Gicumbi Liquor smuggling dens busted

Smugglers and their loot

Police have uncovered dens where smugglers of liquor from the neigbouring Uganda have been doing their business.

One of the houses is found in Kabuga Cell, Mukura Sector in Gicumbi District. About 250 bottles of various types of liquor were found here.

The smugglers named Francine Murerwa, 32, Chantal Uwamariya and Violette Ugirumurera both 34, are currently held at Byumba Police Station.

According to Police, they were arrested at about 10:30pm after being found in possession with the smuggled goods, which included over 200 bottles of Africa Gin, sneaked into the country from Uganda through illegal entries.

Supt francis Gahima, the Gicumbi District Police Commander (DPC), who confirmed the arrest, said the trio, who were headed to Kigali, had travelled in a transit vehicle to beat security along the Gatuna-Kigali highway.

“They were traveling in a transit vehicle, but it got involved in an accident along the way. When we arrived at the accident scene, out of suspicion, we checked their luggage and discovered the liquor,” said Supt Gahima.

According to  Gahima, smugglers have some specific places in Gicumbi where they sit and send some people to bring them goods – one-by-one – through illegal borders, until they get the required amount of the merchandise they need.

The smugglers are also said to be conniving with drivers of heavy trucks to transport them as well as their goods to Kigali.

“Just like it has been the case of fighting other crimes such as drug abuse, we have also devised new strategies in partnership with the community and our Ugandan counterparts to ensure border security including combating smuggling,” he explained.

“We have had meetings with our counterparts in Uganda and there are agreements signed by Rwanda National Police (RNP) and the Uganda police to cooperate in fighting crimes, and this has contributed much in combating crimes,” said Supt Ndoli.

In August, Rwanda and Uganda police forces agreed to conduct joint operations at all border entries linking the two East African states to stamp-out security challenges.

Regional police Commanders (RPCs) from the Northern and Eastern Provinces in Rwanda and those of the South and South West on the Ugandan side were tasked to identify “all unnamed entry points” which will see police posts and other infrastructures erected at these points.

Rwanda National Police also signed a Memorandum of Understanding (MoU) with Rwanda Revenue Authority (RAA) recently to formalize the existing partnership and streamline cooperation in fighting fraud, which is facilitated by the porous borders.

The agreement will see RNP help the tax body in preventing, detecting and investigating cases related to combating tax evasion and smuggling among others.

Rwanda National Police currently has a unit – Revenue Protection Unit (RPU) –to combat fraud.

Blaming Rwanda on DRC Instability overlooks vital realities

The international community risks hurrying into the trap by wrongly taking the DRC crisis, putting the luggage of problems over Rwanda’s shoulders though this ignores vital truth on the ground which might have a significant impact of encouraging a very long civil war; as signs of quick solutions for the area seems to be yet distant.

According to the UN Secretary General Ban Ki Moon, most states which attended a high-level meeting in New York (on the sidelines of the U.N General Assembly), with Rwandan president Paul Kagame and Congolese president Joseph Kabila “condemned all forms of external support” to the rebels.

But apart from accusing Rwanda and adding other unnecessary complains, there were no answers to some questions that need immediacy attention other than continue alleging Rwanda as sponsor to M23. There should be answers to questions like: What is the real cause of insecurity and instability in eastern DRC and what can be the solution?

How can Rwanda stop supporting M23 while the support never existed according to the Government? Does this mean the real roots of insecurity and instability in DRC is caused by Rwandaphones and do not involve other tens on armed groups in the area? Then one must also tell the World the reason of rebellions in DRC.

In addition, it is not clear who is supposed to define the Rwandan alleged support to the M23 and who will declare the support has stopped, or never existed in case this so called proficiency report will be undoubtedly proved wrong and malicious.

Before suggesting sanctions and put pressure on neighboring countries like it’s the case for Rwanda, the international community must step up for answering those questions.

The international community is omitting a very key point, which must be looked on and need a long term treatment; that’s the DRC leadership. Independent political analysts have been arguing that DRC needs a strong leadership which has been missing for many years.

