network operator, Tigo Rwanda and international non-governmental organisation, Reach for Change.

Rwanda’s Minister of Youth ICT, Philbert Nsengimana has said that the current growth of local talent in the mobile application developers’ world is a big step in the right direction towards realising Rwanda’s dream of becoming a regional ICT hub.

Since the service sector is a priority to the Government of Rwanda and the One-UN Rwanda, this has resulted to seeking for more solutions to improve the sector through IT solutions but at the same time making the apps development a lucrative opportunity.

This has seen the launch of the competition for software and a software product development that can be utilized through mobile phones and be used by citizens for continuous feedback on the level of public service delivery by the authorities.

The contest focuses on the public sector and app developers will have to come up with a product that enables government to have easy searchable information regarding service, citizens to make enquiries on different public services and subsequently report corruption and poor service delivery

Now in its third stage of implementation, proposed preliminary prototypes for the mobile solution were presented at the next Google Hangout at the beginning of June 2015, and the selected teams have started working with technical teams at Think Hub in Kigali, and or other experts of their choice in Rwanda.

Eligible competitors are aged from 18 years above and must be of Rwandan nationality and permanent resident of Rwanda, however female innovators/developers are encouraged to apply. The ultimate winning teams are awarded with the 1st Prize of USD 5,000, 2nd Prize of USD 2,000 and 3rd Prize of USD 1,500.

Government says that Public service delivery is therefore considered as one of the priorities in two pillars that will deliver Accountable Governance objective for EDPRS II and the 2012 baseline on the citizen satisfaction regarding the service delivery at the local level was 70.4%.

First phone enabled 4G launched in Rwanda

Tigo Rwanda the second biggest telecom company in Rwanda has become the first of three major telecos to launch the fourth Generation (4G) internet services on smart phones.

The service was launched alongside the ongoing Transform Africa Summit 2015, in Kigali. The event was officiated by the Secretary General of the International Telecommunications Union ITU, Houlin Zhao, Rwanda’s minister of Youth and ICT, Jean Philbert Nsengimana, and Rwanda Development Board, CEO Francis Gatare.

This comes at a time when rolling out of 4G internet has been facing difficulties in subscription as a result of high costs compared to the 3G and 2G internet but Tongai Maramba the Chief Executive Officer of Tigo Rwanda says the company is going to consider reduction of the prices as they continue disseminating the services to its esteemed clients.

Maramba said Transform Africa was the right platform to present the biggest 4G LTE news since 4G was unveiled in Rwanda in 2014 and the company is determined to make the services more accessible and cheaper.

“Allowing our customers to take 4G high speed internet with them without interrupting voice services aligns well with the summit focus this year – ‘Accelerating digital innovation’. As Rwanda’s leading Telecommunications and Internet provider, I am delighted that we have attained this milestone”

This 4G on mobile services was rolled out a few weeks ago and a user is only required to upgrade their simcard to 4G internet or purchase one at Rwf1000.

Han-Sung Yoon, Chief Executive Officer of Olleh Rwanda networks which operates the 4G internet said that over the past one year since 4G commercial launch, the critical mission has been expansion.

“The 4G network is expanding towards our target coverage of 95% of the country by 2017; the service expansion is on track with such partnership with Tigo- Rwanda. Together, we look forward to providing exceptional digital experience and value to users of 4G services through various innovative solutions.” Yoon said.

Rwanda Development Board, CEO Francis Gatare, called on other telecoms to emulate the example of Tigo Rwanda as a ways speeding up the 4G internet penetration in Rwanda.

The Prime Minister of Rwanda, Anastase Murekezi has said there is need for Africa leaders and other stakeholders to renew their commitment towards Africa’s digital revolution. Speaking at the opening ceremony of the transformAfrica2015 summit in Kigali on Monday, the Prime Minister said that there is a need for full commitment in accelerating social economic transformation through ICT.

