East African Community (EAC) is working on Harmonization of Food Safety Measures in Africa. The work to bring this to reality is set to beging on March 19 in Kigali in a regional workshop.

The workshop aims at harmonization of the food hygiene management through “Better Training for Safer Food (BTSF) in Africa.

It mainly aims at facilitating the finalization of the technical details of the EAC food safety measures.

An agreement is also expected to be reached on how to implement the African Reference and Guidelines for Harmonization of the Management of the Food Hygiene in the EAC Partner States.

In addition it is expected that there will exchange of  ideas with the African Union Commission and other regional economic communities (ECOWAS, COMESA) in order to domesticate and apply the Reference and Guidelines for Harmonization of the Management of the Food Hygiene in Africa.

The East African Community is currently implementing its Food Security Action Plan (2011-2015) and preparing to implement the Sanitary and Phyto-sanitary Protocol (SPS) that was approved by the EAC Council of Ministers and the Summit last year.

The SPS measures as prepared by EAC are in four volumes including: SPS Volume I: Phytosanitary measures and procedures for Plants; (ii) SPS Volume II: Zoosanitary measures and procedures for Mammals, Birds & Bees; (iii) SPS Volume III: Measures and procedures for Fish and Fisheries; and (iv) SPS Draft Harmonized Food Safety Measures.

Priority 3 of the Action Plan 2011-2013 concerns the improvement of the competitiveness and the diversification of African agriculture and industry, notably by strengthening African capacities in the area of rules, standards and quality control.

One of the key activities under the priority aims at enhancing the capacity of administrations, producers and exporters at all levels to meet the regulatory requirements of export markets within Africa and the EU and strengthen harmonization of SPS frameworks within Africa.

Forty two Village leaders selected from 14 sectors in Huye District have been rewarded during good governance week for being exemplary among other village leaders.

This came after comparing their services with that of agriculture sensitizers and youth in national service in all sectors that make Huye district.

Exemplary village leaders were given bicycles to facilitate their work and help them in their personal life.

Anysie Gahongayire from Ruhashya sector says the bicycle is worth the work I have done since 1995.

She explains “I am in charge of fighting gender based violence, family conflicts, I love children, sensitize residents on banana planting and maize growing, making kitchen gardens. I am a peasant and exemplary in my village.”

“What is good about the gift is that my fellow leaders will be motivated to work hard after they see my prize bicycle,” highlights Anysie.

Theoneste Kamizikunze, Agateme village leader in Tumba sector asserts that in his village, residents made a general kitchen garden, planted 13 fruit trees at Intashyikirwa Street.

Theoneste denotes “Whenever the government gives you a gift for hardworking, even if it’s a certificate, it makes you feel the value of appreciation.”

Though we haven’t covered medical insurance 100 percent, we managed to get the coverage at 90 percent in the first three months and first in our sector, Kamizikunze adds.

In addition, my village is an example of parents evening implementation because evening talks were mingled with credit scheme groups.

The Rwanda National Police has launched the sixth cadet course intake at Police Training School (PTS) in Gishali in Rwamagana district.

The course which is expected to last for eight months has brought together 439 police trainees. 95 of the cadets are female while the rest are male.

During the eight months training, the officer cadets will undergo drills, political science, law, Para-Military Science, computer and United Nations (UN) studies.

Speaking at the launch, the Inspector General of Police Emmanuel K. Gasana appealed to the trainees to have commitment and be disciplined, a need he explained would enable them to successfully complete the course.

Emphasizing on commitment, Gasana told officer cadets to exhibit patience and ensure that they pass through all the hardships.

“Wait for another minute. A good commander is the one who can wait for another minute,” he added.

The Police Chief reiterated that Rwanda National Police have given priority to capacity building particularly through such trainings as the force believes training is the only approach to professionalizing the force.

He noted that this priority would significantly and sustainably help in handling crimes and in the end make Rwanda a more secure peaceful nation for all.

“Rwanda is developing so fast and there are new forms of crimes such as cyber crimes and money laundering that keep coming as a result of this deployment.