This has led to many consequences including insecurity and human rights abuse. More than forty armed groups are counted in eastern DRC. The country has been hit by corruption which forced government soldiers and rebels to collect illegal tax from the population.

The inadequate treatment of the soldiers who cannot regularly get their salaries and other benefits and the fail of installing strong institutions are among the reasons of such instability.

Last week, a scandal of imaginary government employees was announced DRC, and that costs above 8 billion CFA francs. Pacifique Issoibeka, the former DRC finance minister had warned the Congolese authorities in 2010, that 60% of the public procurements were phony.

It is obvious to all what can happen in terms of the national security considering such a disorder in the public affairs’ management.

 

The international contradiction is, some countries have suggested the sanctions against M23 chiefs and others wanting them to be brought to justice, yet there are some others who are in contact with both sides for the sake of the solution.

The US secretary Hillary Clinton and other countries representatives have shown their positions on the issue, by suggesting M23 chiefs to face justice.

Meantime, the International Conference on Great Lakes region (ICGLR) has recently commissioned the Chairperson of ICGLR and President of Uganda, Yoweli Museveni to continue political talks with M23 in agreement with DRC and ICGLR members. Is that not a contradiction?

“…..It is something that generates interest, but we are short of a real concept of operations and this is why a lot of work needs to be done,” said U.N. peacekeeping chief Herve Ladsous after the meeting in New York. Although the UN officials seem to be pessimistic about the force, it may be unnecessary if an agreement is reached between DRC and M23 rebels with Yoweri Museveni as head of mediators.

 

 

 

The case for Rwanda: Injustice won’t be tolerated

Amid a barrage of hostile international headlines and donor indication that funding is going to be tied to how events play out in war-torn Democratic Republic of Congo, Rwanda is fighting back; and this time hard. This counter-onslaught is being led by President Paul Kagame who now insists Rwanda will not succumb to the “injustices” coming from the west, which he says is “dead wrong” with accusations of rebel support.

Over the past months, especially since June this year, Rwanda has found itself in the spotlight over alleged role in the current rebellion in eastern DRC. Two UN reports have been published, which Kigali has dismissed in their entirety. In media interviews and speeches, President Kagame and Foreign Affairs Minister, Louise Mushikiwabo, have taken turns to lambast the UN reports, as well as similar accusations from groups like Human Rights Watch.

In the latest defense of Rwanda’s position, President Kagame spent much of his address at the launch of the judicial year 2012-13 at Parliament on September 04, tackling the Congo conflict. Rwanda’s donors and colonial master Belgium also got their fair-share of scrutiny.

“Law of the jungle”

Mr. Kagame said that there was no doubt Rwanda’s judiciary has improved. Rwandans had trust in the reformed judiciary, he said.

“The problem that is here is not that we don’t have the ability to handle some of the cases,” said the President.  “Whatever the case, no one can deny the fact that our history should not be neglected …. We have to build our own capacity and homemade solutions for our country”.

President Kagame said when it comes to Rwanda; international justice is being mixed between politics or justice. The dividing line is very hard to find, Kagame told his audience, noting that international law was intended to control Africans.

Using the analogy “carrot and stick” to explain the manner in which the west deals with Africa, he said sometimes the carrot is put before the Africans and when they delay to eat it, they are beaten, and directed to do what the donor wants. Without specifically naming it, the President also criticized the manner in which the International Criminal Court (ICC) operates, describing it as the “law of the jungle”.

“In places where there are crimes, this justice is not taken there. They take the so called international justice only to places where they have interests,” said the President.

He added: “In English they say: You break [the law], you own it, but they turn it around and break it and want us to own it. We are not going to own it, we are not…even with these daily threats of aid, what threats, you are just dead wrong…”

DRC government: “ideologically bankrupt”

Turning to DRC, Mr. Kagame pointed out that the current uprising in the east had been caused by “people who are known to everyone and to themselves”.

He said amid massive applause: “Long ago we used to be under the same territory of Rwanda-Urundi-Congo- Belge…do you remember? Some of these people think that this is how it still is. This is not how it is. Rwanda is no longer under the Rwanda-Burundi- Congo- Belge…Zero!”

