Rwanda : People’s participation in programs ensures better Development- Executive Secretaries

Undertaking performing contracts achievement without the participation of local people will not be realized the way they are supposed to be done, Executive secretaries in Muhanga district Sectors have said.

Local people should sit down and talk about what they have to achieve in a given period of time as they know things they want so much and get support of their leaders to achieve what they vowed to achieve.

However, this way of achieving performing contracts is not respected as some of the executive secretaries of sectors are given performing contracts and told to achieve them from higher levels of administration instead of it being the other way around.

With such kind of performing contracts, local people don’t feel conversant with them and cannot own them and find themselves on different footing with their leaders.

The executive secretaries of sectors in Muhanga district say that politics from the higher administration should be discussed with them first as they know very well what local people need as they are closer to them.

Jeanne Izabiliza the executive secretary of Southern Province of Rwanda denies this and says that there are no politics from higher levels of administration as all performing levels are got from local people.

Izabiliza says that in case there are leaders who make people do performing contracts without local people vetting them, they should change their ways of administrating and listen to people’s needs since things are to be done in their favour as they are the population.

Local leaders want

Sector leaders in Ngororero, Nyabihu, Rutsiro and Rubavu districts have said that the abrupt information on government development programs impedes their implementation of the responsibilities.

The leader made the remarks during a capacity building training sessions that was sponsored by RALGA. The training was aimed at empowering the leaders with skills in service sector and good governance.

According to Nizeyimana Bartazard, a RALGA training expert, this kind of training was necessary since there have been some reports from residents who are given poor services by local government officials.

The sector leaders also discussed the way forward in terms of providing better services and coming up with possible solutions to address the issues raised by the community.

They stated the some of the issues that have impeded the implementation of performance contracts and services have been caused by lack of support staff at the sector offices, and abrupt announcement of new government policies- which deter them from pursuing the already existing community programs.

Etienne Mvano, the executive secretary of Bugeshi sector in Rubavu district, stated that such trainings and open discussions among local leaders would improve their perspective and ability to provide better services.

The Rwandese Association of Local Government Authorities (RALGA) is a membership organization that brings together local governments in Rwanda. It has derived its reason for existence from the decentralization process, which is meant to transfer authority, resources, responsibility and accountability from Central to Local Government.

The move is within the framework of good political and economic governance as formulated in the long term country’s vision 2020. Although its establishment goes back to 2002, RALGA was inaugurated and officially launched in 2003.

Southern Province’s Governor visits a deteriorating road in Nyaruguru district

Marceline Mukakabera is now a thrilled person after close to 200 RPF (Rwanda Patriotic Front) youth members in Kibeho sector of Nyaruguru district, Southern Rwanda, started laying the foundation for her house last Saturday, marking the beginning of an end to her ten year-shelter less life.

Mukakabera, 66, survived the 1994 Genocide against the Tutsi along with her two children, a boy and girl. Her husband and three other children were less lucky to survive.

For nearly seven years, from late 1994 (after RPF’s military wing halted the Genocide) up to 2001, Mukakabera had been living with her brother in the Huye town district, just next door to her native Nyaruguru district.

The same year, in 2001, she decided to make it to her native village again, where her house had been earlier reduced to ashes and her property looted during the 1994 Genocide against the Tutsi.

“Good-hearted people I met here [in her Kibeho village] have been paying for me the Rwf 15,000 [about 25$] worth rent each month”, she said.

After ten years, in August 2011, the turn of events took another, worrying twist for Mukakabera. Her land-lord evicted her of the rented house because, as she put it, “he also needed it [house]” – leaving Mukakabera in a situation where she had nowhere else to live other than in a makeshift shelter.

The now one year old trend for Mukakabera is to be reversed tough once and for all, come 17 November, according Ildephonse Nsanzimana, chairman of RPF youth members in Nyaruguru district.

“On 17 November 2012, she [Marceline Mukakabera] will enter her new, fully-completed house”, Nsanzimana said straight away.

By the time, the cemented, three-roomed house – which will also have a veranda, a sitting-room and, separately, a kitchen and a toilet – will have cost an estimated Rwf 5,600,000 (about 10,000$), Nsanzimana disclosed.

It sounds good news for Mukakabera.