“This summit is therefore a golden opportunity to share lessons and renew our commitment towards sustaining Africa’s digital revolution,” he noted

The Prime Minister noted that the use of ICT in all sectors is the best approach towards driving social economic development across the continent.

“ICT is a good and inclusive medium of development in which our youth especially will participate and drive social economic change through innovation and entrepreneurship,” he said

The three day summit that started on Monday offers a platform for dialogue and deal making between governments and the private sector on technology solutions for Africa’s socio-economic transformation.

It is also expected to provide space for young innovators from Africa and the beyond to showcase their potential for creating home grown disruptive innovations, raising awareness of the limitless potential for women empowerment through technology (GemTech).

Hon. Murekezi said that the 2015 transform Africa summit will build the success of the 2013 transform Africa which has already made great strides.

Accordingly, seven heads states met in Rwanda in 2013 to discuss where Africa had so far gone as regards the implementation of the resolutions in 2007 in Connect Africa conference.

Murekezi said that since the 2013 transform Africa summit, Rwanda took strides in laying the fiber optic in 30 districts which has improved service delivery as well as cutting cost of doing business.

“Indeed it is because of the broad band connectivity that the number of mobile connectivity is increasing,’ the Prime Minister further explained.

However, this digital revolution is creating new challenges which necessitates home grown initiatives, innovative win- win initiatives.

 

Rwanda Says Gen.Karake Arrest Warrant not valid Anymore

Rwanda has dismissed anonymous claims that the arrest warrant against Gen. Karenzi Karake the country’s Head of Security and Intelligence is valid.

Johnston Busingye, the Justice Minister and Attorney General referred to the arrest warrant claims as false, misleading and unknown to law.

Anonymous sources ‎within the Spanish Judiciary have been claiming that Gen. Karenzi’s arrest warrant was still valid.

“Gen. Karake’s case in the UK crumbled on account of the Spanish Judicial Authority’s own admission that it could not discharge the burden of proof required for a decision to extradite,” Busingye said.

The release of General Karake on August 11 came after the UK courts ruled that the general committed no offence that could be prosecuted in both England and Spain.

Busingye explained that the Spanish Supreme Court on 25th September clearly ruled that it did not satisfy the requirements for trial under the Spanish Universal Jurisdiction Law.

“After this Supreme Court decision the question of whether the UK notified Spain of the decision in Gen. Karake’s extradition case, even if it were true, becomes moot” Busingye explains.

Gen. Karake was released by UK justice in August this year, two months after he was arrested in London, UK.

After the UK court ruling, Busingye says, “It’s now the moment to engage constructively. I now expect the arrest warrants to be cancelled, if not cancelled already, transmission of the investigation file to complement the one in Kigali and warm and professional collaboration between the respective Spanish and Rwandan institutions on all subsequent steps.”

President Paul Kagame had described the arrest as a form of “western arrogance and contempt”.

Upon release of Karake on August 11, Busingye said the matter had not ended; Rwanda was to be compensated for a needless prosecution.

Mobile enabled medical consultancy comes to Rwanda

Having medical consultation and assistance in Rwanda will be made as easy as tapping on a mobile phone application to have a doctor or medical expert, as soon as Babylon health enters Rwanda next year 2016.

Officials of Babylon health are eyeing their entry into Rwanda as one of the first, among third world countries to invest their operations, which are mainly based in Europe.

With Babylon health entering Rwanda, the move is expected to improve access to health services, cut on time spent to get a medical consultation.

One will only have to interact with the doctor or medic through the phone. For example with a simple headache or stomach pain, one will be able to get prescription through a mobile enabled application from any of the doctors on the platform.

With the already existing 4G internet, the services are expected to attract many users in addition to over 100,000 users in Europe.

“We have already started talking to the government and various telecom companies before we start business here. So far all has gone well and we look forward to expand to Rwanda as a priority country in Africa” said Tracey McNeil, the Chief Clinical Officer at Babylon Health