“The people, who caused the problems in Congo, are there and they have been aware of this problem for decades. But at the end of the day they ask Rwanda to take responsibility for the presence of Rwandophones in Congo?!…Those that took these Rwandophones there should answer this question…”

“…we Rwandans are better off standing up to this bullish attitude. The attitude of the bullies must be challenged, that is what we live for, some of us. We are better off that way…”

In a mixture of English and Kinyarwanda, as western diplomats and senior government officials listened at the Parliament building where the function was held, President Kagame wondered why the government of DR Congo was not taking any blame for causing the current crisis.

Rwanda, he said, has become the target in the face of the blindness of the international community, which deliberately overlooks the responsibility of the Kinshasa government.

“Whether it’s the M23, leaders in Congo or the international community, to me, they are all ideological bankrupt because they cannot define properly a simple problem,” said the president.

“They keep running around…For over a decade you keep blaming Rwanda for the problems of Congo. Why don’t they have enough courage to blame themselves and take part of the responsibility, before anyone else will takes their responsibility… What is this black mail all about – is it aid?”

Defending Rwanda’s record

Mr. Kagame told his audience in the live-televised speech that the attacks on civilians were being carried out across DRC – even in Kinshasa “in broad daylight” but were not being condemned by that country’s government or by the West. Alluding to the various international agreements that have been established aimed at preventing aid being attached with strings; President Kagame said western nations had undermined their own commitments.

“There is no country in this world that receives aid and accounts for it better than Rwanda. There is none…” said the President. “…am not sure that these people who give us aid want us to develop. No! They give you aid and expect you to remain beggars. They give you aid, so that forever you glorify them and depend on them…and they are using it as a tool for control and management.”

“Our new Rwanda, must be different …and I will not stop telling my fellow brothers and sisters, Africans, to just wake up and know that wherever it happens, some of them invite it and are not ready to stand up to the challenge. They better stand up and get ready to stand up this challenge.”

The President added in reference to FDLR rebels who the international community seems to have ignored: “There is a bigger territory where worse things are happening … So if you ask me to condemn people or to blame them for anything, I know where to start from.”

“This persecution of people even at an international level is just unbecoming,” Kagame said to applause. “Freeze aid to Rwanda, freeze, freeze … This injustice does not make us compliant, this injustice makes us defiant.”

No apology fighting for Rwanda’s “agaciro”

The occasion also coincided with the swearing in of senior government and military officials. Among the officials sworn-in were Maj Gen Frank Kamanzi Mushyo who was appointed the Army Chief of Staff for land forces; and the Ombudsman, Aloysie Cyanzayire. The latter is the former chief justice.

As the President came to the close of his 58-minute hard-hitting speech, he turned to internal politics. He said some countries were not comfortable that Rwanda had made significant progress – as Rwandans struggled hard to have a descent life.

“We are doing our best, we are trying our best, to take this country forward, to unite our people, to give them a descent living like those people have – they think we don’t deserve it,” he said.

He advised Rwandans to stay “decent and disciplined”, and reminded Africans that most of the insults and injustices are happening because of two reasons: that some Africans make big mistakes, and there were grave weakness in leadership.

The President said: “You should not accept to be victims. You must work to improve your life – no one else will do it for you. Let’s continue to do our best and get the best out of the very little we have in our hands. Let’s continue to be decent people. They think we don’t deserve the same development…why should the Rwandans accept that. Why?”

Kagame called on Rwandans to exemplify him by standing up for their dignity (Agaciro), sovereignty and value for their country. He said Rwandans should get accustomed to the “power of refusing injustice.”

“You will keep hearing from me on this,” said the President amid more applause, adding: “That’s why you hired me. And I would be happy that some of you, or all of you should be thinking about how to continue with this attitude of granting ourselves dignity.”

He added: “I want to beg you so that even after me, you should have somebody who continues on the same path. In fact, this should be the qualification that the one who will step in, or stand, or seat in my position, should be [able] to fight for these Rwandans and beyond.”

 

 

 

 

 

Rwanda | Nyamasheke: JADF members accomplish training at Sector level

On October 3rd 2012, Joint Action Development Forums (JADF) has accomplished two days training at sector level in Nyamasheke district.