“I thank God for giving me such charitable people who thought about building me a house. May God bless them”, she said, sitting down some five meters away, gazing at a crowd with spades and hoes working on what will have turned into her house come November 17.

“Even if my house would be one-roomed, it’s better than renting”, Mukakabera added.

Saturday’s RPF youth communal work in Nyaruguru district is part of a wide range of activities ahead of December 15, when Rwanda’s ruling party will be celebrating its 25 years anniversary.

Similar communal works are reported to have taken place in other 29 of the country’s 30 districts on Saturday.

In Nyaruguru district specifically, Dr. Evariste Namahungu, a delegate from the country’s RPF General Secretariat and himself a native of Nyaruguru, praised the gathering for taking part in the communal work. Mayor François Habitegeko of Nyaruguru district even went an extra mile to promise a cow to Mukakabera to help her in the new life.

 

 

Rwanda : RPF has gained more members – Ngarambe

The Secretary General of the Rwanda Patriotic Front (RPF) Francois Xavier Ngarambe has said that though some members left the party in the past sighting discontent, it has gained many more members.

Ngarambe said this during a press conference on Monday at the party headquarters ahead of the celebration of the silver jubilee since the party was founded.

“Some members failed to honor the principles that guide the party and were left along the way. However, on the same way, the party gained many more members and they are working well,” said the Secretary General.

Referring to how the RPF stopped the devastating 1994 Genocide against the Tutsi, Ngarambe articulated that the party has been able to transform the lives of Rwandans in all aspects including their social and economic wellbeing.

“Our party has a reason to celebrate these years of working hard to bring Rwanda to where it is today.”

Talking about the party defectors, Ngarambe said that though they lost the members, they are like the chaff that was removed from the good seeds.

RPF which happens to be the biggest party in Rwanda has had its own share of troubles with former members most of whom living in the Diaspora accusing it of deviating from the original mission for which it was formed.

The party has however according to indicators defied the odds and left its detractors speechless by putting Rwanda in a better place on the international platform eighteen years down the road.

“We don’t have to waste our time looking at who was what in RPF because that is in the past. We should rather look at who is what now and what they are doing to advance the party,” he said.

He explained that the party wants to next generation to inherit leaders that who are visionary and said that they have a programme of training young members to be leaders at an early age.

The silver jubilee celebration which is slated to take place on December 15 this year is estimated to cost Rwf 300 million.

According to the RPF Vice Chairman Christopher Bazivamo, the money will be used to help the needy and holding different celebration competitions.

Rusizi sets Unity and reconciliation

Rusizi district officials have set their eyes on promoting unity and reconciliation in all communities and leave no stone unturned through next district performance contracts 2012-2013.

The district vice mayor in charge of economic affairs Marcel Habyarimana, says that the district has attained 90 percent target in building unity and promoting reconciliation, however there is need to hit the 100 percent mark.

Habyarimana said that research findings indicate that at least 10% of the Rusizi community has not assimilated the essence of unity and reconciliation and there is need to capitalize on this remaining category.

The vice mayor made the remarks during a two-days open community dialogue on unity,  which was attended by various community forums on unity and reconciliation, held in Rusizi at Centre de Pastoral Incuti in Kamembe town, on October 4.

The executive secretary of the National Unity and Reconciliation Commission, Dr. Jean Baptiste Habyarimana attended the event. He said that the objective of the dialogue was to access the level of unity and reconciliation in the district especially that there were some complicated issues of arising from the recently concluded trials of genocide case.

Reports indicate that there have been issues arising from the category 3 genocide, in which residents have not been able to repay the damages caused during the 1994 against the Tutsi’s.

Dr. Habyarimana asked the association in charge of promoting unity to address the issues by reaching out to these families and find ways in which such cases can be resolved to pave way for complete reconciliation in the community, ahead of the Unity month which is slated for November 2012.

He also said that such dialogue should be disseminated at all community levels and also embarking on the role of unity association to promote harmonious living and peace in the community.

Rwanda to host 7th African Economic conference

Rwanda will host the seventh African Economic Conference (AEC) which will take place from the October 30 to November 2.

The objective of this Conference is to provide a platform for experts on Africa, both within and outside the continent.

They will also reflect and dialogue on new directions for growth policy on the continent in order to determine the best approaches to attain the Millennium Development Goals, achieve the objectives of NEPAD and accelerate Africa’s sustainable.

