Gisagara: "We still have plenty of room to get a lot better"

“We have a lot to improve on and we realise some of those improvements we made along the way”.

Gisagara district administration said more effort is needed to implement 2015/2016 performance contracts to be able to improve in ranking.

This comes after some residents are not comfortable with how Gisagara district performed in 2014/2015 performance contracts.

Innocent Rutikanga, a resident of Kansi sector revealed: “We are not happy with the position we got. We are far behind compared to previous years and we must work hard and top other districts.”

Some residents revealed to this website that the cause of setbacks in performance contract implementation is because residents are not involved in decision making, saying residents should determine what to pledge.

“Performance contracts are prepared and decided on by authorities who inform us of what to do. They should be set by residents according to what promotes residents’ development,” said Jean Pierre Rukabu, another resident.

Leandre Karekezi, mayor of Gisagara district contradicted residents saying it’s because the district priotised infrastructure like road construction, electricity and water among others.

The mayor added that in 2015/2016 performance contracts will be a success, saying the completed infrastructures will score the points for the district thus a better position.

“The completed activities in the district will help us get a better ranking. Besides we will work with residents to find out and work on what residents need,” said Mayor.

District performance contract evaluation which was held on August 15th Gisagara district ranked 12th while it was 7th the previous contract year.