Organized in association with SNV (non-profit International development organization established in Netherlands) and Nyamasheke district, the training was aimed to strengthen development forums.

According to the trainer Sylvestre Musengimana, the training was organized in order to explain to the residents about JADF, how it operates and its members at sector level.

In addition the training was to ensure effective service delivery of Joint Action Development Forums through idea and experience sharing.

Closing the ceremony, JADF president at district level Charles Bahizi denoted that trainings are of great importance for the JADF members in carrying out their duties.

JADF president pointed out that development is still at low pace in sectors and cells, saying nearest development partners should take part in the implementation of development programs.

JADF members in the sectors were asked to work together and in time in order for performance contracts to be executed successfully.

On the other side, the participants after the training committed to put into practice and share the knowledge with other residents.

JADF supports the district development by implementing different programs in different sectors.

Rwanda : Undetonated explosives still posing danger

Unexploded ordnance (UXOs)  are weapons (bombs, bullets, shells, grenades, and land mines that did not explode when they were employed and still pose a risk of detonation.

Rwanda like any other country that experienced war from the 1990s inherited a lot of undetonated explosives. In the Northwestern Region, a lot of explosive weapons were left scattered beneath the soil. These explosives pose a lot of danger today.

According to Police, on October 3, 2012 three tortoise grenades were recovered. One was recovered next to the parliamentary building where COTRACO is currently building a retaining wall while two others were recovered in the ceiling of SP Petrol Station house in Nyagatovu cell, Gitarama Sector in Muhanga District. The examples are a clear indication that these weapons are still at large.

Police statistics show that in the last four years, about 30 people were killed by such explosives while about 300 others were injured.

Governemnt put in place a team of experts in demining exercise to get rid those UXOs and to also sensitize the public to beware of such dangerous explosive weapons.

The sensitization process includes displaying to the community various types of explosives and the way they should avoid them.

“This has in return helped the community have prior knowledge on those deadly munitions and also take precautions to keep away from them. They in the process joined the campaign and a number of people showed where some of these ammunitions were kept or hidden.”

Note that some people especially children, were [and still] killed by these explosives, unknowingly, trying to play around with them.

These efforts the police say have since paid-off since many of these ammunitions have been recovered and disposed off. But the few which are still out there pose a threat to people’s lives, especially children, and the public is cautioned to beware.

Everyone is called upon to take preventive measures and report any suspicious device, avoid touching them and notify the nearby security organs or other concerned Institutions.

Kagame’s historic speech in Parliament

President Kagame on Thursday (October 04) delivered what some commentators are describing as a ‘life-time’ or ‘historic’ speech in Parliament as he launched the judicial year 2012. Some have called a ‘no-mincing-words’ address, in which he spent much of the 58-minutes lambasting the west, DR Congo government and critics in general. At some point, he branded the Congolese government as “ideologically bankrupt”. For those who were expecting the usual scripted talk, you missed out. And for the first time, he laid out the standard on which future Rwandan leaders should be selected. We bring you a word-by-word transcript of the speech.  Read below:

Members of the Diplomatic Corps

I greet you all and thank you for being here with us during this event.

I especially thank everybody working in the judiciary which is responsible for the justice in Rwanda.

We are here for two reasons:

The first is to witness the swearing-in ceremony of Hon Mukakarangwa Clothilde, Madam Ombudsman, Cyanzayire Aloysia, and the Army Chief of Staff, Land Forces, Maj Gen Frank Kamanzi. I take this opportunity to welcome them and wish them the best in their new appointments.

We are also here to launch the 2012-2013 Judicial Year. This is an opportunity to present to Rwandans the new plans for the judicial year. The two ceremonies, though different, are complementary. The swearing-in of some officials linked to the justice sector and the new judicial year both aim to give Rwandans confidence in their country.

The Office of the Ombudsman like other judicial institutions exists to protect Rwandans. These institutions defend the freedom of the people, which cannot be possible without security in our country.

Ladies and Gentlemen;

Let me get back to the launch of the new judicial year.