Running under the theme “Fostering Inclusive Growth and Sustainable Development in Africa in an Age of Global Uncertainty”, hundreds of high-level participants including eminent academics, political leaders, representatives of international organizations, CEOs, civil society organizations and the media will participate in the event.

The theme gives delegates the opportunity to debate Africa’s inclusive growth and sustainable development agenda and the role of the African Development Bank Group in promoting development in times of global economic turmoil.

Delegates will take part in wide-ranging discussions, including the possibility of engineering people-oriented growth that enhances environmental protection, poverty reduction, the creation of jobs and investment opportunities.

They will exchange views on how to strengthen Africa’s economic institutions and build infrastructure to leverage economies of scale and integration.

The AEC is co-organized by the AfDB, the United Nations Development Programme (UNDP) and the United Nations Economic Commission for Africa (UNECA).

It has become a major forum that brings together leading academics and development practitioners from across the globe towards fostering dialogue and exchange of knowledge that contributes to the search for solutions to the development challenges of Africa.

Nyamirama: FPR donates households to needy people

On October 6th 2012, residents from different administrative levels in Nyamirama sector in Kayonza district donated cows, goats, rabbits, home use materials, clothes etc to the poor residents of this area.

Donating to the vulnerable was done in preparation of the FPR 25th anniversary celebrations in Rwanda.

This follows “Girinshuti Munyakayonza” program started where every resident is asked to choose one person to help through donating what he or she can afford but majorly to offer advice on development activities.

Residents that donated commend FPR for bringing peace in Rwanda saying they owe their achievements to this political party.

“We feel it’s our obligation as the party members to help the needy,” residents reveal

John Mugabo, mayor of Kayonza district thanked the residents for helping the needy and asked them to take part in fighting drug use and embracing development programs as well.

“Marijuana and waragi are poison, no FPR party member should engage in using or selling them. A real member pays for medical insurance and sends children to school,” he explains.

During the event, an open day or public accountability was held showcasing the achievements of Nyamirama residents before they donate for the poor.

Among the showcased is an ambulance residents bought in ubudehe program, agricultural products, arts and crafts, ICT and financial achievements.

Rwanda : Local government leaders undergo “Management for Results” training

Local Government Minister James Musoni

Local Government Leaders, including all District Mayors and Directors of Planning in Local Governments are undergoing one week “Management for Results” training.

The training is a second phase of Local Government Leaders’ training offered by Singapore Experts. It will be conducted in three shifts and taking one week each.

The “Management for Results” training is meant for Mayors, Vice Mayors in charge of Finance and Economic Development and Vice Mayors in charge of Social Affairs as well as Provincial, City of Kigali and District Executive Secretaries and Directors of Planning.

It is a logical and supplementary continuation of the Leadership Development training that was also attended by Local Government Leaders in May and September 2011.

The principle objective of these trainings According to MINALOC is to empower local government leaders with skills and capacities that will enable them to improve their performance and expedite realization of the Country’s socio-economic transformation.

According to the Local Government Minister James Musoni, Government is building capacities for Local Government officials purposely to promote efficiency, effectiveness and to develop in them
self-confidence, patriotism, sacrifice so as to have dignified Society and Nation.

“Such series of trainings are designed to provide technical skills as well as develop values among Local Government Leaders of integrity, clarity of purpose by clearly understanding why they are in these positions,” he said.

Minister Musoni emphasized that one cannot achieve results without these values and even if one attains the results, they would not be sustainable.

The Government believes that, these trainings will help Local Government officials understand their crucial roles and responsibilities in Rwanda’s socio-economic transformation and more especially managing for results, which should provide answers to different challenges facing local government leaders. These specifically are in the areas of planning, budgeting, implementation, monitoring and evaluation.

Ex-election commission chief named Senator

President Paul Kagame on Wednesday named the former National Electoral Commission chief, Prof Chrysologue Karangwa to the upper House of parliament – ending an era in which he managed two crucial election cycles.

Prof. Karangwa is among the four new presidential Senate appointees. The Head of State is constitutionally accorded right to appoint eight senators among the 26-member House, which is supposed to be filled up following the senate polls last year.

