Nyaruguru district: A national level team assesses performance contracts

A national level team recently, evaluated the 2011-2012 performance contracts in Nyaruguru district, Southern Rwanda, just some days before the official announcement of results on how Rwanda’s 30 districts, from the first to the last, ranked in achieving the 2011-2012 performance contracts.

The evaluating team, chaired by Jean D’Amour Gatera, Director in the office of Rwanda’s Prime Minister, examined – questioning one by one in a more than 3 hours’session – the 44-component Nyaruguru district performance contracts spread across four main themes as outlined by the Rwandan government, namely economy, social affairs, good governance and justice.

Among today’s highlights come the fact that – to paraphrase Nyaruguru district leadership – 97,33 per cent of a 15,000 target population now have access to clean water and 77,9 per cent live in grouped housing locally known as imidugudu – a percentage that surpasses the initial 70 per cent target, plus cattle distribution to poor, needy families that attained a record 119,6 per cent.

The examining team, however, harshly criticized the executive secretary of Busanze sector who, from July 2011 to June 2012, has allegedly been using his deputy to sign off official documents – enough evidence, the assessing team alleged, that the executive secretary didn’t monitor the day-to-day life of his sector.

The accused then first tried to quash the allegation, but finally bent in tone and repented.

Last month, after a southern province team had toured Nyaruguru district to assess the 2011-2012 performance contracts, Nyaruguru district mayor François Habitegeko, leaked to this news website that his district was ranked in the “green” category, that is, reaching  an interesting stage in the whole process to live up to its performance contracts.

Other categories include the red in which achievements are of a mediocre state and the yellow category where achievements stand beyond the ladder average, just at around 70 per cent. And then comes the green, at a much higher level.

Last fall, in the 2010-2011 performance contracts, Nyaruguru district came in the 29^th position out of 30 districts across the country – a position mayor Habitegeko believes will change for the better this time around.

Rwanda’s President Paul Kagame initiated the performance contracts in 2006, as a way of swifting the country’s development through acknowledging and rewarding best performing leaders, among others.