There is no doubt that the Judiciary in Rwanda has greatly improved. Many Rwandans have trust in their Judiciary and so does the international community. The international community has recognised this progress and this is why there is now good collaboration in transferring cases to be tried in Rwanda. Any other excuse not to transfer cases here can be interpreted in another way, but not because our judiciary doesn’t have the capacity. Cases which have not yet been transferred are a result of external hindrances and political reasons that we cannot solve. So, we leave that to the international community.

What is in our power is to continue to find strategies to strengthen our judiciary and transparency in the judicial sector. We need to do this by fighting all corruption and misuse of public funds. Just as we demand quality service delivery from other public officials, so do we of the judiciary. I call upon Rwandans to seek their services and play their role in supporting these institutions so that all problems can be solved. History has taught us that we need to continue building our capacity for home-grown solutions to the problems of our country.

Although our judiciary has generally improved significantly, we still have challenges that we cannot control – those originating from the external justice. All our efforts have not stopped some foreign jurisdictions from misinterpreting us, especially when it comes to building our countries and our continent. In fact, this applies to developing countries in general.

As far as Africa is concerned or Rwanda in particular, it’s not possible to tell whether what is applied is justice or politics – you cannot easily see the dividing line.

International justice, just like so many other things we have seen in the recent past, is used to define and determine how Africans should live their lives.

In English there is the saying about a carrot and a stick. Sometimes they give you a carrot but then later this carrot becomes a stick which they use to beat you up.

When international justice is applied to us, there is no carrot and stick. There is only stick; a political stick which they use to lead Africans in the direction of their choosing. One day they use international justice to lead you where they want but another day they use aid.

They call it international justice, but there are no clear guidelines. This international justice is not used where there is injustice. Instead, they use it for their political interests.

Let me start with our neighbours in D.R. Congo. This region used to be called Congo-Belge-and-Ruanda-Urundi is if it was one country, remember. Some people still think it is still the same – it is not. The Rwanda of today is totally different from the Rwanda of Ruanda-Urundi-and-Congo-Belge.

Those who caused the current problems in Congo know themselves. They caused these problems in the past centuries. Now, strangely, they want Rwanda to be accountable for the existence of Rwandaphones in Congo. Those who took Rwandophones to the Congo should be the ones accountable for these problems. These Rwandaphones are persecuted every day. Yet the people who give us lessons about human rights keep quiet and condone what goes on. And they turn around and blame Rwanda for the problems of the Congo. They should bear responsibility for the problems.

The law of the jungle says: ‘You break it, you own it.’ But for them, it’s the other way round: ‘I will break it and make you own it.’ We are not going to own it. Even with these threats every day, threats of aid cuts, threats of whatever list you have, you are just dead wrong. We Rwandans are better off standing up to this boorish attitude. The attitude of the bullies must be challenged. That is what some of us live for. We are better off that way. We know that if we don’t, we will be terribly worse off.

Rwandans – if you don’t stand up for your dignity, you accept to be beaten with that stick I talked about earlier. When you accept to be bullied, you are worse off than rejecting abuse and fighting it. When you fight, you can live your own way, and get along with what you have. This is where our interest lies; not kneeling down for people who in the end will persecute us. When I see what Rwanda has gone through in the recent past, I look for the real justification for it and can’t find it. I hope some of you can find the reason for it and let us know so that we can get out of this. Rwandans need to question why the whole world keeps mentioning Rwanda when they are talking about problems in the D.R. Congo.

The other day I heard on the radio people saying: “You know, if Kagame stood up and said he is condemning this group, the donors could unfreeze the aid.” Really?

So, is that what they want? Kagame to denounce so and so, so that they can release the aid that Rwandans deserve? If I am to do it, I would first denounce those that caused the M23 to exist in first place. I would denounce the government that does not respect or work for its own citizens. I would denounce the international community that seems blind to what is happening, before I denounce anybody else. To me, M23, the Government of Congo, the international community, are all ideologically bankrupt because they cannot properly define a simple problem that they see. They keep running in circles. For over a decade, they’ve been running around and keep blaming Rwanda for the problems of the Congo. Why don’t they have courage to blame themselves and take part of the responsibility before anybody else will take the responsibility? What is this blackmail about?