The outspoken Prof Karangwa, until June this year, had overseen Rwanda’s electoral process since 2002. He was replaced at NEC by cabinet with another academic Prof. KALISA MBANDA.

Others on the presidential appointee list include Zephyrin Kalimba, the longtime campaigner for rights of the “Batwa” people, who are referred to in Rwanda as “historically marginalized community”.

The other new senators are Ms Uwimana Consolee and Nyagahura Margaret.

Avoid complacency in promoting Unity

NYAGATARE: The vice president of the National Unity and reconciliation commission (NURC), Xaveline Uwimana has warned local leaders in Nyagatare district to avoid the culture of complacency in promoting Unity and reconciliation values.

She made a call on Tuesday, while meeting with local leaders, religious and private sector representatives in the district to discuss the progress made in promoting unity and reconciliation in the district.

In a dialogue that was characterized by contradictions over failure by stakeholders to speed up unity and reconciliation activities in the district, NURC vice president blamed them for not working to the norms and values of true Rwandan leaders.

“I am shocked to realized that there is no functioning unity and reconciliation forum in Nyagatare…this is a blame everyone should take,” said NURC official.

“The history of our country forces us to make Unity and reconciliation a priority in good governance. That is why the commission is attached to the office of the president that foresees every step taken in attaining reconciliation of all Rwandans.”

Participants attributed changes in leadership positions in the district as the main reason for creepy implementation of reconciliation activities in the district.

“Take an example of the last three or five months. There has been leadership changes mainly in good governance positions in the district…these are the focal point offices charged with monitoring and implementing unity and reconciliation programmes,” complained one of the participants.

In response, however, NURC vice president blamed participants for being complacent in delivering to their expectations.

“It doesn’t mean that if a top leader steps down all other functioning departments stops…committed people are those even perform in transition period,” she said.

Rwanda : Ngororero performance contracts to focus on community

District officials in Ngororero have resolved that the views of the community must take center stage in the implementation of the district performance contracts.

Officials said that this will enable residents to own and full participate in the 2012-2013 performance contracts, instead of subjecting the community development targets and initiatives as a subject of government oriented.

This was one of the resolutions taken by the district officials during a meeting with sector leaders on the implementation of community development programs.

Emmanuel Mazimpaka, the vice mayor in charge of economic affairs, who is also doubling as the acting mayor, said that the performance contracts must be elaborated to the community in order to stimulate ideas from the residents on how to implement the set targets.

Mazimpaka noted that this is one way of giving value to residents and encouraging them to be responsible over their community’s development. he added that this initiative of involving residents has bore fruits in previous experiences and citing an example of resettlement program which has seen the involvement of the community.

Sector officials say that the mindset of residents towards developing the community has changed over the years and despite that some of the targeted activities in the performance contracts require more funding, residents have used the Umuganda exercise to bring their additional contribution onboard.

The vice mayor noted that such an initiative should be promoted throughout the community so that the first steps to development be taken by the residents themselves.

Residents call for better

Residents of Rubavu district have said that their leaders should reduce on the number of meetings and time spent away from office work so as  to spare some time for visiting the communities.

Residents said that most of the leaders have not been concerned with the problems of the individuals residents because most of the time the leaders are nowhere to be seen, which has caused a tendency of poor service by the leaders.

The governor of the western province Celestine Kabahizi recently visited all sectors in Rubavu district to remind the local leaders of their responsibility in providing better services to residents.

The residents raised the issues during the governor’s visit saying this must be addressed since most of their issues are not handled on time and fail to get advice whenever they need clarification on developmental programs.

The meeting, attended by security officials, also highlighted the problem of residents who are abused as a result of crossing into the Republic of Congo without travel documents. The officials asked residents to desist from the illegal cross border activities, seek proper identifications and inform the local leaders in case of any sort of abuse.

The governor called on local leaders to reach out to residents and support the community especially in understanding the government development agenda and encourage the participation of all residents, especially the resettlement of families in proper settlements areas in order to avoid risks of natural disasters.

The governor visited residents in Kanama, kanzenze na Nyundo sectors in Rubavu district. The meeting focused largely on security issues, and good governance. Some of the security issues highlighted included: residents who destroy the environment, cross border, illegal construction and brick making activities- which local leaders are aware of but have given a blind eye.