We therefore need to act professionally in order to effectively achieve our goal,” he concluded.

Former French anti-terror judge Jean-Louis Bruguière

Lawyers for the seven Rwandan nationals targeted by former French terror judge, Jean-Louis Bruguière, have called for the indictments to be lifted in light of a ruling by a Paris appeals court which dismissed the concerns of Rwanda’s ex-First Lady.

The investigative chamber of the Paris Court of Appeal ruled on Monday against Agathe Habyarimana, the widow of the former Rwandan President, Juvenal Habyarimana.

Mrs Habayarimana had sought to throw out expert testimony released in January 2012 by Judges Marc Trévidic and Nathalie Poux about the April 1994 plane-crash that killed her husband and served as pretext for the Rwandan genocide. The experts’ report effectively exonerated the seven individuals subject to the Bruguière indictments, pointing instead at extremist ‘Hutu Power’ elements within the Habyarimana regime.

“This ruling by the Court of Appeal clears the way for Judges Trévidic and Poux to right the wrong committed during Judge Bruguière’s tenure — by finally lifting these noxious indictments,” the defense lawyers for the seven indicted parties said on Monday.

“Attempts by some civil parties to discredit and nullify the findings — and to further delay the Trévidic-Poux investigation — have unequivocally failed. There is no justification for further harm to come the way of our clients whose innocence is now crystal clear,” lawyers Léon Lef Forster and Bernard Maingain said.

In November 2006 Judge Bruguière released a report accusing the Rwandan Patriotic Front (RPF) of shooting down the plane carrying Rwandan president Juvénal Habyarimana and Burundian president Cyprien Ntaryamira as it landed in Kigali on 6 April 1994.

The report, regarded in most circles as politically tainted and methodologically flawed, led to the indictment of nine senior Rwandan officials. In response, Rwanda severed diplomatic ties with France, which were subsequently re-established in 2009.

President Kagame assures UN Chief of Rwanda’s help in transferring Ntaganda

President Paul Kagame has assured the United Nations General Secretary Ban Ki-moon that they would work with the US embassy to ensure smooth transfer of the indicted Congolese General Bosco Ntaganda.

 The president made the assurance while meeting Ki-moon in New York on Wednesday following his visit to Mexico where he co-chaired the BroadBand Commission meeting.

 ”We will work to make what the US Embassy needs in relation to Bosco Ntaganda’s case happen as fast as possible,” Kagame assured the UN Chief.

 Ban Ki-moon relatively described Bosco Ntaganda’s transfer as important for the fight against impunity and thanked President Kagame for Rwanda’s cooperation.

 Ntaganda is currently holed up in the American Embassy since Monday morning. The Rwandan government announced Ntaganda’s presence on Monday evening.

The Minister of Foreign Affairs Mushikiwabo twitted about Ntaganda and said that Ntaganda entered Rwanda and surrendered to US Embassy in Kigali.

The fugitive General requested to be transferred to The Hague based ICC immediately after surprisingly entering the embassy compound. The U.S government had put a $5 million bounty on Ntaganda’s head.

Ntaganda is charged of committing crimes such as recruiting child soldiers, murder, rape and sexual slavery in the Eastern Democratic Republic of Congo.

Ntaganda, 40, was promoted to the rank of general in DRC’s armed forces a few years after the ICC issued his arrest warrant.

He fell out with President Joseph Kabila early last year after the latter seemed to bow to international pressure to arrest the former rebel leader, who had joined the Government under a March 2009 peace deal.

Since then, Ntaganda has not been in the limelight though he was repeatedly linked with the M23 rebellion in eastern DR Congo, which broke out around the same time he deserted from the army.

Last week, a split within M23 saw its military commander, Col. Sultan Makenga, dismiss Bishop Jean Runiga, who was believed to be in favour of a hard-line stance in the ongoing peace talks with Kinshasa and also accused of working closely with Ntaganda.