Aid? There is no country in this world that receives aid and accounts for it better than Rwanda. There is none. So, I am not sure if these people who give us aid want us to develop. They give us aid and expect us to remain beggars. They give you aid so that you forever glorify them and depend on them. They keep using it as a tool of control and management.

Our new Rwanda must be different. And I will not stop telling my fellow brothers and sisters, Africans, to just wake up and know that wherever this happens, some of them invited it and are not ready to stand up to the challenge. They must get up and be ready to stand up to this challenge. They are better off that way and there is no alternative. Africans must refuse to be treated as nobodies.

These powerful countries create a court for Africans and call it “international”, when it is only for Africans. And it’s not necessarily for those who have done wrong. It’s for those who have disobeyed. They pretend and tell us that they are going to punish people who are involved in the recruitment of child soldiers but they don’t pursue those who kill children. There are people who kill, who rape, who do everything but these powerful countries just keep quiet about them. Is that how Africans should be? Is it what they want them to be?

So, it becomes a tool of control, of management. If you are killing your own people, if every day you are inciting people to kill other people, these powers will not show up. They will be quiet because, after all, to them there are some people who deserve to be killed. That’s what we are seeing across in the Congo.

Some of you, members of this house, you probably will have visited those refugees as many others I know have. You follow what goes on in the Congo. One part, actually the main part, where crimes are committed in broad daylight, that’s none of their business. It’s ok because people who are being killed, who are being raped, maybe deserve it. And then they turn to the other part and say everything wrong that has happened in the Congo now has to have people who should be responsible – the so-called M23. People who are raped and killed in Kinshasa, M23 is blamed and Rwanda must condemn it. People killed in Kindu, in Uvira, wherever, M23 is responsible and Rwanda must condemn it. People who raped young girls who are in those refugee camps, it’s M23. Even now in the territory that is occupied by representatives of that international community…..

It even goes to Geneva, the UN Commissioner for Human Rights who says: “These are the worst criminals in that territory. They are raping……” Well, there is a bigger territory where worse things are happening. If that was happening, it does not cover up what is happening even in the hands of government, does not substitute for what needs to be done about crimes.

So, if I am to condemn; if you ask me to condemn people or to blame them for anything, I know where to start. I can’t be like these people. This law of the Jungle, this persecution of people even at the international level is just unbecoming. It is unbecoming and they start mixing things that are completely unrelated. They say: “Freeze, freeze aid to Rwanda, suspend…” What is the connection? This injustice does not make us compliant, it make us defiant. I am not one of those who would be made to comply by means of injustice done to my people, to my country. I am one of those who will be openly defiant. On being defiant, count me on that.

You can have your day, you can cause suffering to my people. On that one, they are very good. You can have your day. But to make Rwandans compliant because of that or on that basis will be very, very difficult. I know I am speaking for Rwandans. I know I am speaking for Africans, many of who will not stand and say it. If I am wrong and mistaken; if I am not speaking on behalf of you Rwandans; if I am not speaking on behalf of Africans and you are not of the same view as me, ask me to step down and I will not hesitate to do so right away.

If at all you think I am not adequately representing Rwanda’s interests, you should let me know and I will step aside immediately. This injustice cannot and should not be tolerated. And these people who created injustices here and who have created injustices for this region and for our neighbours cannot stand there and give me lectures about anything. They cannot. They are free to go and do anything they want. I know they are capable of doing wrong things… On that one they are very good, so they are free.

We are doing our best. We are trying our best to take this country forward, to unite our people, to give them a decent living like those people have. But they think we don’t deserve it. They think we don’t deserve the same development, the same value as they have. Why would anybody accept that?

Why should you Rwandans ever accept it? Why? The only crime we have committed is to be trying our best to be decently making progress. That’s a crime! Let me tell you: No, it cannot happen. It should not happen. It should not be allowed. It should not be accepted. Let us continue to do what we can do. Those insults thrown upon us every day, you ignore them. Don’t even accept to put these unhappy faces on because they will think they have got where they wanted you. Just let us continue doing our best and let us not accept to be provoked. Let us remain balanced. Let us keep mastering our art of getting the most out of the very little we have in our hands. Let us also try and continue to be decent people. Some of these insults and injustices, everything, happen because of mainly two reasons.