Runiga, along with an estimated 700 fighters crossed into Rwanda on Saturday after they were uprooted by rival M23 fighters, sparking speculation that Ntaganda moved deep into DRC jungles without protection. 

Government has nominated Prof. Mathilde Mukantabana as new envoy to Washington

A renowned academic and campaigner Prof. Mathilde Mukantabana has been named as Rwanda’s envoy to the United States – replacing long serving James Kimonyo, who has not been posted anywhere.

A Cabinet meeting chaired by the Prime Minister Dr Pierre Damien Habumuremyi on Thursday announced in its final communiqué that it has “nominated” Prof Mukantabana to be ambassador to Washington. The little-known academic is not a common face in Rwanda but is a household name among Rwandans in the U.S.

According to available information, Prof Mathilde Mukantabana was born and raised in Rwanda before she moved to the United States to pursue her studies. She is a professor of history at Cosumnes River College in Sacramento, California

Prof Mukantabana is also the President of Friends of Rwanda Association (FORA), a non-profit American relief association created in the wake of the 1994 genocide against Tutsi.

Under the aegis of FORA, she has organized numerous workshops and international conferences dealing with the Rwandan experience.

A retired American diplomat Richard Johnson has rapped Washington-based group Human Rights Watch (HRW) and said that what it does on Rwanda is not human rights advocacy, but rather political advocacy.

In a well articulated document he called ‘The Travesty of Human Rights Watch on Rwanda’; Johnson said that HWR has become profoundly unscrupulous in both its means and its ends.

Before retiring, Johnson served as a Foreign Service Officer with the U.S. Department of State from 1979 to 2002, specializing in Russian, East European and North African affairs.

He says that his professional experience includes the genocide in Bosnia and personal experience of Rwanda where he lived in 2008-2010 as the spouse of another U.S. diplomat.

According to Johnson, HRW’s discourse on Rwanda over the past twenty years has been viscerally hostile to the Rwandan Patriotic Front (RPF) which defeated the genocidal regime in 1994, and systematically biased in favor of letting unrepentant former political forces back into Rwandan political life.

He called upon the HRW’s Board of Directors should hold Executive Director Kenneth Roth and the HRW personnel who cover Rwandan issues accountable for this travesty, which has dangerous implications for Western policy toward Rwanda and for the overall credibility of Western human rights advocacy.

“Donors to HRW should think seriously about what causes their money might serve.  Western governments should be careful about following HRW advice, and courageous enough to challenge them publicly when need be,” reads the document in part.

Johnson explained that HRW’s decision-making process is not transparent and the air of sanctity around its perceived mission discourages public scrutiny of its policies and practices, and the degree of accountability of HRW to anyone is quite unclear.

“This situation of unchecked power is one where things can go seriously wrong.  With regard to Rwanda, they have.”

He reasoned that HRW’s discourse on Rwanda is a threat to the country and to peace and stability in Central Africa.

“It discourages Western governments from doing what they should to support Rwanda’s recovery from the 1994 genocide.  It perpetuates impunity for important genocide perpetrators.  It pains many Rwandans and particularly the genocide survivors.

It crowds out the potential for a more constructive dialogue between the West and Rwanda, and raises the risks of cynicism and a bunker mentality in Kigali.  Above all, it encourages the leaders of the still extant Genocide Ideological and other related movement.

Most of these are visible as a small stratum of upper class extremists among the Rwandan diaspora who are unrepentant about and often implicated in the 1994 genocide against the Rwandan Tutsi and allows them to keep blowing on the embers of that genocide in the hope of restoring such former governance in Rwanda.”

Last year HRW released numerous false reports implicating Rwanda in the massacres that were taking place in the Eastern DRC.

In June, The Minister of Foreign Affairs Louise Mushhikiwabo revealed that Rwanda was aware of a fundraising effort by Human Rights Watch to release batches of recycled rumours designed to implicate Rwanda’.

In a statement posted on the government website, the minister hastened to warn that the region is not a playground for non-state actors to play politics or raise money while fomenting violence and human suffering.

The Minister pointed out that HRW’s conduct had resulted into human suffering, including more than 100 women raped by DRC-based Democratic Forces for the Liberation of Rwanda (FDLR) and other rebels who took advantage of the insecurity breach.

FDLR is a terrorist group that is mainly composed of elements responsible for the 1994 Genocide against the Tutsi in Rwanda.

The government of Rwanda believes that the primary beneficiaries on the HRW are the FDLR terrorists who feast on insecurity.

They say that unaccountable actors like HRW also profit from this by raising millions of dollars through the dissemination of simplistic reports based on the same old unverified reports and lies.

The United Nations in Rwanda with support from the Government of Rwanda will hold national consultations on the Post 2015 Development Agenda called “The Future we want”. The consultations will be held from March 25^thto April 6^th 2013.

The objective of these consultations according to a UN communiqué is to ensure a bottom up approach to the definition of the next Global Development Agenda that is expected to succeed the MDGs after 2015, so that it is informed by the aspirations, perspectives and voices of the Rwandan people.

 This is expected to make an improvement over the previous MDGs in terms of more inclusive nationally-led processes.

“These consultations are intended to stimulate inclusive discussions amongst national stakeholders which include government representatives, NGOs, civil society, community-based organizations (CBOs), vulnerable groups, women’s and social movements, youth and children, as well as the private sector among others, to build a shared global vision on the “Future we Want” with clear recommendations for governments, civil society and broad stakeholders on the Post 2015 Development Framework,” the statement reads in part.

The Post-2015 Development Framework is likely to have the best development impact if it emerges from an inclusive, open and transparent process with multi-stakeholders’ participation” says UN Secretary-General Ban Ki Moon in a report “Accelerating progress towards the Millennium Development Goals; options for sustained and inclusive growth and issues for advancing the United Nations development agenda beyond 2015”.

The consultations will involve districts in Kigali and elsewhere. They will be followed by a validation in May, 2013.

“It is important that Rwanda takes part in thesenational consultations, informing the process for developing a post-2015 MDG Development Agenda at the Global level.

It is a great opportunity for Rwandans from all walks of life to make sure that their voices for a better future are articulated in these goals,” says Lamin M Manneh the One UN Rwanda Resident Coordinator.

It is expected that at the end of these consultations, inputs from all sectors of the Rwandan society will be consolidated to form part of the Global Agenda on the way forward for the Post 2015 MDGs Development Framework.

Two water treatment plants were, on Tuesday, officially launched in Nyabimata and Mata sectors of Nyaruguru district, Southern Rwanda.

The Nyaruguru-based water treatment plants have the capacity to daily process 2,400 cubic meters for an estimated 100,000 residents in three of the Southern Province’s eight districts, namely Nyaruguru, Gisagara and Huye, officials said.

The three districts are supplied in water through a 296 kilometer-long pipeline. And there is an interval of between 500 and 1,000 meters between one water tap and another for households in a dispersed housing setting, and within a 200 meters range for households in a grouped habitat style, this news website has learnt.

Officiating at the function, Rwanda’s Minister of State for water and energy, Emma-Francoise Isumbingabo, said Rwanda targets to have supplied clean, safe drinking water to the entire Rwandan population come the year 2017 − stretching from the current statistics of about 80 per cent of the country’s estimated 10.5 million population (accessing clean, safe drinking water).

The Nyabimata-Mata water treatment plants, which a Water and Sanitation Project in the Southern Province (a project best known for its French acronym, PEPAPS) has built with a financial assistance from the European Union, is reported to have cost over one billion Rwandan francs (just over $1,587,300).

The two water treatment plants are expected to boost Nyaruguru district’s statistics with regard to clean, safe drinking water, which the district’s Mayor, François Habitegeko, had, in 2012, estimated at 78 per cent for a district population of over 270,000 people.

Worldwide, over 800 million people are reported to be short of clean, safe drinking water. An even gloomier scenario when it comes to Sub-Saharan Africa: for every five people, two of them lack clean, safe drinking water, statistics accessed online suggest.