One reason is that some Africans also continue to make horrible mistakes and of course that makes for a good excuse for people to come in and make it worse for you, not any better.

The other reason is our weaknesses in terms of institutions and our own lack of integrity. We fail to focus on how to deal with our problems ourselves or at least to take the lead in resolving our problems. So they go through that. Those are cracks through which they will come in and cause you worse problems.

All these pretexts come about because some people in Africa make mistakes that they shouldn’t make. People who don’t govern their people and represent their interests in the way they should and end up attracting attention and give people loopholes and excuses to come and mess them up. They will use that to say: “you see, this is how Africans are…”

There is also the failure to create institutions, because of the mistakes I mentioned, and end up attracting these people who come with the excuses of helping to solve our problems. Fellow Rwandans, you should not accept to be victims. Never put yourself in a vulnerable position because no one will get you out.

Of course, there are good people out there who understand how things should be but sometimes we find ourselves getting caught in the cross-fire of political wars. Sometimes you find that people who don’t understand things are the ones wielding power and we end up bearing the brunt of their frustrations. Never mind that some of the frustrations may even be as a result of personal problems. Rwanda ends up being trodden on like that.

Honestly, some of these things are done to us because people can just do it; they don’t have to have justification, no. First of all they are the law unto themselves. They consider themselves as the law and what they say or want is what should be done. They even influence international justice institutions to do their bidding and this is where international justice ends up being politicised. There is no respect for justice. When you don’t respect the law, why do you expect others to do so?

Look at the issue of aid. There have been many agreements on aid, signed in different places; there is Busan, Cotonou; the Abuja treaty, Lagos….. What else? We are not short of places and agreements signed for aid disbursement. But if you ever were deceived that the other party respects you or the agreements, then you are mistaken. They have not even the courtesy to tell you. You just hear on radio that they’ve cut aid or read it in newspapers. No courtesy because they owe you nothing. May be that’s right. They really don’t owe us anything after all, do they?

But why would you deceive people and say we have an agreement and this is how we are going to conduct business, and the other party disowns the agreement as and when they want? They don’t even have to have a good reason, they don’t. That shows how much contempt these people have for us. This shows how much contempt and arrogance they regard us all with. If there was an understanding that they owe us nothing, I would endorse that 100% because it’s true. The problem is that they say they are assisting us but there is lack of consistence.

We are told that they are pursuing their interests but you are left wondering sometimes how we have stood in the way to stop them from pursuing their interests. It is difficult to understand what they really want. We have never questioned or stopped anyone from taking Congo’s wealth because it’s not even our business. However, you will hear the same people turn around and accuse Rwanda of progressing because of Congo’s wealth. How can this happen if the wealth cannot make the Congolese who own the wealth progress? What is saddening is that even the Congolese themselves will join the chorus about Rwanda progressing because of their wealth. Why won’t they use their wealth to develop their country? How can wealth benefit others and not those who possess it?

The only external wealth that I acknowledge to have helped Rwanda progress is the aid that is given to us and taken away as those who give it wish. We are always courteous enough to register our appreciations to those who assist us. However, there are those who give you assistance and want to control and follow you up to show you how you should use the assistance. What culture is this? I think this is too much contempt and arrogance. This cannot happen in a society that values its culture.

People who have power, and have a lot of it for that matter, should also be wise. They should wisely exercise that power. After all if you have power, why not exercise it deligently, in a wise way? Why do you have power and go tramping on people who are powerless? When the powerful get angry, it’s not justified. But many times the powerless have a lot of justifications to be angry.

The powerful, please don’t abuse your power. It is not appropriate in any culture for the powerful to use excessive power on the weak, the poor and powerless. This only happens in a world without a culture and values. But the weak, the poor, the powerless have a different potential that they should use correctly to get out of this kind of position we find ourselves in every time. There is another kind of power that we have and should use. The power of being right. The power of being correct. The power of refusing injustice. So, you will keep hearing from me on this. That is why you hired me, Rwandans. I would be happy that some of you or all of you should be thinking about how we continue with this attitude of according ourselves dignity.

Even after me, we should have somebody who continues on the same path. In fact, this should be the qualification for the one who will step in my position. It should be that and nothing else: to fight for Rwandans so as to have what they deserve and that is no less than dignity. Agaciro – the dignity that we have. Only people who can continue to give that dignity to Rwanda are the people who should lead Abanyarwanda!

Regional leaders meet again over Congo conflict

Rwanda’s President Paul Kagame on Monday participated in the fourth Summit of Heads of State of the ICGLR on the crisis in Eastern DRC chaired by Uganda’s President Yoweri Museveni.

Also participating in the ICGLR summit was DRC President Joseph Kabila, President Pierre Nkurunziza of Burundi and President Salva Kir of South Sudan.

At today’s summit, leaders discussed implementation of the regionally driven mechanisms which in three months since the first summit held in Addis Ababa have seen notable advances, including the cessation of hostilities in Eastern DRC, according from the Office of the President.

The expanded Joint Verification Mechanism and the Military Assessment team launched in Goma in September is operational with all members now on the ground fulfilling their commitment to bringing peace to Eastern DRC.

Opening the discussions, ICGLR Executive Secretary, Prof Ntumba Luaba said:

“I strongly encourage continued and sustained high level dialogue at the bilateral and regional level … I welcome the recent progress in strengthening confidence building measures, notably the Joint Verification Mechanism.”

President Museveni, chair of the summit, was tasked with continuing dialogue with belligerents as well as ensuring support from all member state for the implementation of a neutral force. The Summit concluded with acknowledgment of steady progress, cooperation of members and a renewed commitment to pursuit of sustainable peace based on regional ownership of solutions to problems affecting the Great Lakes Region.

President Kagame will tomorrow attend official 50th Independence Day ceremonies taking place in Kampala.

Akarere ka Kayonza gaherutse gutangiza gahunda yitwa “Girinshuti Munyakayonza” aho umuturage asabwa guhitamo umuntu nibura umwe yajya afasha muri gahunda zo kwiteza imbere. Umuntu afasha inshuti ye haba mu kumuha ibyamuteza imbere, ariko by’umwihariko agasabwa kumuha inkunga y’ibitekerezo.

Rwanda : Governor cautions leaders on responsibility

Governor cautions leaders

The Governor of the Western Province, Celestin Kabahizi, has cautioned local government leaders to take the responsibilities seriously so as to provide better services to citizens.

The governor said that this negligence has affected the performance of the province in the national performance contracts and the leaders should wake up and start working as required.

Kabahizi made the remarks while addressing local leaders from the cell and sector levels in the western province.

Some of the highlighted issues that local leaders have not been addressing in the areas, and have impacted on the province include: poor hygiene and settlements in the town outskirts, soil erosion and insecurity, illegal brick making activities done in residential areas, construction of illegal structure without permits which has resulted to demolitions, drunkenness and prostitutions that has been on the rise in bars; among many others.

The governor says that such issues have affected the level of good governance, services provided to residents and subsequently reflected in the poor performance of the province in meeting the set development goals.

On the issue of security, local leaders were asked to address it by gathering information on all residents, and especially the visitors. This comes after reports some residents were seen dressed in Congolese army uniforms possessing arms- who allegedly attempted to loot a resident in Busasamana sector, but was rescued.

Security officials also stated that the business community should be on the alert of the Congolese FDLR rebels who are allegedly infiltrating the community with black market goods from The Congo.

Residents participating in the meeting responded to some of the issues. On the security matters, they sighted the issue of criminals who are arrested by residents and later released by the police, on hygiene- they said that more work needs to be done in Gisenyi town but the poor road network was a major cause of the lack of hygiene. On the issue of resettlements-they said that residents relocated from the Gishwati forest reserve have not been compensated and this affects the program of resettlement.

Governor Kabahizi asked residents, local leaders and opinion leaders to work together to ensure that these issues are streamlined so as to show some positive progress in the province.
